1. Students at Lincoln J.H. have expressed safety concems regarding bike and pedestrian
access to their school. The city and county are working on improvements to Vine Drive.
However, the proposed addition adds after school (after dark) safety issues for children
attempting to cross Vine Drive, where there are no streetlights. To improve safety
conditions and visibility the City is seeking a pedestrian activated solar light at the Ped.
signal along Vine Drive.
2. Continue the existing sidewalks along Lancer Drive and in front of the school to show
how pedestrian circulation flows with proposed sidewalks. Also identify existing Transfort
stop on site plan.
3. Construct a 5-foot walk along the western edge of the proposed addition to improve ped.
circulation to and from the school and Lancer Drive.
4. Create a ped. access point from the main parking lot to the proposed addition's main

7. OK. Parking space has been eliminated and crosswalk stripping added opposite
main entry.

A. Horizontal bands have been eliminated on the gym and the other full -
height masonry walls on the building. The large masses of full -height
cmu are intended to interrupt the horizontal bands below the EIFS. Note
that the large south wall of the existing school's gym to the north of our
gym wall is also a plain masonry wall.
B. We consider the windows in the east and west walls of the gym sufficient
for day lighting purposes. These windows are 4' x 4', and there are 5 in
each wall. We have not added any in the north wall. Note that there are
no windows in the existing gym wall to the north.
C. Bands have not been added. See A above.
D. The top of the walls will have prefinished metal cap flashing in an accent
color. We do not feel that additional ornamentation is appropriate.
11. We have eliminated all planting beds at the perimeter of the building and added a
12" wide conc. mow strip all around. This is at the School District's request.
They do not have the budget or staff to maintain landscaping beds.
12. Overall dimensions of the building have been added to the drawing.
13. Engineering, Storrnwater, & Wastewater comments have been addressed by Civil.
-Public Service: No relocation of gas lines is anticipated, but will be paid by the
School District, if necessary.
-Building Inspection: The Fort Collins Building Department will not have
jurisdiction over this project. Since this is a School District project, the State
Division of Labor Public Safety Section has jurisdiction. We will submit to them
for a building permit. However, we should note that we have changed the exterior
wall material from E.I.F.S. to a conventional 3 -coat stucco system, so the
concerns regarding moisture barriers in E.I.F.S. systems are a mute point.
-Light & Power. C-1 form has been submitted to L& P Engineering.
-Poudre Fire Authority: Building will be fully sprinklered with a fire alarm
system. A knox box will be provided near the main entrance.

Re: Lincoln Jr. High School Classroom/Facility Addition

Dear Ted:
This is to respond to your comments and comments from Public Service, Building
Inspection, Light & Power and PFA. (copies attached). Also please find attached revised
Architectural and Civil drawings and a Drainage Report.
Planning Comments (please refer to your letter dated Jan. 10):
1. The 24 ft. wide drive aisle on the east side of the building has been retained as a
drive aisle rather than changing to a bike/pedestrian walkway as suggested by
Staff. This drive is needed for drop-off/pickup at the main entrance of the new
building. This would be a one-way drive with traffic moving north to south.
The 24' width is oversized, as are the existing one-way drives on the site, to
accommodate school buses. Additional shade trees have not been added, since
the School district desires to minimize additional irrigation loads and landscaping
maintenance. See item 11 below.
2. OK. 3 regular spaces are removed. 2 H.C. spaces remain.
3. East -west sidewalk w/ crosswalks north of parking lot has been added as
suggested. Shade trees have not been added, since the School district desires to
minimize their landscaping maintenance and irrigation.
4. OK. Walk & crosswalk added.
5. OK. Exist. bus stop is shown east of parking lot.
6. Sidewalk from west doors is secondary in nature. It is only needed because the
west doors leading onto the patio are a required means of egress and UBC says a
paved route be provided from required means of egress to a public way. The
width of 7' is oversized at request of School District to accommodate their snow
removal equipment, as are all other new walks on the site. Connection to the park
is not the intention. Since this is not a primary entrance, we do not consider a
north -south walkway along the west side of the site to be necessary.
