HomeMy WebLinkAboutDRAKE CROSSING, SAFEWAY FUEL CENTER - PDP - 35-96D - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESLighting Photometric Plan is included in this submittal to demonstrate compliance with the City's lighting requirements. Signage for this project will meet the requirements of the Residential Neighborhood Sign District and will provide the identification necessary for a successful business while recognizing the nearby residential developments. Two (2) ground signs, one per street frontage, are proposed as well as two (2) canopy signs. One wall sign is proposed on the Taft Hill Road, elevation of the car wash building. The fuel facility landscape design is in keeping with the existing retail center design. All but one of the existing trees are to be protected and incorporated into the new landscape design. Proposed plant materials will be low water use and are extremely tolerant of a variety of climatic conditions. Plantings are grouped in natural patterns with accent materials used to create year round interest. Visual interest is provided throughout the site by the use of plant layering and a mixture of plant colors and textures. A mix of mulches and turfgrass sod are proposed to create ground plane interest. New plantings will be used to augment the existing and provide a visual buffer between the nearby residential uses and public right-of-ways. SUMMARY: The proposed Safeway Fuel at Drake Crossing will replace an obsolete fuel facility with a new, high quality design that will further enhance the existing Drake Crossing retail center. We respectfully request approval of the Project Development Plan based on the submitted design meeting and exceeding the City's codified development standards and design guidelines. FASAFEWAMA2913-Taft B Drake14oc1SA2913jcs.planning objectves.dm Compliance with Intent of Zone District The Proposed Safeway Fuel at Drake Crossing is located within the Neighborhood Commercial District (N-C). The main purpose of this District is to meet consumer demands for frequently needed goods and services, with an emphasis on serving the surrounding residential neighborhoods. A convenience retail store with fuel sales and a car wash ("vehicle minor repair, servicing and maintenance establishment') are permitted uses within the N-C District. The Safeway Fuel Facility is compatible with the character of a Neighborhood Commercial District as outlined in the Fort Collins Land Use Code in the following ways: Redevelopment of this site will further link the pedestrian system. A new pedestrian route will be constructed through this site that will connect the existing grocery store / retail space with the existing public sidewalk and bus stop on the west side of Taft Hill Road. • The new fuel facility will be visually compatible with the existing Safeway grocery store and the other commercial structures within the Drake Crossing Shopping Center. The facility incorporates the same building materials, colors, and architectural detailing used throughout the center. • The fuel canopy is attached to the convenience store and is designed with a sloped mansard in order to relate to the neighborhood character. The under -canopy lighting will be fully recessed with flush -mount installation using flat lenses to minimize the visual impact. The parking and circulation system has been designed to provide safe and convenient automotive, bicycle and pedestrian movements. Although the primary use of a fuel facility is vehicular, pedestrian and bicycle access has been provided through walkways, ramps, pavement markings and bicycle parking. The walkways have been designed to provide direct and continuous access to the public sidewalk along Taft Hill Road, the new convenience store and the existing Safeway grocery store / Drake Crossing Shopping Center. Vehicular access is through two (2) curb cuts onto the existing interior private drive of the center. There is no direct vehicular access to any public street. The vehicular system is designed to provide safe and efficient access throughout the site. There are four (4) parking spaces provided on -site, one of which is handicapped accessible. Parking spaces are located in the site interior so as to minimize the visual impact to adjacent properties and public roadways. The architectural design of the proposed facility is fully compatible with the existing Drake Crossing Shopping Center through the use of similar massing, scale, building materials and colors. All sides of all structures utilize the same design concepts and materials. Site lighting for this project has been designed to provide adequate light levels needed to perform the various on -site tasks without negatively impacting the adjacent properties. All light sources will be concealed, fully shielded, sharp cut-off fixtures. The 1.13 acre (49,407 sq. ft.) site consists of two parcels described as follows: Parcel 1: Tract B, Drake Crossing Shopping Center. Parcel 2: A portion of Tract B, Brown Farm Third Filing. The site is zoned Neighborhood Commercial — NC and is currently developed as a multiple bay, wand car wash with fuel sales. This proposal will remove the existing car wash / fuel facility and construct a new, state of the art Safeway Fuel Facility consisting of six (6) multiple -product fuel dispensers located beneath an overhead canopy with an attached 893 sq. ft. convenience store and a free-standing, 1,200 sq. ft. single bay, automatic car wash. The fuel facility will be a new department of the existing Safeway grocery store and will be physically connected to the grocery store via data, security, telephone and intercom systems. The proposed convenience store will be staffed by two (2) Safeway employees during the approximate hours that the grocery store is open. Unattended fueling will be available during the hours that the convenience store is closed. Vehicular access to the site is by two (2) curb cuts off of the internal private drive of the retail center. Pedestrian access to the site is via public sidewalks along Taft Hill Road and Valley Forge Avenue as well as internal sidewalks within the center. There is an existing bus stop adjacent to this site on the west side of Taft Hill Toad. The subject site is currently Owned by Ft. Collins Car Wash Partnership. Developer and contract purchaser is Safeway Sores 46, Inc. and Gallloway, Romero & Associates will represent the owner and developer for all correspondence and matters related to the development review process for the Project Development Plan approvals.
