5. The site will be served by the Poudre Fire Authority. A fire lane must be
available to serve two sides of the building. A hydrant must be within 300 feet
and capable of delivering at least 1,500 gallons per minute at 20 p.s.i. residual
pressure. An automatic fire sprinkler system will be required. For further

6. The new building will be served by the City of Fort Collins Water and Wastewater
Department. There is an existing eight inch diameter water main in Lancer Drive
that ties into a 16 inch main. There is an eight inch diameter sanitary sewer in
the east leg of Lancer Drive. This sewer line may have to be extended to the
proposed building. Plant Investment Fees and Raw Water Charges are due prior

7. A Utility Plan will be required as part of the submittal for Site Plan Advisory
Review. Please be aware that any work done in the public right-of-way will
require patching or an overlay of the asphalt. As per the agreement with the City
Engineering Department, there is no Street Oversizing Fee associated with the
request.
8. A letter describing the programming of the facility, including the number of new
staff brought to the campus, should be submitted to the Transportation
Department.
9. The Utility Plan should describe the construction of the water line, sewer line,
hydrant location and the drainage outfall system. A Development Construction
Permit or Right -of -Way Permit will be the document that, upon completion, will
allow work to begin on the project. For further information regarding civil

10. Please consider adding a sufficient amount of bicycle parking, with adequate
safety lighting near the primary entrance. Be sure that the layout of the new
parking does not cause problems for pedestrian crossing Lancer Drive and the
parking lot between the existing and proposed buildings. For further information

11. It is recommended that a pre -submittal 6e held with the consulting team to
determine the exact extent of the submittal documents.
12. Please provide a mailing list of property owners within the area specified on the
attached map. This will be the mailing list for the Planning and Zoning Board
public hearing.
ITEM: Classroom/Facility Addition, Lincoln Junior High School
MEETING DATE: August 7, 2000
APPLICANT: Poudre School District c/o Mr. Ron Daggett and Boys and Girls
Clubs of Larimer County c/o Ms. Kathi Wright, and Mr. Bud Frick,
W.J. Frick Design, 526 South College Ave. Fort Collins, CO. 80524,
and Mr. Joe Frye, V-F Ripley Associates, 401 West Mountain
Avenue, Fort Collins, CO. 80521.
LAND USE DATA: Request to construct a 20,000 square foot detached building
containing classrooms, gymnasium, computer lab, art studio, and some additional
parking. The building would be located south of the existing gym on the west side of the
existing parking lot. The campus is served by Lancer Drive, a dedicated public street.
The facility is planned to open in the Fall of 2001.
COMMENTS:
The request will be processed as a Site Plan Advisory Review similar to other
school construction projects. This requires a public hearing with the Planning
and Zoning Board.
2. The building will be served by the City of Fort Collins Light and Power
Department. A Commercial One ("C-1 ") Form will need to be completed by an
electrical contractor to determine entrance capacity. The site can be served by
either an enlarged electrical transformer that serves the campus or by a separate
transformer. Any changes to the existing system is subject to a system
modification charge. All new development fees will apply. For further

3. The site is located in the West Vine Drainage Basin. The development fee in this
basin is $7,004 per acre, subject to the amount of new impervious surface being
created. A portion of the Lincoln Junior High campus is located in the Poudre
River Basin where there are no development fees but the proposed building
appears to be in the West Vine Basin.
4. At the time of submittal, we must have a Drainage Report, Grading and Drainage
Plan and Erosion Control Plan. Anderson Consulting has been doing most of the
