the Landscape Plan? If so, additional shrub beds must be provided to help
prevent auto headlight spillage into the residential neighborhood to the south.
12. It is important to set up a meeting between you, Clark Mapes of the Advance
Planning Department, and myself as soon as possible to discuss concerns
about adequate pedestrian circulation to, throughout, and from the site as well as
proper mitigation for this auto -related use to the surrounding residential
neighborhoods.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies. Please be aware of the following dates and deadlines to assure your ability to
stay on schedule for the February 24, 1997 Planning and Zoning Board hearing:
Plan revisions are due no later than the end of the working day, February 5,
1997*. Please contact me for the number of folded revisions required for each
document.
NO REVISIONS WILL BE REVIEWED AFTER THE ABOVE DEADLINE. IF REVISIONS
ARE NOT RECEIVED BY THIS DATE, THE ITEM WILL EITHER GO TO THE
PLANNING AND ZONING BOARD WITH A STAFF RECOMMENDATION BASED ON
THE ORIGINALLY SUBMITTED DOCUMENTS OR THE APPLICANT WILL HAVE THE
OPTION TO CONTINUE THE ITEM TO THE NEXT MONTHS BOARD AGENDA.
PMT's (photo reduction of Site Plan, Landscape Plan, and Building Elevations to
8.5" x 11"), rendering (one each colored full-size Site Plan and/or Landscape Plan
and Building Elevations), and 8 folded copies of the final full-size Site Plan,
Landscape Plan, and Building Elevations revisions ( for the Planning and Zoning
Board members packets) are due on February 18, 1997.

d. This site is in the Residential Neighborhood Sign District. All proposed
wall signage (locations only, not content) must be shown on the building
elevations for the Planning and Zoning Board to review.
e. Will there be any freestanding ATM machines? Adding them later would
necessitate at least an administrative change process, as well as a sign
permit requirement if signage is attached.

attached to this letter.
5. Kathleen Reavis, the City's Transportation Planner, has stated that it is
important to make sure that a walk-up ATM, with 24 hour access, is provided
either at this site or at First National's other office in the center.
6. The drive lane design through the facility seems to be very tight. Is too much
wanting to happen in too small an area? The fire access lane is only T to 8' wide
from curb to edge of building canopy. Also, if the canopy is less than 13'-6" from
grade then there would not be enough vertical clearance for the emergency
vehicles. Please consult with Roger Frasco of the Poudre Fire Authority about
their access needs. He can be reached at 221-6570.
7. The landscaping along West Drake Road, adjacent to the tier of parking, needs
to be enhanced so that adequate screening is provided to prevent auto headlight
spillage from the site. There is residential immediately to the south of Drake
Road in this location and, especially in the winter when a significant number of
autos will be using this facility after dark, it is very important to provide screening
from headlights.
8. General Note 5 on the Site Plan refers to the height and building materials for
the trash enclosure. Where is the trash enclosure to be located? I don't see one
on the plan.
9. The City's approval signature block on the Site Plan needs to be changed. This
request is going to the Planning and Zoning Board for approval, the Director of
Planning will not be approving it. A copy of a sample of the correct language is
attached to this letter.
10. The location of the new sidewalk connection from the site to the sidewalk along
Hampshire Road (southwest corner) is not consistent between the Site Plan and
the Landscape Plan.

Dear Bob,
Staff has reviewed your documentation for the First National Bank Drive -Up Banking
Facility in the Amendment to the First National Bank Plaza (formerly Drake
Crossing Shopping Center) that was submitted to the City on December 23, 1996,
and would like to offer the following comments:
1. Gary Huett of Public Service Company offered the following comments:
a. There is an existing 6" gas main in an easement at 3' east of the east
right-of-way line of Hampshire Road. No trees may be planted within 4' of
this gas line.
b. The final plat must dedicate a 6' wide utility easement centered on the
existing gas service line that crosses this parcel west to east to supply the
existing building at 2180 West Drake Road (Building C).
2. Please contact the City Light & Power Department to coordinate the
transformer location.
3. The Zoning Department offered the following comments:
a. One additional handicapped parking space, for a total of two, is needed
on this site.
b. Although this facility is primarily for vehicular customers, there should be a
sidewalk connection to Hampshire Road.
C. There seems to be an excessive amount of parking for the proposed
drive -up use. The nine parking spaces along West Drake Road should be
eliminated to allow for a wider landscape buffer between the street and
the drive -up facility.
