Seeking the added protection of
the city police, Poudre School Dis-
trict plans to have four of its
schools annexed into Fort Collins
city limits.
The four — Mountain View,
Irish Elementary-, Tavelli El-
ementary and Lincoln Junior
High — all are located on the
north side of the city.
"We feel we can probably have
better police protection, because
they have more bodies to call on,
if we were in the city,' said Ron
Daggett, the school district's prop
erty manager.
(The would-be school an-
nexations, which amount to 57
acres, are new proposals and are
not reflected on the accompanying
city development map.)
Daggett said the idea for the
annexations hatched out of a reg-
ular information -sharing session
conducted by school district, city
and Larimer County officials.
"Phis (annexation effort) is not
to say we're unhappy with the
sheriffs department; that's not
the case at all," Daggett said -
Both the city police and county
sheriff agencies have endorsed the
district's effort, he said.
The annexations provide an ad-
ditional value of less -expensive
utilities for the schools, he said.
For instance, Lincoln, located on
Vine Drive, currently receives
electric service from Public Ser-
vice Co. of Colorado.
Upon coming into city limits.
the school can utilize the city's
municipal power.
With its request for annexation,
the school district joins a ripple of
annexations expected in 1998.
Not counting the school sites, the
city is processing six annexations
totaling 231.9 acres. The six an-

nexations range in size from half -
an -acre (Fort Collins Business
Center, No. 9 on map. located at
E8) to 179 acres (Pine Ridge,
No.34, I3). Unlike past years,
pressure for development isn't the
major reason for the annexations.
In the case of the school district,
its security. Also, the city has ag-
gressively sought to bring en-
claves, including the 179-acre
Pine Ridge site, into city limits.
Enclaves are pieces of land that
have been mostly surrounded by
city limits but remain in the county.
If the addition of 231.9 acres
sounds like the city is bloating,

WHEREAS, a written petition, together with four (4) prints of an annexation map, was
heretofore filed with the City Clerk requesting the annexation of certain property to be known as the
Lincoln Junior High 2nd Annexation; and
WHEREAS, the Council of the City of Fort Collins desires to initiate annexation proceedings
in accordance with law.

the purpose of finding and determining whether the property proposed to be annexed meets the
applicable requirements of Colorado law and is considered eligible for annexation. At such hearing,
any persons may appear and present such evidence as they may desire.

programs and activities and will make special communication arrangements for persons with

3ACKGROUND:
The Lincoln Junior High Ist Annexation is approximately 1.89 acres in size and is located on West
Vine Drive, between North Shields Street and North Taft Hills Road. The proposed zoning for this
annexation is UE-Urban Estate zone district.
The Lincoln Junior High 2nd Annexation is approximately 49 acres in size and is located on West
Vine Drive, between North Shields Street and North Taft Hill Road. The existing use of the property
is an elementary school. The proposed zoning for the annexation is UE-Urban Estate zone district.
These are voluntary annexations, located within the Urban Gro«-th Area of the City of Fort Collins.
The City may annex property located within the Urban Grovv-th Area Boundary, provided that the
property has 1 /6th contiguity with the existing City boundary. The proposed annexations known as
the Lincoln Junior High I st Annexation and Lincoln Junior High School 2nd Annexation comply
with this requirement.
The proposed zoning for these annexations is the UE-Urban Estate zone district. The purpose of the
UE zone is described in the Land Use Code as being:
"intended to be a setting for a predominance of low -density and large -lot housing. The main
purposes of this district are to acknowledge the presence of the many existing subdivisions
which have developed in these uses that function as parts of the community and to provide
additional locations for similar development, typically in transitional locations beNeen
more intense urban development and rural or open lands. "
Public and private schools for elementary. intermediate and high school education are permitted uses
in the UE zone district. The proposed zoning is consistent with City Plan and the designations on
the City Structure Plan.
Planning and Zoninc Board Hearing
The Planning and Zoning Board will conduct a public hearing on the annexation and zoning requests
at its meeting on April 2, 1998.

RECOMMENDATION:
Staff recommends adoption of the Resolutions.
EXECUTIVE SUMMARY:
A. Resolution 98-45 Finding Substantial Compliance and Initiating Annexation Proceedings for
the Lincoln Junior High School 1 st Annexation.
B. Resolution 98-46 Finding Substantial Compliance and Initiating Annexation Proceedings for
the Lincoln Junior High 2nd Annexation.
These are voluntary annexations. located within the Urban Growth Area of the City of Fort Collins.
The City may annex property located within the Urban Growth Area Boundary, provided that the
property has 1/6th contiguity with the existing City boundary. The proposed annexations known as
the Lincoln Junior High 1st Annexation and Lincoln Junior High School 2nd Annexation comply
with this requirement.

zoning ordinances on April 21, 1998. Not less than thin days prior published notice is required
by State law.
