3. Water Supply
Our utility plan features fire hydrants located at the maximum spacing along a
perimeter and interior roadway.
4. Building Area/Sprinkler Requirements
The requirement for fire sprinklered buildings is understood and will be addressed
in the building plans.
Transportation Planning - October 8, 1999
Need north/south pedestrian walkway between Magnolia and Retail I.
Pedestrian access exists along Lemay and with the development of these two lots
on Lemay this sidewalk being requested will be constructed.
2. Show bike parking.
Bike racks have been indicated on the plan
3. Indicate which parking is prepared to be "shared" trailhead parking.
Refer to site plan where a sign is being proposed.
4. Need direct continuous walkup from breezeways to 121" Street.
These have been provided; refer to Current Planning comments.
Building Inspections - October 13, 1999
The comments related to the building type, exterior walls and opening protection will be
addressed with the building permit set.
An accessible route has been provided between Retail "D" and handicap parking to the
west.

The curb details have been revised. A detail for flush (depressed) curb has been
added to Sheets C4.20 and C9.10.
12. Overall Utility plan C6.10— Would probably be a good idea to show the tree grate
locations on this plan to verify there is not a conflict between service locations and
tree placement.
Sheet C6.10 revised to show tree grates, with no conflicts with utilities.
13. Details — handicap parking detail — label curb type on this detail, would be a good
place to identify the transition point from raised curb to flush curb. Handicap ramp
detail type D — What is the square thing in the center of the island, dimensions?
On -site curb and gutter details show a type B integral concrete curb detail — this is
not referenced anywhere, is it being used? Bollard detail — where is this being
used? There is only reference to a lighted bollard on Sheet C3.00 and a detail for
this is found on the site plan.
Please refer to Sheet C9.10, revised Detail C for handicap parking, and revised
Detail J for H/C ramp type D.
Curb Type B is now referenced in construction note 15 on sheet C4.10. This curb
type is being used for the trash enclosures to the east of Retails E and F.
Please refer to construction note 28, Sheet C3.00 for bollard location. The bollards
are located in three places behind Retails D, E, and F.
14. Provide City curb, gutter and sidewalk details as well as handicap ramp details.
These are needed if there is any damaged existing curb, gutter and walk adjacent
to this site. See general note #11.
This detail has been added to Sheet C9.11, Details J and K.

Landscape Plan Comments
5. Need to show fire hydrant, inlet locations and manhole locations on this sheet and
show how the landscaping works with them. Appears to be a few conflicts as
shown.
The landscape plan has been revised to show fire hydrants, inlets, and manholes.
The landscaping has been modified to eliminate conflicts.
Utility Plan Comments
6. Revise the general notes as indicated.
General Notes 6 and 26 have been revised and Note 29 has been added.
7. Provide city signature blocks on all sheets.
City signature blocks have been added to all sheets.
8. Existing topo plan — see comments on the first filing plan.
Additional labels have been added to existing contours and proposed grading has
been tied -in to existing grading.
9. Site plan C3.00 — not identifying all ramp types, please label them — provide more
detail on the sidewalk that goes between the detention ponds out to Mulberry
Street. What does a cross-section look like? What are the slopes, a railing needed
here. — show the Mulberry design in accordance with revised first filing plans.
All ramps are now identified by type. The sidewalk to Mulberry Street is shown in
Cross-section C on Sheet C4.10. No railing will be used here. The plans now
reflect revised Mulberry.
10. Grading Plan C4.10 — Some of the islands are not labeled as far as curb type — how
does the transition from curb to flush curb occur and where? — In front of Retail F,
I and J there appears to be a pull out area. Where is the curb in this area and is
that what it is, it is not clear. — need a detail for the flush curb.
All island curb types are now specified. Please refer to Sheet C9.10, Detail C for
transition points between depressed curb and 6" vertical curb. The pull out areas
in front of Retails F, I, and J have been revised to clearly show the curblines and
pavement type.
11. Lot 2 Drainage plan C4.20 — the curb details on this sheet do not match the ones
in the back (missing some dimensions) also need detail for flush curb.

11. On Sheet seven of 11, pleas make a distinction on the character elevations or label
the difference between "culture cobblestone veneer base" and "8-inch" high split
face concrete masonry units at accent band and base, natural gray color with sand
blast finish. " It is difficult to follow which is which.
This detail has been clarified.
12. On Sheet nine of 11, please specify that the height of the handicap parking signs
are 70 inches, not 92 inches as shown. This is consistent with Filing One and
meets all applicable codes.
This has been adjusted so that it is consistent with Lot 1.
Utility - Stormwater
Refer to the attached written responses and Final Drainage Report and Plans.
Engineering - November 7, 1999
Site Plan Comments
Are minimum clear sidewalk requirements being met where there is parking
overhang onto the curb and there are tree wells in the sidewalk.
Along the south side of Retail F, the tree grates are shown at 8 feet behind the curb,
measured from the center of the grate. With a 2 foot parking overhang, this leaves
6 feet of clearance, satisfying the minimum clear sidewalk requirement of 4 feet.
Dimensions have been added to the site plan to ensure proper placement of these
tree grates.
2. Pedestrian ramp details — Utility plans reference handicap ramp types A, 8, C, D.
These four pedestrian ramp details are referred to on the Site Plan, Sheet C3.00,
and details are shown on Sheet C9.10.
3. HC parking space layout— is the curb along here a flush curb or raised curb.
The curb along the handicap parking is depressed curb. Please refer to Sheet
C9.10, Detail C which has been revised to clearly show the limits of the depressed
curb.
4. The wall with railing — Where is this at? Not identified anywhere.
No railing will be used on the retaining wall. Detail F of Sheet C9.11 has been
revised accordingly.

Along the north elevation of D a raised planter with Snowberry Sarcoxie Euonymus
and Pyracantha provides this enhancement. The Sarcoxie Euonymus will be
"trained" to climb the wall; similar to a vine.
E. Sheet four of 11 indicates an attractive arch between C and D. This arch should be
repeated between E and F. (The area under the arched should be left "open"so as
to indicate a passageway. The illustration implies there would be some kind of gate
which would be unacceptable.)
This arch has been incorporated.
5. The architectural elevations indicate the use of "3-tab" asphalt shingles. This is a
flat, uninteresting shingle and should be upgraded to a stronger, longer -lasting,
"high-profile"or "shadow-line"asphalt shingle for a more attractive appearance with
greater texture. This upgraded shingle is more appropriate for a commercial
project.
This has been incorporated.
6. Be sure to label the gooseneck fixtures as dark green on the elevation to be
consistent with the detail sheet.
This label has been added to provide consistency.
7. On Sheet five of 11, on the east elevation of Retail D and E, please add two
concrete -filled accent windows to the southernmost module of Building E.
These "faux windows" have been added.
8. On Sheet six of 11, please add two concrete -filled accent windows to the
easternmost section of the north elevation of Building D.
These two concrete filled accent windows have been added.
9. On Sheet six of 11, pleas add concrete -filled accent windows on both the east and
west ends of the south elevation of Building E.
These have been added.
10. Also on Sheet six of 11, please indicate what is the color of the "integrally colored
accent banding" on the cornice.
This color has been specified.

F. Please add four street trees in the landscape strip between the detention pond
along Mulberry Street (west of the connecting walk) and the parking bay that faces
south and features 14 stalls.
Only three trees have been added due to the conflict with the storm sewer pipe.
G. In plaza on the southwest side of Retail Buildings I and J, please add some
ornamental trees in combination with the shrubs to gain a vertical landscape
element.
The comment was deleted in our discussion with the staff.
H. Please indicate the species and quantities of the shrub/meadow wetland pond. The
Department of Natural Resources can assist in selecting native species.
The shrub/meadow wetland pond will be installed as part of Lot 1 on -site
construction improvements. Natural Resources has already reviewed the plants.
4. Condition of Preliminary Appraoval Number Three requires detailing the two
courtyards. The following comments apply to the two courtyards between Retail
Buildings C and D and Retail Buildings E and F:
A. The beds of low-growingjunipers would enhance the ambiance and characterof the
courtyards if they were placed in raised beds with low decorative walls. That way,
the space is better defined and the low walls can be used for seating. Or, perhaps
another option would be widen out the curbs to 8 to 18 inches instead of the
standard six inches wide curb.
B. Please consider adding more variety to the shrub beds in the courtyards. Please
consider Buffalo Juniper, Daylily and Radiant Crab to provide aditional texture and
color.
This area between Buildings C and D and Buildings E and F will be in a shade
setting and with multiple entries to the adjacent buildings we are anticipating a great
deal of pedestrian cross traffic. Therefore, our solution responds to these
environmental concerns. You will fin the central planters, we are proposing
concrete steppers in a turf setting below European Mountain Ash trees.
C. The concrete surface in the courtyards should be tinted and scored.
The concrete surfacing in the courtyards will be scored.
D. The courtyard between C and D would be enhanced by planting vines on trellises
on the north elevations of Building D.

N. Please indicate in the Legend what the hatching pattern refers to in front of
Buildings I and J. Is this a drop-off zone?
This is a drop-off zone and the hatching has been shown in the legend.
O. Please label the building entrances on the Site Plan.
Entries have been indicated.
P. Please label the new re -aligned State Highway Frontage Road.
This label has been added.
3. The following comments apply th Sheet 3 of 11:
A. Please add four street trees on the east side of 12' Street between Mulberry and
the first intersection to the north.
Street trees have been added and are located away from the street lights.
B. Please add a continuous row of shrubs to screen the 16 parking stalls on the east
side of Retail Building F that face 12 Street.
These have been added.
C. Please add a continuous row of shrubs to screen the five parking stalls at the
northeast corner of Retail building D that face 12'" Street.
These have been added.
D. Please add two street trees in the landscape strip (for a total of three) between the
detention pond along Mulberry Street (east of the connecting sidewalk out to
Mulberry) and the two bays that face south with eight stalls per bay.
These have been added
E. Just north of the aforementioned parking bays, there is one parking bay that
features 13 stalls that also face south. These stalls are buffered by a six foot wide
landscape strip that presently features only one tree in the easterly island. Please
add three trees to this strip, for a total of four, one on the west end island and two
in the middle.

as stated in the Legend, that this walk indeed continues around the building so the
sidewalk system is complete.
This has been corrected to indicate the originally proposed walk.
F. There are three areas where internal sidewalks do not feature and symbol of the
"proposed concrete sidewalk" as used in the Legend. Please check the east side
of Retail C, the east side of Retail J, and the walk that connects out to Mulberry
Street between the detention ponds.
This has been corrected to indicate the originally prepared walk.
G. Please label the retaining wall on the southwest side of Retail 1 and J. Will this wall
feature a railing?
There will be no railing on top of this wall. There is a landscape area (6, + width)
between the walk and wall.
H. What is the proposed material of the retaining wall? An attractive material should
be selected, not just poured concrete.
The retaining wall will be constructed of a concrete modular block system. A
product/color sample has been provided with the Lot 1 submittal.
1. Please label the two loading docks on the est side of Retail Buildings D and E.
This has been done.
J. Please provide building envelope dimensions.
Building envelopes and dimensions have been added.
K. Please add the note same note regarding outdoor vending machines to be
consistent with Filing One.
This has bee done; refer to Note 19 Sheet 1 of 11.
L. Please indicate the location of the trash enclosures. If using a symbol, please add
it to the Legend.
The symbol has been added and a detail provided on the site detail sheet.
M. Please indicate an area for shared parking for users of the Poudre River Trail.
A sign has been added and noted on the site plan.

In addition these revised plans we are offering written comments to the various reviewing
agencies:
Current Planning - November 12, 1999
2. The following comments apply to the Site Plan, Sheet 2 of 11:
A. Staff is concerned about the lack of pedestrian connectivity between the parking lot
on the east side of Retail D and the courtyard between Retail C and D. There
should be an eight foot wide sidewalk in front of the 14 parking spaces that face
south that connects to the easterly parking lot.
This walk has been added.
B. As the aforementioned walk heads east from the courtyard, there should be a
landscaped shrub bed between walk and building.
This planting area has been added featuring ornamental trees and Buffalo Juniper.
C. On the east side of Retail D, there is a row of 15 parking spaces that face west.
There is presently a 10-foot wide landscaped area in front of these spaces to buffer
the loading dock screen wall. This ten foot wide space should be divided between
six feet of sidewalk and four feet of landscaping.
This was discussed with staff and it was agreed to keep this as landscaping.
D. At the southeast corner of Retail E, there should be a connecting sidewalk with
crosswalk, that connects the courtyard to the sidewalk on 12'hStreet.
This pedestrian connection has been added.
E. There is an attractive sidewalk and courtyard on the southwest side of Retail
Buildings I and J. As this walk turns east, on the south side of Retail J, it appears
the sidewalk ends. Please indicate using the "proposed concrete sidewalk"symbol
