Please find attached the various codes that the Fort Collins
Building Department will enforce. From the brief information provided
I notice that EIFS is proposed for the exterior wall finish and an often -
missed element to this is the weather resistive barrier requirements
of 1402.1. Fully adhered rigid insulation does not satisfy this section.
Also please verify the occupancy separation between B & E
occupancies which your description suggest.

Water and Wastewater, Public Service, Light and Power and Poudre Fire
Authority.
This concludes Staff comments at this time. As always, please call if you have any
questions or concerns about these comments. It is our intention to schedule a public
hearing at the time that comments are reasonably addressed.

promote the campus concept by adding an east -west sidewalk, framed by shade
trees and connecting to cross -walks that allow pedestrian access over to the
school.
4. At the recommendation of the Parks and Recreation Department, a sidewalk
should be added to the north side of the site between the gym and the private
drive. This would then allow future users of Huidekoper Park to park in the
parking lot and gain access to the neighborhood park.
5. It would be helpful to show the location of the existing Transfort bus stop on the
plans. Be sure there is a continuous sidewalk connecting this stop to the building
entrance.
6. Staff is not clear on the function of the west building entrance. It appears that the
sidewalk, connection ties into the travel lane of the private access drive for the
school. Is it the desire to connect over to Huidekoper neighborhood park? If so, a
crosswalk should be added. Have you considered adding a north -south sidewalk
on the west edge of the site so this west building entrance connects to the
sidewalk network? It appears that the pedestrian system is incomplete.
7. Staff recommends creating a stronger connection between the existing parking lot
and the building entrance. Perhaps an existing parking space could be removed in
favor of a sidewalk. This would visually tie the parking lot to the entrance.
8. Be sure to indicate handicap ramps for all sidewalks.
9. Please indicate a bike rack near the entrance.
10. Regarding the architectural elevations, Staff has the following comments:
A. The north elevation looks a little bleak. Would it be possible to add some
horizontal reveals to match the one EIFS band?
B. Would it not be a good idea to improve day -lighting in the gym by adding
a row of windows similar to east and west elevations?
C. Could horizontal reveals be added to the west elevation of the gym as
well?
D. Could the top of the flat roofs feature a top or cap element? This would
help add some relief and may be more effective than simply a metal
flashing.
11. Staff recommends that foundation shrubs be lengthened to cover the three sides of
the gym to help mitigate the mass of the structure.

Dear Joe:
Staff has reviewed the request for the Lincoln Junior High School, Classroom/Facility
Addition, Site Plan Advisory Review, and offers the following comments:
There appears to be an opportunity to strengthen the connections between the
proposed building and the existing school to create a more cohesive campus
setting. For example, Staff recommends that the 24-foot wide north -south drive
aisle on the east side of the building be converted to a bike and pedestrian
walkway only. This would create a safer pedestrian environment. Such a
walkway could be 10 feet wide and thus be able to act as a vehicle access for
limited purposes. Such a walkway could be framed by shade trees to help
establish the connection to the school.
There are two private drives and one public drive on three sides of the site. There
is a parking lot on the east side. It is difficult to imagine more than just an
occasional need for an additional drive aisle on the east side that features two-
way traffic. If there is an operational aspect of the Facility/Classroom Addition
that we are not aware of that necessitates this drive, then all we ask is that its
width be reduced, and that the sidewalk be detached with shade trees in the
parkway strip.
2. Perhaps the five parking spaces directly in front of the building could be reduced
to just two handicap spaces with a small area for backing out. It appears that
there is ample parking in the parking lot for Facility/Classroom Addition and the
three regular spaces could be eliminated. Lancer Drive is a very wide street
which can easily accommodate parallel parking should there be a need for
overflow parking.
3. There appears to be an unfinished landscape island on the north side of the
existing parking lot. Staff recommends that this area could be improved to
