the grading plan. This plan should include the line showing the limits of the area removed
from the floodplain, the BFE lines, the spot elevations to show all ground is still above the
BFE, and the floor elevation. (refer to floodplain plan for the Home Depot as a reference)
5. A portion of the lot is still in the Poudre River floodplain and therefore is subject to the
floatable materials regulation. The trash enclosure is in the area still in the floodplain.
Therefore, the trash dumpster and recycle container must be anchored to the ground or wall
so as to not float. Please include a detail of this anchoring.. One alternative is to move the
trash enclosure to an area that was removed from the floodplain. Another alternative is to
request a variance from the Water Board, which may be justified in this cae due to the fill
placed at the Mulberry and Lemay Crossing project. The fill does not meet FEMA
requirements, but the flow is blocked in reality. Please see Human Bean PDP utility plans
for an anchoring detail example, if needed.
6. Please include a note on the grading plan that "no floatable materials may be stored in
the floodplain area (This includes vehicles left overnight).
7. The elevation listed on sheet 2 for benchmark 8-02 is incorrect. However, the
benchmark on sheet 3 is ok. Please review and revise as necessary.
8. A floodplain use permit and $25 permit fee will be required prior to the building permit
being issued. Please include this note on the floodplain plan. Contact Marsha Hilmes-
Robinson at 224-6036 if you have questions about the permit.
9. A FEMA Elevation Certificate completed by a licensed professional engineer or
surveyor must be completed and approved prior to issuance of the Certificate of Occupancy.
Please allow two weeks for review and changes. Please include this note on the plans.

Add another landscape island in the middle of the southernmost row of parking.

which provided visual context to the river by adding larger cobble mulch and some native
plant materials to their landscaped islands and along the eastern side of their building, Wal-
Mart provided some native planting throughout their landscape and the over all development
designed their detention pond with native wetland plantings.
Centennial Banks buildings in this region I my opinion would typically meet this standard
because of the sensitivity that their designs usually have due to the western character and
color schemes that they choose and should be able to easily fit this standard, please contact

Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway.

[6/14/051 1. Most of the site, including the
building, is within the area removed from the Poudre River floodplain by a LOMR-Fill dated
4/3/02.
2. One of the conditions of the LOMR-Fill is that all buildings and HVAC would be
elevated 18" above the flood level. The flood level at the northwest comer of the building is
4932.5 based on the plans for the Home Depot and therefore the regulatory flood protection
elevation is 4934. The proposed floor elevation of 4935.2 meets the elevation criteria.
However, this issue needs to be discussed in the drainage letter.
3. Please include a note on the plans that the HVAC must be elevated to 4934.

driveway. I know that the Home Depot had planed for a bunch of the curb line to be flusth
with the pavement, but_it is not clear if that is what is happening here. The utility plans have
a note around part of this curb that it is outfall curb and gutter.
