I believe we need to stick to our original position on this and the developer needs to design their site in order to provide it. Neighborhood parks have never had to complete a traffic study because we are not great traffic generators at peak or off-peak times. The parks major traffic patterns are generated at off-peak times, including weekends. The nature of soccer and baseball is to locate them closest to the nearest parking which in this case will be at the north and east side of the park. Both schools have large parking areas in these locations. The reason we want a secondary access, along Harvest Park Lane, is to sever the Harvest Park neighborhood. I am sure that some families will park along the street but the majority of the parking, access and traffic to the park will be on the north and east side of the park. We will be installing an 8' wide sidewalk that will meander along the south boundary of the park and will connect to the off street sidewalk that the Harvest Park developers will be developing. Based on the use and traffic generated on Harvest Park Lane, I think a local residential street standard would meet the needs of the park and the neighborhood. The off-street sidewalk system proposed will provide a great connection between the two neighborhoods around the park. I'm sorry that we could not meet to discuss this item but these are my thoughts on how to approach and resolve the design issues with this project.
