III. PROPOSED DEVELOPMENT
Harvest Park and Sage Creek is a proposed residential development
with a day care center. It is located in the northwest quadrant of the
CR9/CR36 intersection in Fort Collins. Figure 3 shows the site plan. This
site is assumed to be developed over a 8-10 year period. For analysis
purposes, it was assumed to be fully built and occupied by the year 2010.
Figure 3 shows eight access points to the existing public street system,
four accesses to CR9 and four accesses to CR36. Figure 3 shows that the
site access intersections are lettered for easy reference later in this
report. The interior streets were not named when this report was prepared.
These developments will connect to Corbett Drive, Timber Creek Drive, and
Stetson Creek Drive internal to this square mile.
Trip Generation
Trip generation is important in considering the impact of a
development such as this upon the existing and proposed street system. A
compilation of trip generation information, prepared by the Institute of
Transportation Engineers (Trip Generation. 6th Edition), was used to
project trips that would be generated by the proposed uses at this site.
Table 2 shows the trip generation at full development of Harvest Park and
Sage Creek. Land use code 210 (Single Family Detached) was used for the
residential lot area of the site. Land use code 230 (Residential
Condominium/Townhouse) was used for the townhouse portion of the site. Day
care (code 565) was used for the non-residential uses.
Trip Distribution
The directional distribution of the generated trips was determined
for Harvest Park and Sage Creek. The distribution was determined based
upon engineering judgment knowing where present and future residential trip
attractions will be. The trip distribution is shown in Figure 4.
Background Traffic
Background traffic is defined as the traffic that is and/or will be
on the area streets that is not related to the proposed development. Short
range background traffic was developed by adding traffic generated from
known, approved developments in the area to the existing peak hour traffic.
This is shown in Figure 5. Long range background traffic was developed
using cited traffic studies and forecasts reflected in the "North Front
Range Regional Transportation Plan." Long range background traffic is
shown in Figure 6.
Trip Assignment
Trip assignment is how the generated and distributed trips are
expected to be loaded on the street system. The assigned trips are the
resultant of the trip distribution process. Figure 7 shows the peak hour
site generated traffic at each access, as shown on the proposed site plan

future Poudre Valley Hospital South Campus. Pedestrian activity at the key
intersections was observed and found to be minimal. The pedestrians
observed were judged to be exercising rather than walking to a destination.
Sidewalks are/will be incorporated in developments that are within the city
limits of Fort Collins.
Bicycle Facilities
Bicycle facilities along many of the streets are not well defined.
As with pedestrians, most bicycle activity was judged to be recreational
(exercising) rather than commuter trips.
Transit Facilities
Transfort currently does not serve this area of Fort Collins.

II. EXISTING CONDITIONS
The location of Harvest Park and Sage Creek is shown in Figure 1.
It is important that a thorough understanding of the existing conditions
be presented.
I1 Land Use
Land uses in the area are primarily vacant (agricultural) or
residential. Residential uses exist or are planned to the west, north, and
south of Harvest Park and Sage Creek. Some vacant land is east and south.
Land to the south and east will likely develop as residential. Land is
essentially flat from a traffic operations perspective. The center of Fort
Collins lies to the north of Harvest Park and Sage Creek.
Roads
The primary streets near Harvest Park and Sage Creek are Timberline
Road (CR11), CR36, and CR9. Timberline Road is west of the site. It is
an north/south street designated as an arterial street on the Fort Collins
Master Street Plan. Within the study area, it currently has a paved two
lane cross section. Timberline Road intersects with CR36 at a stop sign
controlled intersection.
CR36 is designated as an minor arterial street. Adjacent to the
site, it has a chip seal two lane cross section. West of Timberline Road,
CR36 enters the Willow Springs residential development. CR36 intersects
CR9 at a stop sign controlled intersection.
CR9 is designated as a minor arterial street, located east of the
site. It currently has a gravel surface. It will be paved adjacent to the
site.
Existing Motor Vehicle Traffic
Peak hour traffic flow at the key intersections is shown in Figure
2. These counts were obtained in 1997. Raw traffic count data is provided
in Appendix A.
1 Existing Motor Vehicle Operation
Table 1 shows the operation at the key intersections during the peak
hours. Calculation forms are provided in Appendix B. Overall, the key
intersections operate acceptably.
Pedestrian Facilities
There are no pedestrian facilities along either CR36 or CR9 adjacent
to this site. This site is within 1320 feet of existing and future
residential areas, a future church, Preston Junior High School, and the

1 I. INTRODUCTION
This transportation impact study addresses the capacity, geometric,
and control requirements at and near the proposed Harvest Park and Sage
Creek, located near the CR9/CR36 intersection in Fort Collins, Colorado.
This transportation study addresses the overall development plan (ODP)
issues at full development of the site in the short range analysis
depicting a year 2010 and the long range future (year 2020) condition. The
short range analysis may meet the Transportation Impact Analysis for the
project development plan (PDP) submittal requirements, depending upon the
specific PDP proposal.
During the course of the analysis, numerous contacts were made with
the project planning consultants and the project engineering consultant.
This study generally conforms to the format set forth in the Fort Collins
Transportation Impact Study Guidelines. The study involved the following
steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
Determine peak hour traffic volumes and daily traffic volumes;
Conduct capacity and operational level of service analyses for all
pertinent modes of transportation;
Analyze signal warrants;
Analyze signal progression.
This report is prepared for the following purposes:
- Evaluate the existing conditions;
Estimate the trip generation by the proposed/assumed developments;
- Determine the trip distribution of site generated traffic;
Evaluate level of service for all transportation modes;
Determine the geometrics at key intersections;
Determine the impacts of site generated traffic at key intersections.
Information used in this report was obtained from the City of Fort
Collins, the planning and engineering consultants, the developers, research
sources (ITE, TRB, etc.), and field reconnaissance. The following traffic
studies were reviewed and considered in preparing this study:
- "Willow Springs North TIS," January 1997;
_"Harmony Technology Park TIS," May 1997;
"Celestica Colorado TIS," August 1997;
"Fossil Lakes Villages TIS," October 1997;
- "Poudre Valley Hospital South Campus TIS," July 1998;
- "Barrington PUD TIS," September 1998
The key intersections included in this traffic study are
Timberline/CR36, CR9/CR36, and site access intersections. Since the above
cited transportation impact studies included development on this subject
parcel as well as others, further analysis of the Harmony/CR9 and
Harmony/Timberline intersections was deemed to be redundant.
