review process (project development plan and final compliance) by City staff and
affected outside reviewing agencies.
8. This development proposal is subject to the requirements as set forth in the City's
LUC, specifically Articles 2. Administration (Development Review Procedures),
Article 3. General Development 5tandards, and Division 4.17 - Commercial Zoning
District. Copies of Article 3 and Division 4.17 are available in the Current Planning
Department or on the City of Fort Collins website @ �%-wv.iceoi.corn. Go to
Departments, then the Current Planning Department.
9. The City's Current Planning Department will coordinate the development review
process. The required submittal package will be submitted to this department and
distributed accordingly to other City departments and outside reviewing agencies
involved in development review.

d. On -site detention is required for water quantity, with a 2-year historic
release rate. The outfall can be 121h Street. If the outfall is across private
property then easements will be needed to a public right-of-way, drainage
easement or natural drainageway.

e. Water quality extended detention is required to treat the runoff.
f. The site is in the FEMA floodplain. Please contact Marsha Hilmes-Robinson,
at (970) 224-6036, or Susan Hayes, at (970) 416-2233, for a floodplain use
permit. One of the requirements is that a commercial building needs to be
flood -proofed or elevated 18" above the 100-year water surface elevation.

5. Doug Martine of the Light & Power Department offered the following comments:
a. Most of the standard electric development charges for this site have been
paid. There are still some on -site charges that will apply to this
development request.
b. Light & Power will need to know the electric needs for this development, -
therefore, a C-1 Commercial Form should be filled out.

6. Tom Reiff of the Transportation Planning Department indicated that a
Transportation Impact Study (TIS), addressing all modes of transportation, will be
required with your Project Development Plan (PDP) submittal. Please contact Eric
Bracke of the Traffic Operations Department, at (970)224-6062 and Tom, at
(970)416-2040 to determine what information may be needed in the TI5
pertaining to Level of Service (LOS) for vehicle, pedestrian, bicycle, and transit
modes of transportation.

7. This development request will be subject to the Development Review Fee Schedule
that is available in the Current Planning Department office. The fees are due at
the time of submittal of the required documents for the appropriate development

e. All necessary easements must be dedicated with the subdivision plat for
this development.
f. This development may be responsible for a repay for the 121h Street
improvements. Please contact Matt Baker, at (970) 224-6108, for
information about a possible repay.
g. Any necessary street cuts for services to this site will be subject to the
street cut fees. The fees would be tripled for cutting a new street.
h. There may be a sight distance easement requirement on this property.
The new access for this development will be subject to the drive separation
requirements. Drives must intersect a street at a 90 degree angle.

3. Roger Buffington of the City's Water/Wastewater Department indicated that
sanitary sewer and water utilities will be served by the Boxelder Sanitation
District and the East Lorimer County (ELCO) Water District. Please contact
them directly for their requirements.
4. Glen Schlueter of the Stormwater Utility offered the following comments:
a. The site is located in the Poudre River Drainage Basin, where there
currently is no new development fee.
b. The site is on 5tormwater Inventory Map #101-1. A copy of the map can be
obtained from the Utility Service Center at 700 Wood Street.
C. The standard drainage and erosion control report and construction plans
are required and they must be prepared by a professional engineer
registered in the State of Colorado.

A restroom, either in this building or in a building close by, must be provided
for and available to employees of the business.
Building design includes ADA bathroom.
A bike rack must be provided on this site.

This development must comply with the street tree requirements set forth
in Section 3.2.1(D)(2) of the Land Use Code.

2. Sheri Wamhoff of the Engineering Department offered the following comments:
a. The standard utility plan submittal requirements will apply to this
development request.

b. Street oversizing fees will apply to this development request. The fees are
based on vehicle trip generation for the proposed land use in the
development plan. Please contact Matt Baker of Engineering (224-6108) for
detailed information on the fees. The fees will be collected at the time of
issuance of building permits.
C. The Lorimer County Road Impact Fees will apply to development on this
property.
d. A Transportation Impact Study (7I5), addressing all modes of

side of 12th Street, north of East Mulberry Street, and south of Magnolia Street.
The existing Supermarket Liquors Store is directly to the south. The property is
in the C - Commercial Zoning District.
• Lot 7, Country Club Corners Shopping Center ..... The property is on the east side
of North College Avenue, north of Bristlecone Drive, and south of East Willox
Lane. The pad site is between Albertson's Supermarket and Burger King
restaurant in the shopping center. The property is zoned CN - Commercial, North
College District.

a. The proposed drive-in restaurant is permitted in the C District, subject to
a Planning and Zoning Board (Type II) review and public hearing.
b. The proposed structure will be considered a building and will be subject to
the City's orientation and "build -to" line standards set forth in Section
3.5.3 of the Land Use Code.
