This pedestrian walkway will be incorporated into the yet to be submitted site plans
of Lot 6 and 7.
3. Show bike parking.
More bike parking has been added to the site plan by the building entries.
4. Indicate which parking is proposed to be "shared" trailhead parking.
Shared trailhead parking has been identified on the plan and will be signed.
5. Need direct continuos walkways (sidewalks) from breezeways to 12"" Street (along
north side of Retail D and south side of Retail E).
Pedestrian connections to 12'hStreet have been provided.

1. No trees are to be planted within 4 feet of gas lines. The 9-foot UE's along 12" and
Magnolia cannot have trees in them. There will be a major gas line in both of these
UE's.
The trees have been removed from these areas and a hedge planting has been
added to screen the adjacent parking.

Need to show the easements on the site plan. Need to make sure that the
building envelopes as shown do no encroach int the easements. This
needed since the building envelopes are not shown on the plat.
Easements have been added to the Site Plan for reference.
Utility Plans
• Will check the elevations at the entrance drives against the first filing on the
next submittal, as the elevations may change slightly due to the change in
the entrance radii.
Elevations at entrance drives have been coordinated with the Lot 1 Off -site
Utility Plan.
Plat
• You are not replating with this project?
• Will either need replat or provide the easements on the first filing plat that
are needed for the water and sewer mains, storrm water facilities, and for all
the other utilities to access and serve the site and buildings (i.e. PSCo,
Cable, US West, Light and Power). One solution is to provide all the area
outside of the building envelopes as a utility easement.
Once all of the utility easements are identified, a re -platting on a new plat
approach will be discussed with the City.

(Comment already discussed with applicant).
Access control plan has been discussed previously and applicant understands that
neither the Access Control Plan or the Round -About will affect 12`' Street access.

5. What is the circular detail between Building I and J?
This is the plan review of a tower located in front of the Retail Buildings I & J.
6. Remove signage on elevations - pages 4, 5, 7 of 11. Signage will be reviewed
separately.

Water/Wastewater, March 14, 2000
Show and label all existing water and sewer mains in all views (include name of
providing utility).
All existing water and sewer mains have been labeled in all views.
2. Provide a minimum of 10 feet of separation between proposed street lighting along
Mulberry and the existing 42-inch sanitary sewer trunk.
This has been incorporated into the plans; recommend Power and Light work with
this Utility on the poles final placement.

Site Plan
• The response to prior site plan comment #1 was that "dimensions have
been added to the site plan to ensure proper placement of these tree grates"
in reference to the walk and tree grate area south of Retail F. I don't see
this on the site plan.
The dimensions to locate the tree grates have been added.

4. Corrosives, flammable liquids, reactive, or toxic materials (as defined in the Uniform
Fire Code) if used, stored, or handled on -site must have Hazardous Materials
Impact Analysis (HMIA) completed and supplied to the Planning Department and
the Fire Department.
The required permits for hazardous materials used on -site will be secured.
5. Fire hydrants are required with a maximum spacing of 600 feet along a approved
roadway. Each hydrant must be capable of delivering 1, 500 gallons of water per
minute at a residual pressure of 20 psi. No commercial building can be greater than
300 feet from a fire hydrant. Yard hydrants shall be required along the fire lane.
The location of the fire hydrants is such that no commercial building is greater than
300 from a fire hydrant.
6. Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every
new building equipped with a required fire sprinkler system or fire alarm system.
"Knox Box" will be included on all buildings.
7. This proposed building shall be fire sprinklered. This applies to Buildings D and E.
The sprinkling of Buildings D and E will be addressed in the Building Permit plans.

All buildings are being listed as retail. `Restaurant" is mentioned in #12 of general
notes. Which building(s) are going to be, or allow, restaurants.
Restaurant users have not been precisely located within Lot 2. However, it is
anticipated that Buildings I and J will include "restaurant' uses since they are
intended to service the Poudre River Trail user.
2. The bike racks between Building C and D are pretty hidden. Would prefer to see
bike racks near building entrances. Same comment for Building I.
Bike racks have been moved closer to the building entries.
3. Cart corrals are shown on the legend but I don see any in the parking lot. Please
review.

More benches have been added to provide enhanced pedestrian Amenities.
Boxelder Sanitation District, March 23, 2000
The outfall for `B" line is shown tying into a collector manhole that does not exist.
This manhole is being installed as part of the Lot 1 public improvements.
2. If 6"pipe is used from manhole to manhole, the property owner will retain ownership
of the lines and be liable for their operation and maintenance. As called out in the
Standards and Specifications, the District will not accept lines smaller the 8" in
diameter.
Pipes have been changed to 8" in diameter.
3. Any lift station must first be approved and permitted by the Colorado Department
of Public Health and Environment (CDPHE). No details regarding the design of the
lift station or intended participation in the required review process were included in
this set of plans.
Details have been provided for the proposed lift station for the District to review.
Poudre Fire Authority, March 14, 2000
1. A fire lane is required, this fire lane shall be visible by painting and signage, and
maintained unobstructed. A fire lane plan shall be submitted for approval prior to
installation The fire lane shall be shown on the plat as "Emergency Access
Easement. " Turning radii shall be 25' inside, 50' outside.
The fire lane has been labeled as an "Emergency Access Easement" and the site
plan has been revised to include the turning radii.
2. Address numerals shall be visible from the street fronting the property, and posted
with a minimum of 6-inch numerals on a contrasting background.
The address numerals will meet this requirement.
3. The proposed building exceeds 5, 000 square feet for type V construction and must
be fire contained or fire sprinklered 97UBC Table 9-B. This applies to the following
buildings: C, F, J, 1.
The Building Permit Plans for Buildings C, F, J and I will address this comment.

The pond easement - Tract A on the Lot 1 Final Plat will be revised to reflect the
final pond dimensions. There is no affect to the pond's overall volume.
4. Attached are redline plans and comments from Jeff Hill, Water and Wastewater
Utility. Please note that there should be a ten -foot separation between the
proposed street lighting along Mulberry and the existing 42-inch sanitary sewer
trunk.
The ten foot separation is shown. I would recommend that Water and Wastewater
Utility work closely with Power and Light since they will be installing the poles.
5. Attached are comments from Ron Gonzales, Poudre Fire Authority. Please note
that internal parking lot drive aisles that act as fire lanes must feature minimum
turning radii of 25 feet inside and 50 feet outside.
The site plan has been altered to accommodate PFA's dimensional requirements.
6. Please add bike racks at the entrances of Buildings D, E, and J.
Bike racks have been added.
7. Is an additional trash enclosure needed for Retail C?
An additional trash enclosure has been added to service Retail C.
8. Please explore ways to mitigate the mass of the seven -foot high retaining wall.
The wall will be mitigated through landscape measures. In the foreground will be
the dense wetlands plantings being installed in conjunction with Lot 1. Across the
top of the wall will be a mix of deciduous shrubs and evergreen shrubs which will
cascade over the top of the wall. The wall system will feature a cap stone.
9. Please add the detail for the concrete -filled accent window that was used on Lot
One to one of the architectural sheets.
This detail has been added.
10. Staff is concerned about the west elevation of Retail C. The roof pitch over the
entrance should be enlarged or raised so that the pitch exceeds the height of the
flat parapet wall.
This has been incorporated.
11. On the architectural sheets, please indicate the locations of the benches and seat
walls.

In addition these revised plans we are offering written comments to the various reviewing
agencies:
Current Planning - April 7, 2000
For site planning purposes, please note that there is a concern with how the
necessary utility easements relate to the proposed building envelopes. Please be
aware that with the platbeing filed with Lot One, any changes to the dedicated utility
easements will require a replat or a separate easement vacation procedure.
The Final Plat for Mulberry and Lemay Crossings, Lot 1, Filing No. 1 has now been
recorded. Once all of the utility easements have been finalized on Lot 2, a re -plat
and/or a separate easement vacation procedure will occur.
2. Attached are redline plans and comments from Donald Dustin of the Stormwater
Utility. Please note the structural concern with a seven -foot high vertical retaining
wall.
The seven foot high vertical wall establishes an architectural base for Buildings I
and J. It will be constructed from a segmental concrete wall system similar to
others on -site. This is a system that has shown to work well in detention areas.
3. Also, please note that Buildings I and J may encroach into the detention pond
easement as shown on the plat that was reviewed for Lot One. This may require
either the building envelopes be moved or the pond easement modified.

Accompanying this cover letter are the fourteen (14) sets of the revised submittal plans of
the Mulberry and Lemay Crossings Lot 2 Final PUD, Three (3) sets of Architectural
Elevations, one (1) lighting plan, six (6) sets of the revised On -Site Utility Plans, and two (2)
Final Drainage Report and Drainage Plans all of them are dated March 10, 2000. These
revisions to the Final P.U.D. Submittal and Utility Plan are based on the written comments
and accompanying "red -lines" we received on the following dates:
