Is an additional trash enclosure needed for Retail C? The closest one would be at the southeast corner of Retail D. 8. Please explore ways to mitigate the mass of the seven -foot high retaining wall. The location at the corner of Mulberry and Lemay is very prominent and will be one of the first site features seen by the public. The visual impact.on the shopping center is significant. Could this wall be terraced so flat areas are created for landscaping? Could vines be planted to climb this wall? Could a capstone be considered? An example of an attractive retaining wall, although not seven feet high, is located within the Market Centre Shopping Center on West Drake Road at Worthington Drive. This center is anchored by Steele's Market. 9. Please add the detail for the concrete -filled accent window that was used on Lot One to one of the architectural sheets. 10. Staff is concerned about the west elevation of Retail C. The roof pitch over the entrance should be enlarged or raised so that the pitch exceeds the height of the flat parapet wall. This would then be more symmetrical with the entrance over Retail D and improve the overall -visibility and aesthetics for the tenant in Retail C. 11. On the architectural sheets; please indicate the locations of the benches and seat walls. It appears that the two courtyards could use more seating areas in order to satisfy the condition of preliminary approval. Also, is there not an opportunity to provide an information kiosk either in the courtyards or along the west elevation like the one provided in Lot One? Keep in mind that the preliminary condition of approval calls. for a generous use of pedestrian amenities in the courtyards. This concludes Staff comments at this time. Please note that you have 90 days to respond to these comments. Otherwise, the Planning Director may remove the project from the development review process. Attached are redline plans and comments from Sheri Wamhoff,_ Development Review Engineering. For site planning purposes, please note that there is a concern with how the necessary utility easements relate to the proposed building envelopes. To avoid conflicts between easements and building envelopes, please provide either a site plan with easements or a plat with building envelopes. Please be aware that with . the plat being filed with Lot One, any changes to the dedicated utility easements will require a replat or a separate easement vacation procedure. 2. Attached are redline plans and comments from Donald. Dustin of the Stormwater Utility. Please note the structural concern with a seven -foot high vertical retaining wall. At this height, a separate review and permit may be required from the Building Inspection Department. Please contact Felix Lee, 221-6760 for further information. 3. Also, please note that Buildings I and J may encroach into the detention pond easement as shown on the plat that was reviewed for Lot One. This may require either the building envelopes be moved or the pond easement modified. 4. Attached are redline plans and comments from Jeff Hill, Water and Wastewater Utility. Please note that there should be a ten -foot separation between the proposed street lighting along Mulberry and the existing 42- inch sanitary sewer trunk. 5. Attached are comments from Ron Gonzales, Poudre Fire Authority.
