I. INTRODUCTION
Overview
This intermediate level traffic impact study addresses the capacity, geometric, and
control requirements associated with the proposed Safeway Fueling Facility, a re-
development of the southwest corner of South Taft Hill Road and Valley Forge
Avenue in Fort Collins, Colorado. This study has been prepared in accordance
with the "Larimer County Urban Area Street Standards" for traffic impact studies
Repealed and Reenacted October 1, 2002-
Description of Site
The parcel for development consists of about 0.88 acres and currently has a small
gas station and self serve car wash in operation. The Drake Crossing Shopping
Center, with a Safeway and other retail uses, is adjacent to the site on the west.
The site location is depicted on Figure 1.
Description of Project
The proposed development will remove the existing gas station and car wash uses
and replaced them with a new Safeway Gas Station including convenience center
and automatic car wash- The project will likely be completed in under a year.
The site will have access to the Drake Crossing Shopping Center internal roads
which in turn have existing full movement accesses to Valley Forge Avenue, South
Taft Hill Road, West Drake Road and Hampshire Road. The site is likely to have
the vast majority of customers use the most direct accesses at S. Taft Hill Road
and Valley Forge Avenue. Additional customers are anticipated to be attracted
from, or as a combined use to, the adjacent Safeway Grocery Store.
A site plan of the proposed development is shown in Figure 2.
Analysis Scope
For this intermediate traffic study, to represent the traffic conditions one year after
the proposed completion of the proposal, the short year term planning horizon for
site -analysis was identified as Year 2008- The analysis contained in report
examines Existing and Year 2008 traffic conditions.
Pursuant to scoping discussions with city of Fort Collins Staff, the intersections
v included in this study are-, S. Taft Hill Road and Drake Road, S. Taft Hill Road and
Valley Forge Avenue, and the existing accesses from the Drake Crossings
Shopping Center to both S. Taft Hill Road and Valley Forge Avenue.

Executive Summary
The Safeway Fueling Center at Drake Crossings is a proposed gas station with car
wash and convenience center development. It is located on the southwest corner
-- of S. Taft Hill Road and Valley Forge Avenue, in Fort Collins, Colorado. The
proposed development will take the place of an existing gas station and car wash
which currently operates on the site. The location of the site is depicted on Figure
_ Existing Traffic was measured at the intersections of S. Taft Hill Road / Valley
Forge Avenue, S_ Taft Hill Road / Drake Road, S. Taft Hill Road and the Drake
Crossings Access, and Valley Forge Drive and the Drake Crossings Access.
Existing operations were examined for Levels of Service and found to be
acceptable.
The site is projected to attract approximately 30% of its customers who already use
the Safeway Grocery store as part of the "co -branded" gasoline promotion. The
"new" traffic generated by proposed development is projected to be 605 per
weekday, with 49 trips occurring in the AM Peak Hour and 72 trips occurring in the
PM Peak Hour.
Weekday Peak Hour conditions were analyzed for short term 2008 background
and total conditions. Background traffic was estimated by assuming a 2% annual
growth of the existing traffic on Drake Road and S. Taft Hill Road. Both
background and total operations were examined for Levels of Service and found to
be acceptable with or without the proposed development. Queues were examined
for total traffic conditions and also found to be acceptable and contained within the
_ available storage.
The conclusion:
Based on the analysis of Existing, Future Background and Total Traffic projections,
it has been determined that the proposed project traffic can be accommodated on
the existing roadway network without any roadway improvements while still
maintaining the acceptable Level of Service Operations and queues per City of
Fort Collins standards.
