College Ave. Fire Lane Revised Plan Hello Bob and Jim. Thanks again for our productive meeting late last month. Since that meeting we have been studying the viability of revising the land plan and fire lane plan to wrap the fire lane previously proposed for the north side of the building around the northwest corner of the building and extend it fully along the west side of the development to terminate at the southwest corner of the site, thence exiting onto the Whole Foods parking area and the drive along the west side of the Whole Foods/Wilbur's/Big5 shopping center buildings, as was suggested we reconsider in our meeting with you. Our study of this results in our belief that such a concept is feasible and would meet the turning radii, fire truck height and load bearing requirements and is shown depicted on the attached exhibit. This will require reworking the landscape plan and other proposed improvements on the west side of the development which we believe can still be accomplished tastefully and in concert with the fire lane concept attached and the City's mid -town corridor plan guidelines. We are hopeful that this revised plan would put the project on a track wherein the concerns of Poudre Fire Authority are met and will entail building fire and life -safety improvements similar to other one-story at -grade podium plus four- story wood framed apartments above projects being constructed in the Fort Collins mid -town redevelopment area. We would like to review this revised plan with you and discuss your thoughts with you after you have had a chance to discuss internally. Thank you. College Ave. Fire Lane Revised Plan Hello Don, The fire marshal has reviewed your conceptual design for meeting perimeter fire access by means of a dedicated fire lane around the north and west sides of the building; connecting back to the Whole Foods parking lot at the SW corner of your site. He acknowledges site constraints inherent in this property and also recognizes all your efforts to mitigate fire code deficiencies. While your latest site plan creates a dead-end fire lane of approximately 550' without a turnaround or connection to a Public Way, the fire marshal believes the plan meets the intent of the code by tying fire access from your site into an existing drive aisle on the adjoining property. You are therefore approved to move forward with this conceptual plan. As prior discussions indicated the west side fire lane may serve dual purpose as a pedestrian plaza, PFA will need to approve the final design for this area, including turning movements, construction, materials, etc. Any gating or proposed obstruction to the fire lane at the connection to Whole Foods will also require approval. The 6" mountable curb currently detailed for this connection will need to be revised to a 4" rollover curb. This updated plan dramatically improves perimeter access and will help solidify your site plan for city approval, but please keep in mind that it does not mitigate the high rise provisions of the IFC which have also been identified.
