Mr. Schlueter felt that the city was protected well by the condition. Public Input None. Member Weitkunat recommended approval of the Buffalo Run Apartments Final P.U.D. with the condition as placed on it by Storm water. Member Chapman seconded the motion. The motion was approved 6-0. The meeting was adjourned at 7:25 p.m. Planning and Zoning Board Minutes October 2, 1997 Page 3 Mr. Hume went on to report that option was perceived as the most positive for the reason that the water is getting more directly and quickly to the Poudre River and it is eliminating existing drainage running through properties to the east. The reason for any delays associated with the drainage design are that existing stormwater modeling for this area indicates all water historically heads to Link Lane. No existing storm water is modeled to use the existing 24" culverts, so they have sought the input of the Colorado Department of Transportation as to when, why and for what reason those culverts were put in place, hoping to determine what their existing capacity is in relation to what water was proposed to go there. The information has been hard to come by since the pipes have been in place since the mid 60's. They have been unable to this point to ascertain exactly what their purpose, flow rate and capacity is. Mr. Hume reviewed the other three outfall alternatives that were identified in the preliminary: Discharge to the east through the existing properties. Discharge to the north drainage ditch of Lincoln Avenue. Discharge to the south drainage ditch of Lincoln Avenue. Member Davidson asked if their site took into consideration that the property to the south will still be farmed until it is developed and the amount of water that would be on that site, due to the fact that this property has a substantial amount of water on it during periods of irrigation. Mr. Hume replied that if the field was under water due to irrigation waters, and the rain fall event occurred, the historical situation that controls would dictate that the water would continue to flow eastward over the ditch. The existing models have been developed with the assumption that the current ditch is not intended to redirect all historical drainage, it is intended to receive the irrigation water that is applied to the field and runs off in excess. Member Davidson asked if the problem would be exasperated with the development of Buffalo Run. Mr. Hume stated that the storm water design that they have conducted does not incorporate any irrigation water. They have not taken into consideration the state of the ditch in relation to irrigation. That was not the typical practice. Glen Schlueter, Storm water Department thought that the Board was confused in that there is on site detention, but it is unknown what the culverts were meant to do. Mr. Schlueter felt the additional culverts were installed for the irrigation return flows and should be able to handle the additional release from this site. Planning and Zoning Board Minutes October 2, 1997 Page 2 The request includes a clubhouse, pool, and recreational facilities. The parcel is zoned C, Commercial. The request is a P.U.D. reviewed by the LDGS. Hearing Testimony, Written Comments and Other Evidence: Member Gavaldon stated he would like to focus the discussion to the storm water drainage plan. Ted Shepard, Chief Planner gave the staff presentation recommending approval with the following condition: 1. Due to the potential or actual limitations on downstream stormwater runoff capacity in existing County development, and the potential impact that such limitations create for the on -site detention pond for this development, and because verification of the actual run off capacity of the downstream outfall system is pending, the Utility Plans for this development have not been completed. Therefore, this Final P.U.D. approval is conditioned upon the requirement that Final Utility Plans must be prepared by the developer and approved in writing by the Stormwater Utility and the Final Plat and P.U.D. must be properly recorded in accordance with City requirements before layout and density are vested for this development and/or construction site work can commence. Lucia Liley, attorney for the developer gave some brief comments regarding storm drainage. She stated that the reason they agreed to the condition was that they do not at this time have all the final storm water information. Member Gavaldon asked about the storm drainage modeling, the status, the options, and was November 1 realistic to meet the modeling approach. Rob Hume, Project Manager for The Sear Brown Group replied that the Buffalo Run project drainage was not unconventional in the sense that they have followed the same procedures that are mandated by the City of Fort Collins for all stormwater management systems. The difference with this project is that the historic drainage path is to the east which is developed property. The historic flow has been off an agricultural property in a sheet flow type fashion. It would be very difficult to send the water in that direction because to the east there is no directly receivable flow course. In meeting with the City and County, a fourth option has been identified which is to send the detained runoff from the site southward to State Highway 14 and utilize two existing 24" parallel, corrugated metal culverts to convey the drainage to the Poudre River. Buffalo Run Apartments - Final. Member Weitkunat moved for approval of Consent Items 3, 4, and 5. Member Gavaldon seconded the motion. The motion was approved 6-0. The units are divided among eight buildings.
