This is an east -west island that separates the Home Depot parking lot drive aisle from the parking lot for the multi -tenant building to the south. Previous applicants have claimed that this is not their responsibility. Now that the last pad is coming in, there needs to be an agreement among the parties and this remaining area needs to landscaped with shade trees, shrubs, mulch and irrigation. Add another landscape island in the middle of the southernmost row of parking. Please note the south lot is existing and will remain undisturbed. Comments from Current Planning: Please provide an attractive screen to buffer the plaza area just north of the drive -through. The plaza is intended to be a respite for employees taking breaks and other users of the shopping center. Without some treatment, the drive -through creates a negative impact on the plaza. Most of the site, including the building, is within the area removed from the Poudre River floodplain by a LOMR-Fill dated 413102. Acknowledged 2. One of the conditions of the LOMR-Fill is that all buildings and HVAC would be elevated 18" above the flood level. The flood level at the northwest corner of the building is 4932.5 based on the plans for the Home Depot and therefore the regulatory flood protection elevation is 4934. The proposed floor elevation of 4935.2 meets the elevation criteria. However, this issue needs to be discussed in the drainage letter. This is now addressed in the drainage letter. 3. Please include a note on the plans that the HVAC must be elevated to 4934. Corrected. 4. Please either include a separate drawing for the floodplain information or include it on the grading plan. This plan should include the line showing the limits of the area removed from the floodplain, the BFE lines, the spot elevations to show all ground is still above the BFE, and the floor elevation. (refer to floodplain plan for the Home Depot as a reference) BFE lines do not directly cross this site; an elevation has been obtained by interpolating between adjacent BFE lines. A note regarding this has been added to the drainage plan. 5. A portion of the lot is still in the Poudre River floodplain and therefore is subject to the floatable materials regulation. The trash enclosure is in the area still in the floodplain. Therefore, the trash dumpster and recycle container must be anchored to the ground or wall so as to not float. Please include a detail of this anchoring. One alternative is to move the trash enclosure to an area that was removed from the floodplain. Another alternative is to request a variance from the Water Board, which may be justified in this case due to the fill placed at the Mulberry and Lemay Crossing project. The fill does not meet FEMA to their landscaped islands and along the eastern side of their building, Wal-Mart provided some native planting throughout their landscape and the over all development designed their detention pond with native wetland plantings. Centennial Banks buildings in this region I my opinion would typically meet this standard because of the sensitivity that their designs usually have due to the western character and color schemes that they choose and should be able to easily fit this standard, please contact Doug Moore at (970) 224- 6143 to further discuss this issue. The Landscape Plan has been has been adjusted to provide the same native species used at Home Depot such as: Blue Mist Spirea, Black Chokeberry and Russian Sage. Gravel and cobble mulch will match the existing planting beds. I know that the Home Depot had planed for a bunch of the curb line to be flush with the pavement, but it is not clear if that is what is happening here. The utility plans have a note around part of this curb that it is outfall curb and gutter. The Home Depot curb line is flush. The plans have been revised to reflect this and show the transition from flush edge to curb and gutter.
