Contact: Wes Lamarque, 970-416-2418, wlamargue@fcqov.com Topic: General Comment Number: 2 Comment Originated: 01/18/2017 01/18/2017: New developments are required to meet the City's current storm water criteria. This includes providing a positive outfall for the site that allows drainage to flow off -site without ponding. Please revise the grading in order to provide a positive outfall. Comment Number: 3 Comment Originated: 01/18/2017 01/18/2017: The LID technique proposed may have future maintenance problems due to the inability to provide an underdrain system for the rain garden. A bio-swale may be more appropriate in this scenario. Comment Number: 4 Comment Originated: 01/18/2017 01/18/2017: Please add a note on the Grading and Site Plan that a detailed Grading Plan will be required for the single family lot at time of building permit. Please update landscape notes. Department: Planning Services Contact: Clay Frickey, 970-224-6045, cfrickey@fcgov.com Topic: General Comment Number: 1 Comment Originated: 01/17/2017 01/17/2017: Since the applicant is not proposing to expand the non -conforming use, the project will no longer go to the Planning & Zoning Board for review. This project will now go to a hearing officer for its public hearing. Comment Number: 3 Comment Originated: 01/17/2017 01/17/2017: Thank you for submitting variance requests to 4.7(E)(1) and 4.7(E) (2). The form you submitted, however, applies only for variances for the Zoning Board of Appeals. What you need to submit is a modification request that describes how the modifications sought meet the criteria outlined in Land Use Code section 2.8.2(H). I will send you an example of modification requests we have received in the past to help you with writing your narrative. Comment Number: 4 Comment Originated: 01/17/2017 01/17/2017: When designing the proposed single-family detached home, keep in mind attached garages must be setback at least 10 feet from the rest of the house per Land Use Code section 4.7(F)(1)(c). The home showed on the utility plan set would not meet this code requirement and would required a modification that staff would not support. Topic: Site Plan Comment Number: 2 Comment Originated: 01/17/2017 01/17/2017: The site plan set contains a confusing note that recurs that reads, "Plot plan to be submitted at time of development". Platting constitutes development, so we would technically see the plot plan with this submittal based on the way the note currently reads. Please change this to say, "...at time of building permit," since it sounds like you will be submitting a more detailed site plan of the residential lot when you build a home on that lot. Comment Number: 5 Comment Originated: 01/17/2017 01/17/2017: With the proposed new propertly lines, the parking area does not meet the 5' minimum setback from property lines along the eastside of the property per Land Use Code section 3.2.2(J). Please submit a modification request to this standard. Thank you. Forestry will provide further comments moving forward regarding tree planting plans. Topic: Landscape Plans Comment Number: 2 Comment Originated: 01/18/2017 01/18/2017: Suggest replacement of current shrubs or addition of native shrubs such as: Sand Cherry (Cerasus pumila besseyi) instead of Prunus cistena; Common Snowberry (Symphoricarpos albus) instead of S. oreophilus. Comment Number: 3 Comment Originated: 01/18/2017 01/18/2017: Add additional ornamental grasses perhaps: Switchgrass (Panicum virgatum) in addition to the Calamogrostis brachytricha. Department: Forestry Contact: Molly Roche, mroche@fcgov.com Topic: Landscape Plans Comment Number: 1 Comment Originated: 01/19/2017 01/19/2017: It appears that the addition of utilities may impact existing trees 1 and 2 in the NE corner of the site, and tree 13 along the west edge. Also, it appears that future grading for the rain garden may affect tree 13. Please contact the City Forester to evaluate the construction impact and options for protecting these trees. Comment Number: 2 Comment Originated: 01/19/2017 01/19/2017: The western -most Catalpa looks to be at the bottom of the rain garden, which could impact its survival. Please evaluate shifting the planting location of this tree.
