The planned bank will only have an impact on left turning traffic from southbound Hampshire to eastbound Drake. 3. The addition of the bank will have no significant impact on traffic volumes in 2002, with the exception of the intersection of Hampshire and Drake. 4. A traffic signal is warranted based on the current peak -hour volumes at the intersection of Drake and Hampshire (without the proposed bank). S. Adding a traffic signal at the intersection of Drake and Hampshire will significantly reduce the delay incurred by vehicles turning left onto Drake from southbound Hampshire. 6. Adding the traffic signal at Drake and Hampshire will reduce the number of vehicles using the south access point, thus reducing the delay at the south access point. Impact Mitigation r/ Foremost, it is important to note that the worst -case scenario was used for traffic X�J generation by the proposed bank. It is likely that only about 30 to 50 percent of the traffic generated will be in the form of new trips. A significant portion will likely be either pass -by trips, or trips that are already occurring within Drake Crossing. Thus, the impacts identified in this study, while minor, are very likely exaggerated. } �� \��ry / The proposed First National Bank.Plaza development will only impact the intersection of Hampshire and Drake. Queues and delay for traffic southbound on Hampshire are significant under existing traffic volumes. The 1988 edition of the Manual on Uniform Traffic Control Devices, published by the U.S. Department of Transportation, recommends a peak hour warrant analyses when traffic conditions are such that for one hour of the day, minor street traffic "suffers undue traffic delay" in entering or crossing the major street. The Peak Hour Volume Warrant graph is shown in Figure 2. Using the volumes of the existing traffic conditions during the PM peak period provided in Table 6, the major street volume (Drake) is 1182 vph, and the minor street high volume approach (southbound Hampshire) volume is 138 vph. Using these volumes and Figure 2, a traffic signal is presently warranted at the intersection of Drake and Hampshire Roads. This situation exists without the proposed bank. Without the bank, the LOS for southbound-traffic would only increase to LOS E. South Access and Drake The south access to Drake from Drake Crossing provides sufficient room for both a left and a right -turn lane. Drake Road is a four -lane highway with a two -way -left -turn -lane. During the AM peak period, the intersection operates at LOS A with the exception of traffic turning left from Drake Crossing onto Drake which operates at LOS D as shown in Table 7. Adding the proposed bank does not change the operation of this intersection during the AM peak period, nor will the operation change in 2002. During the PM peak period; the left turn from Drake Crossing onto Drake presently operates at LOS F. Adding the proposed bank will slightly increase the delay, but the problem of operating at LOS F still exists. All of the other movements operate at LOS A or B. Taft Hill and East Access The east access to Drake Crossing from Taft Hill provides sufficient room for both a left and a right -tam lane. Taft Hill road is a four lane highway with a two-way-left-tum-lane. During the AM peak, the intersection operates at LOS A with the exception of the left turn out of Drake Crossing onto Southbound Taft Hill, which operates at LOS D as shown in Table 8. Adding the proposed bank does not change the LOS of any movement within the intersection. During the PM peak period, the left turn onto southbound Taft Hill operates at LOS E. Intersection Analyses This section describes the traffic impacts at each of the six intersections. The analyses is based on a worst case scenario of 100% of the trips being new, and no internal trips within the Drake Crossing shopping center. Drake and Taft Hill Drake and Taft Hill Roads are both four lanes with left and right turn bays. It is a signalized intersection. Volumes, delays, and LOS values are shown in Table 3. The intersection presently operates at LOS D during both the AM and PM peak periods. The intersection will remain at LOS D after the bank is added, and in the year 2002. The approaches where the LOS falls to 8 in 2002 can be improved by modifying the signal timing at the intersection. For the analyses, fixed times were used -based on traffic proportions, but not optimized. Optimizing the signal will improve the operation to allow all of the approaches to operate at LOS D in 2002. Taft Hill and Valley Forge Taft Hill Road at Valley Forge is a four -lane road with left turn bays. Valley Forge road has space available for two lanes at the intersection. This intersection is presently signalized. Volumes, delays, and LOS values are shown in Table 4. It presently operates at LOS B during both the AM and PM peak periods. As shown in Table 2, this intersection will receive very little new traffic from the proposed bank. The intersection will remain at LOS B after the bank is added and in the year 2002. Hampshire and West Access The west access point to Drake Crossing is stop -sign controlled, and has sufficient room for two lanes. Hampshire Road is a two-lane road with sufficient space to allow vehicles to pass left -turning vehicles on the right. There is no vehicle control for Hampshire Road at this point. Volumes, delays, and LOS are shown in Table 5. All movements at this intersection presently operate at LOS A. Traffic generated by the proposed bank will decrease the LOS for vehicles exiting from the bank to LOS B; however, the LOS for the other movements do not change, and will remain at LOS A. Hampshire and Drake South bound Hampshire Road at Drake provides sufficient room for two lanes of exiting traffic, and Drake Road at that point is four lanes with a two-way-left-tum-lane. The following are the assumptions that were made with respect to trip generation: • Although one study used by ITE acknowledges that 30 percent of drive -through bank trips are considered "pass -by" trips in which the vehicle was already on the road, and therefore would only need to be considered at the entry and exit point for this study, it was assumed that every trip generated a new vehicle. The ITE figure was obtained from only one study, and the other studies shown for commercial -type developments range from 20 to 80 percent pass -by values. • The proposed bank will be built in an existing commercial -shopping development, and will likely draw a number of trips that are internal to that development. No guidance is given to estimate. the number of trips that will occur within the development, and therefore it is assumed that all trips will be new trips, exclusive to the proposed bank. • All turning movement percentages are assumed to remain constant. Traffic Impacts Introduction Immediate Impacts The immediate traffic impacts were based on the.Highway Capacity Manual Signalized and Unsignalized Method of Analyses. The analyses for each intersection are contained in the Appendix. and summarized in Tables 3-8. Short Term Impacts The short term impacts were identified based on projected volumes in 2002. A constant growth rate of 1.5 percent per year was requested by the City and used to generated volumes. Valley Forge Road serves as an access point to the Drake Crossing shopping center. Traffic Conditions Traffic volume data were collected by the City of Fort Collins at the intersections of Taft Hill and Valley Forge Roads and Taft Hill and Drake Roads in January,1996. The.1.996 traffic counts were factored by 1.5 % as requested by the City. Traffic counts were requested by the City at the west access point on Hampshire, the East access point on Taft Hill, and the south access point on Drake. These counts were performed in January, 1997 and copies are included in Appendix A of this report. The LOS for each movement are shown in Tables 3-8 later in this report. With the exception of the left turn from the east access onto Taft Hill Road, where the existing LOS is E, all six intersections are presently operating at LOS D or better. Traffic Generation and Distribution / A - The proposed First National Bank Plaza will consist o�drive-through bays and one ATM machine. Trip generation rates, used to estimate the number of peak -hour vehicle -trips from the proposed development, were taken from Trip Generation, 5ed., published by the Institute of Transportation Engineers (ITE) in 19910. The traffic projections are presented in Table 1. Table 1. Number of Trips Generated. There are four entrances that vehicles can utilize to enter and exit the bank facility. These are the west access point on Hampshire Road, the east access point on Taft Hill Road, the south access point on Drake Road, and the intersection of Taft Hill Road and Valley Forge Road. The distribution of the trips during the two peals periods was performed by using ratios of the squares of the distances of each entrance from the bank. Those distances, and the number of trips produced at each entrance are shown in Table 2. The site is surrounded by residential areas, indicating that directional distribution of bank customers will be evenly spread to all four directions (N,S,E,W). Therefore, it is most probable that drivers will access the proposed bank using the easiest or shortest method. The bank is located at the west edge of the shopping center at the intersection of Hampshire and Drake Roads. The site and surrounding roads are shown in Figure 1. The circled intersections denote those intersections that are a part of this traffic impact analyses. The proposed First National Bank Plaza will consist of three drive -through banking lanes and a drive -through ATM machine. Current plans call for the bank to share entrances to the Drake Crossing shopping center with the primary entrance to the west onto Hampshire Road. Report Contents This report summarizes the results of a traffic impact study of the proposed project as requested by the City of Fort Collins. It incluides a several analyses as described below: • A review of the present intersection level of service (LOS) at the six intersections highlighted in Figure 1. • A determination of the average peak -hour traffic generated by the bank for the AM and PM peak -hours. • An evaluation of the immediate traffic impacts of the proposed bank for the AM and PM peak -hours. • An evaluation of traffic in the vicinity of the proposed bank with traffic estimates for the year 2002 (five years after the bank opens). Area Roadways Major existing roadways in the vicinity of the site are illustrated in Figure 1 and described below: • Drake Road is one of the major east/west corridors in Fort Collins, and provides access to Fort Collins from the residential areas west of the site. Drake Road is currently undergoing construction in this area. There are two travel lanes in each direction. • Taft Hill Road provides norWsouth travel east of the site. There are two travel lanes in each direction. • Hampshire Road is a north/south collector road that is immediately west of the site. Hampshire Road provides access to the residential areas surrounding the site, and provides one lane in each direction. The width of the road, however, allows room for two lanes at the west access point and at the Drake Road intersection. • Valley Forge Road is an east/west collector that is north of the Drake Crossing development. Valley Forge Road provides access to the residential areas surrounding the site.
