The new proposed plan does not require the loss of any "significant" trees as determined by the
City Forester's assessment. The revised plan provides the following:
The site plan has been revised to preserve eleven of the existing "significant"
trees at their current locations. This was accomplished by a relocation of the
proposed monument sign and the addition of a landscaped island in the parking
area. The deciduous trees saved in their current locations are equivalent to 98
caliper inches. In addition to the deciduous varieties, three twenty -foot Blue
Spruce and two Austrian Pines will be saved in their current locations.
The other eleven existing trees will be relocated within the site. Due to the size
of the trees and the existing utilities and improvements, the shade trees to be
relocated will be hand -dug, which will add further protection of the trees during
the relocation process. Also, a note has been added to the Landscape Plan
committing to a Three Year Monitoring and Maintenance Plan as prepared by a
licensed Arborist. This plan will require specific measures to be taken for the
preservation of the transplanted trees.
• In addition to saving all of the trees determined as "significant" by the City
Forester, ten new trees will be planted within the site boundaries. Although the
City of Fort Collins Land Use Code requires a 2" caliper tree size, the applicant
has committed to increasing all of the shade trees by 1" caliper each and the
increasing the evergreen trees by 2' each. Although no mitigation points are
required because of saving all of the "significant" trees on site, this planting
upgrade amounts to the equivalent of ten caliper points over what is required.
205 new shrubs will be planted on site to complete the landscaping proposal.
A color -coded landscape plan illustrating the above with reduced copies for the Planning and
Zoning Board study session will be sent to you via overnight delivery by Thursday, March 28.
We trust you will agree that even though the original Final Development Plan met the Fort
Collins Land Use Code, the revisions enclosed herewith far exceed the City's requirements.
We request a favorable recommendation to the Board in anticipation of approval at the April 4
hearing.

Enclosed are ten (10) sets of the revised final development plan and landscape plan, which
reflect changes made as a result of the Planning and Zoning Board hearing on March 21, 2002.
The changes are outlined below for your consideration:
Final Development Plan — Sheet C-1.0:
1. Schedule Note 74. A note has been added to the proposed 20' utility easement for the
Walgreen's curb stop stating, "easement to be dedicated by separate document". A
draft copy of the deed is enclosed pending signature of the applicant's attorney as soon
as the real estate transaction is complete.
2. Schedule Note 23. The monument sign at the southeast corner of the site has been
shifted within the same landscaped area in order to preserve an existing tree.
3. A landscaped island has been added within the parking lot along the Drake Road
frontage in order to preserve an existing tree.
4. A note has been added to the Final Development Plan restricting the drive -through
window use to pick up of pharmacy prescriptions only. The note is added to satisfy
concerns of the neighbors.
Landscape Plan:
In response to the concerns of several of the Planning & Zoning Board Members, the design
team met again with the City Forester and the project Landscape Architect to assess the
existing trees and design options to prevent the loss of "significant" trees. As you recall, the
previous proposal resulted in the loss of several "significant" trees and a mitigation plan that
required the addition of new landscaping equal to 23 mitigation points as determined by the City
Forester.

Re: Walgreens @ Drake Crossing Shopping Center (First National Bank
Plaza) — Major Amendment - #35-96A
At the Planning and Zoning Board public hearing on March 21, 2002, the Board
discussed a proposal to relocate the existing Walgreens Drug Store in the Drake
Crossing Shopping Center. Of most concern to the Board was the potential loss of
about 18 trees on the site. Even though the applicant was prepared to adequately
mitigate the trees to be lost, the Board determined that the proposal did not satisfy
Section 3.2.1(F) Tree Protection and Replacement regarding preservation of
significant trees "to the extent reasonably feasible". After lengthy deliberation, the Board
unanimously approved a motion to continue the item to April 4, 2002, with direction to
the applicant to redesign the site, to the extent feasible, to preserve existing trees.
Attached to this memo, the Planning and Zoning Board members will find copies of
revised Site and Landscape Plans, provided by the applicant, that reflect changes
made as a result of the Board's action at the public hearing on March 21, 2002.
Included in each packet are:
• a letter from the applicant dated March 27, 2002, identifying the changes;
• a full-size, revised Site Plan;
• a full-size, revised Landscape Plan;
• a reduced, colored version of the revised Landscape Plan showing existing trees
to remain, existing trees to be relocated and transplanted on the subject site,
new trees, existing trees to be removed (a total of 4 trees, being 1 damaged
Maple and 3 Aspen), and shrubs.
Because of a prior out-of-town commitment, I will not be present at the continued
Planning and Zoning Board public hearing on April 4, 2002. Cameron Gloss will be
available that evening to assist the applicant and developer in answering all Board
questions.
