6. Similarly, on the north side of the site, at the northeast corner of the building, the
east -west sidewalk should also include a ramp that directs pedestrians north to the
existing school.
7. Is there any possible way the north -south sidewalk could be detached from the
drive aisle? By reducing the width of the access drive, additional area is gained
that could become a parkway strip. A detached walk is simply safer and more
attractive than an attached walk in all respects.
8. Staff appreciates the District's reluctance to plant shrub beds to help mitigate the
mass of the building. Staff, however, remains concerned about lack of trees. Our
initial comment regarding trees and sidewalks was that these two elements would
act in concert to help link the facility to the existing school to create a pedestrian -
friendly campus environment. This is best accomplished by separating
pedestrians from cars and busses. To this end, Staff again asks that trees be
planted to help create a more pleasing environment for students, youth groups and
staff and to help mitigate the mass of the gymnasium. Otherwise, the facility
remains surrounded on four sides by streets and private drives. Tree locations are
suggested on the attached site plan.
Staff is acutely aware of the District's concerns regarding long term maintenance.
We are also aware that Grounds staff has not been increased over the years and
yet new facilities have been constructed. This stretches available resources and is
an unfortunate result of the District's internal budgeting priorities.
The fact remains, however, that this budget shortfall is a current condition that .
could be expected to be addressed in the near future. With the November 2000
bond issue, and the five new schools scheduled to be built, we cannot expect the
Grounds budget to remain stagnant. Landscaping and its maintenance should not
be sacrificed due to the District's current resource allocation . The six trees that
we are suggesting could be hand -watered by the students and club members as a
volunteer activity. An underground automatic sprinkler system would not be
necessary. After a few growing seasons and a period of establishment, the trees
will survive on their own. A hardy species, like Summit Ash, may be appropriate
for this location.
This concludes Staff comments at this time. We have scheduled the Site Plan Advisory
Review for the March 15, 2001 Planning and Zoning Board hearing. In order to meet the
deadlines for this hearing, we will need the following:
- 1. Drainage issues must be resolved.
2. A revised site and landscape plan must be received by Monday, March 5, 2001.
3. P.M.T.'s of the site/landscape plan and the two architectural sheets are needed by
Monday, February 26, 2001.

Dear Gary:
.Staff has reviewed the revised plans for Lincoln Junior High School, Facility Expansion,
and offers the following comments:
There is an excessive amount of stormwater.that will flow over the existing
sidewalk on Lancer Drive at the new driveway curb cut. This amount of water
exceeds the maximum allowed by our Code. Please explore options, such as a
sidewalk chase, that will reduce this amount of water impacting a public sidewalk.
2. The Drainage Report still does not adequately address the original comments
regarding stormwater detention, water quality and erosion control. The civil
engineer should make an appointment with Basil Harridan, 221-6681, to address
these comments.
3. Please address whether or not there will be a dumpster provided to serve this
facility. If yes, then it needs to be shown on the site plan and placed within an
enclosure with adequate space for recycle containers. If not, then please provide
documentation that trash and recyclable materials will be hauled to the existing
trash facilities that presently serve the Junior High.
4. The proposed north -south drive aisle does not need to be 24 feet wide, especially
if it is one-way only. This could easily be reduced to 20 feet and still
accommodate full size school buses. Please keep in mind that 20 feet can
accommodate the Poudre Fire Authority's largest equipment.
5. On the north side of the site, where the east -west sidewalk terminates on the west,
the handicap ramp and crosswalk should be modified so that pedestrians are
directed to the gate that serves the park. It would also be helpful to identify the
location of the park gates on the site plan.
