Planning and Environmental d Aces Current Planning City of Fort Collins Mr. Roger Prenzlow 1337 West Vine Drive Fort Collins, Colorado 80521 Dear Mr. Prenzlow: 12 June 1998 Thank you for your recent visit to our offices to inquire into the proposed Lincoln Junior High School annexations and possible impacts to your property. As we discussed, the proposed annexations do not create an enclave which the City would seek involuntary annexation within a three year period. In order for an enclave to be created,,the area must be completely surrounded on all sides by existing development located within the City limits. The right-of- way along Vine Drive does not create an enclave situation as there is no development within the City limits located adjacent to Vine Drive. As I stated, if a property owner is located adjacent to City limits, and he/she . wishes to develop on his/her property, the County would direct that individual to the City to pursue voluntary annexation. According to the requirements outlined in the Intergovernmental Agreement for the Fort Collins Urban Growth Area, the City would be obligated to accept and process such an application. The proposed Lincoln Junior High School and neighborhood is an area wherein the low -intensity nature. of existing development has been recognized in the City Structure Plan, and does not appear to be a direction in which the City of Fort Collins is considering forced annexations. Any annexations would be strictly voluntary, brought forth by the property owners. Again, thank you for your recent visit.
