E. There are no communities with this building design in the Front Range area. The
existing building is an evolution of prior designs the developer has utilized
elsewhere so I am hesitant to provide photographs. I will provide three-dimensional
renderings of the design prior to the submission date for the hearing.

date for the hearing.

A. The revised site plan will increase the space in front of the buildings allowing us to
accommodate this request.
B. The revised site plan should accommodate this request.
7. 1 have not yet spoken to the Poudre Fire Authority, but am confident we can find a mutually
agreeable location for this fire alarm panel. Please note, the revised plan includes an
additional exclusive emergency access onto East Lincoln Avenue adjacent to the
clubhouse.
8. The revised site plan will have two and three story buildings intermixed along the Lincoln
Avenue frontage. This should eliminate the appearance of a row of similar buildings in that
area.
9. All pedestrian connections requested are accommodated in the revised plan with the
exception of the sidewalk along the interior access road. As discussed at our meeting on
May 9, the interior access road if constructed as presently conceived will be at an
elevation 4 to 5 feet above the base elevation of the subject property. Accordingly, any
sidewalk on the northern boundary of the street would be elevated and would require a rail
fence with retaining walls to accommodate the grade changes. We do not believe this
structure is necessitated by the projected use on this sidewalk. DHM, Inc. will be providing
an elevation sketch of this area as proposed and with the sidewalk early next week.
10. The revised site plan eliminates this parking area.

12. Bike parking will be added to the site plan as will the general note.
13. It is our intention to have three dumpster locations on this site. The locations will be located
centrally so as to minimize residents walking distance to at least one of the dumpsters
which is efficiently accommodated due to the rectangular layout of the site.
14. The active area will be recalculated and with the revised site plan, this area has increased
in size. It is the developer's intention to utilize the green space within the retention pond as
recreation area. The engineer has indicated this area will be graded so as minimize slope
within the interior of the area so as make it usable as a recreation space.
15. The following recreation space will be accommodated in the plan: a pool area, sport court
and Bar-B-Q area located adjacent to the clubhouse; and a tot -lot and Bar-B-Q area within
the retention basin. (The tot -lot will not be fenced but has been located within the site to
minimize risk of children tenants interaction with traffic.) A Frisbee golf course is probably
not feasible for this size site. However, we are willing to participate in a course over
adjacent properties.
16. It has not been determined if the decking material for the building's porches will be wood
or lightweight concrete. If it is wood, grills will not be allowed on the porches.
17. Agreed.
18. A shared parking agreement will be discussed with the tenant or owner of the adjacent
commercial property.
19. Agreed.
20. All ground floor units including both 2 and 3 bedroom units will be accessible/adaptable to
City of Fort Collins codes.
21. Agreed.
22. All comments to the landscape plan will be accommodated.

This letter and enclosures are in response to the comments made by the City of Fort Collins
staff on the Buffalo Run Apartments Preliminary P.U.D. as expressed in your letter of April 30'n
We are able to respond to the majority of the comments and the enclosed site plan and
revised engineering plans will indicate the progress made to date. In order to accommodate
the majority of the. planning and design comments, the site plan has been slightly modified. We
are confident this revision provides a great improvement to the project.
I believe there remains some question as to how this project will interact with the commercial
site to the south. With this revised plan, we have attempted to better define how the multifamily
site will be developed as a stand alone project with the ability to interact with the commercial
site when it is developed. However, I believe there are still questions from our consultants as
well as from the city staff as to how this will achieved from an access and engineering point of
view. I propose that to resolve these questions, we meet with all parties as soon as possible in
order to keep this project moving forward.
The following is cross referenced to your letter.
1. A,B,C, D and E are covered in the enclosed memorandum from Perry Cabot. In summary,
all comments are achievable.

5. 1 have retained Rick Ensdorf to assist in better documenting this site's traffic generation
and how it will interact with the commercial parcel to the south. Rick and Eric have spoken
and we now understand what information is required from the engineer to satisfy Eric's
questions on this development. In any case, I think it would be very beneficial if you and
meet with Eric to provide him a better explanation of how.this site is planned to interact with
the commercial parcel and how our engineering design relates to his comments.
