Re: Comments on the original plan submittal.
This project essentially replaces a parking lot/storage area with a drive-thru facility as the
interface between homes and a neighborhood shopping center. This is a sensitive and important
interface. While a transition in land use can be an important part of this interface, City
compatibility criteria for this project do not specify land use locations at this level of detail,
particularly given that the setting is an existing center. City review criteria focus on the physical
connections and relationships at this interface.
The first plans submitted showed widening of the driveways and elimination of parts of the
sidewalks and landscaping that lead to and from the center. My original comments were
intended to highlight the importance of this interface and suggest some solutions to strengthen,
not weaken the sidewalk and landscape connections, and make the interface more comfortable
and attractive.
The applicants and their architects agreed, and changed the plans quickly and effectively to create
the landscaped detached sidewalks, adjust the plantings, reduce the size of some paving and the
building, adjust the lighting, and address all other comments. I believe the plans now conform to
the letter and spirit of the applicable review criteria.
