2. We are currently working with Tim Buchanan regarding the tree mitigation
requirements. We will advise at a later time whether or not we will relocate the
existing trees on the site or donate to the schools as suggested.
3. Per conversation with Steve Olt on 2/5/02, the revised landscape plan has been
OK'd as proposed.
Enclosed are 8.5" x 11" PMT's of the Site Plan, Landscape Plan, Building Elevations,
and Subdivision Plat. Also enclosed are 8 full-size sets of the same drawings. In
addition, referral sets are included according to your Revision Routing Sheet. The
colored renderings of the Landscape Plan and Building Elevations will be provided
electronically by March 12th as requested. The redlined plans are enclosed as
requested.
These revisions should satisfy the department comments. We anticipate a March 21 st
Planning and Zoning Board Hearing for the Major Amendment/Final Plat and
Subdivision Plat. Please feel free to contact me if you need additional items prior to the
hearing.

4. 10' of horizontal separation between the water and sewer lines and between the
overhead lighting (post mounted) and water and sewer lines are maintained.
5. The curbstop is located in a landscaped area within 2 feet of the meter pit. An
easement will be dedicated by plat for the curbstop.
6. 10' separation between thrust blocks and all other utilities has been maintained.
Zoning (Peter Barnes):
LIGHTING: The site lights and building mounted lights are noted as down directional
on the site plan. The light poles are proposed at 20' high.
SIGNS: The location of the wall signs are noted on the plans as discussed by phone.
Details of the monument sign and signage data have been removed from the plan.
ZONING: The building envelope is shown and labeled on the site plan. The distance
from the lot lines to the envelope line is also shown on the Site Plan.
Technical Services:
1. Advisory comment — no action required.
2. The legal description is corrected as noted.
3. The subtitle is corrected to say "Resubdivision" rather than "replat".
4. The graphic/text item is corrected as noted.
Additional Comments from Staff Review (February 20, 2002):
Engineering:
1. Easements on the plat cover all proposed and existing utilities.
Stormwater:
1. City standards are used to address the required water quality.
2. The storm drainage easement is now shown on the plat.
Transportation Planning:
1. The existing 4' entry sidewalk along the west side of the entry drive to the shopping
center off Drake is widened to 6' in compliance with the current City Code.
2. The private entry drive needs to remain at 30' as discussed earlier.
Planning:
1. Walgreen's has based their current store design for the two-lane drive through
pharmacy window on their clientele and market studies. They will not invest
construction dollars on unnecessary items. Please feel free to submit a
documented report of your findings to me and I will forward it to Walgreen's for their
review. For now, we are obligated to proceed with the current design. The current
plan meets the City requirements for landscaping.

Poudre Fire Authority (Michael Chavez):
1. Address numerals will be provided on the building per 97 UFC 901.4.4.
2. Per conversation with Michael Chavez on 3/5/02, the existing fire hydrant location
northeast of the site is adequate for the proposed building.
3. The Walgreen's store will not contain any hazardous materials that will require a
HMIA. All of the hazardous materials that the store will contain will be a minimal
amount which fall well below the exempt quantities for all hazardous material
classifications enforced by the UBC (Tables 3D & 3E) and UFC. For reference, see
the Hazardous Materials Summary and Exempt Quantities sheets that compare the
Walgreens "on hand" storage quantities and the exempt quantities. This was
submitted on 1/25/02 with another copy faxed to him on 2/7/02.
4. The building will be fire sprinkled. A Knox Box will be mounted on front of the
building per UFC requirements and Poudre Fire Authority policies.
Stormwater Utility (Wes Lamarque):
(Drainage)
All drainage comments have been addressed with Wes Lamarque.
(Erosion/Sediment Control)
1. Calculations now reflect during construction EFF.
2. A surety calculation has been included in the revised drainage report.
3. The erosion control plan now includes City of Fort Collins Erosion Control notes.
4. There are four Appendices (A, B, C and D)
5. All previous erosion control items have been addressed.
(Floodplain)
1. Permit application and $25.00 fee is included in the submittal.
Transportation Planning (Tom Reiff):
1. The 4' sidewalk along the main drive aisle to Drake has been increased to a 6'
width.
2. This is a private entrance and will be left at 30' for more efficient circulation.
Water Wastewater (Jeff Hill):
1. The replat shows utility easements for all water and sanitary sewer mains.
2. Abandonments of the existing water and sewer lines are shown and defined on the
utility plan (Sheet U-1).
3. All appropriate details have been added to Sheet U-5 of the plan.

Engineering Department (Sheri Wamhoff):
1. The property boundaries defined by the plat are the same as the Final Plan site
boundaries.
2. A revised utility plan set is included in the submittal. All of the required sheets, items
on the check sheet and standard requirements have been included in the set.
3. General notes from the sheet provided and the applicable construction notes from
appendix E-2 of the Larimer County Urban Area Street Standards were added to the
utility plans on Sheet U-0.
4. All applicable details have been added on Sheets U-5 and U-6.
(General)
5. Two benchmarks are included.(Sheet U-0)
6. All of the easement lines of the proposed vacated easements have been removed
from the plans as per phone discussion between Ms. Wamhoff and Dennis Streigel
at ESC. Only the easement lines for the "existing to remain" and the "proposed"
lines appear on the plans. The 15 foot utility easement does not need an extension
because a utility/access/drainage easement already exists in the requested
extension area. Please refer to the plat for clarity.
7. The drainage easement for detention and water quality area has been added to the
plans.
8. Trench detail has been revised per comment.
9. Language has been changed from "street" to "driveway" as requested.
10. Details 7-2-A (vertical curb) and 16-2 (sidewalk) have been added to the plans.
11.Additional dimensions have been added to the plat in order to locate the easements.
12. See comment 6 above.
Light & Power (Doug Martine):
1. The new transformer is located within 10' of a paved surface for line truck access.
2. Advisory comments to coordinate modification of old and new electrical services. A
note was added on Sheet U-1 of the 1/25/02 submittal stating, "Contractor shall
coordinate modification with Light & Power engineering so as not to disrupt service
to other businesses during construction." Please advise if this is not acceptable.
3. Advisory comment — no action required at this time.
Light & Power (Bruce Vogel):
1. Original comments were addressed with the 1/25/02 submittal.
Natural Resources (Doug Moore):
1. Same response as 1/25/02 letter.

Dear Steve:
Thank you for your Staff Project Review Letter received 3/1/02. Enclosed are revised
plans based upon the final comments. The following is an itemized response
corresponding to your comment letter:
Current Planning (Steve Olt):
1. Excel Energy Comments:
a. Advisory comment if relocation necessary.
b. Advisory comments — no action required.
c. No new trees will be planted within four feet of the gas line (horizontally)
d. Advisory comments — Len Hilderbrand has been contacted for the design of the
proposed gas service line to the Walgreens building.
2. Water Utilities — Based upon a 2/6/02 phone message from Laurie D'Audney to
Mike Stahl, the information provided in the 1/25/02 submittal (data table on
landscape plan addressing the Water Conservation Standards) sufficiently
addressed the original comments. Per Ms D'Audney, there are no further
comments.
3. Traffic Operations Department: Per conversation with Ward Stanford on 2/6/02, all
but one comment was addressed. The attached Traffic Study addendum addresses
the final question. Another copy of the narrative explaining the scope of the project
was faxed to Mr. Standford on 3/6/02.
4. Redline comments have been addressed on the revised plans.
