At its January meeting, .the Downtowa Development Authority Board of Directors was
made aware of two .projects in Fort Colhns. 'that make reference fo -Town or To

Center. These are: the Lemay Town Cehtdr'pioj6ct at the intersection of Lemay and
Mulberry and the Harmony Towne Center at the"corner of College and Harmony Road
-- -The DDA has no position with regard to the relative value of either project However,
out of respect to this community, out.ofrespect to the enormous financial and, emotional
investments that has been --made in the real center of this. town, it asks.both"projects to
find new names. -
A town center is traditionally the oldest commercial .`district in a community.. Its
architecture is historic and rich. The goods and services provided are eclectic andthe
businesses are usually owned by local; very independent operators.. Neither Harmony
Towne Center nor the super Wal-Mart. Lemay Town Center embody,.all. these
characteristics and it is misleading as well potentially damaging to .the existing central
business district for either to attempt to evoke such "character" by borrowing an historic
and traditional land use classification.
The DDA urges the developers of these two projects to get creative and come up with

4 :The access into parcel B off Lemay, if.al[owed, will also. be restricted to right--

6. A traffic signal will be needed at Lemay and Magnolia. Please indicate on the
O.D.P.
7. If,the proposed three-quarter access point to Mulberry is to be viable, then it
must connect to 12th Street. This access is also subject to CDOT approval in
the form of a State Highway Access -Permit.
8. Lincoln Avenue and 12th Street need to intersect at a 90 degree angle.
9. CDOT may require an updated State .Highway Access Permit for Lemay Avenue
due to the increase in traffic at the intersection.
10. .Due to changes in the access points, an updated traffic impact study may be
necessary.
1.1. Improvements to Lemay, Lincoln, and Mulberry will require the provision of eight
feet wide onstreet bicycle lanes. Also these streets must include detached -
sidewalks, seven feet in width.
12. At the time of submittal for a Preliminary P.U.D., improvements to Lemay,
Lincoln, and Mulberry will need to be clarified in detail. This will require close
coordination with Planning, Engineering, and Transportation Departments.
13. Magnolia and 12th Street will require six feet wide onstreet bike lanes. Similarly,
the east -west internal street separating parcels A and B will need six feet wide
onstreet bike lanes.
14. An overall utility plan will be required to show the location of existing utilities that
serve the site. Please be advised that the City has a sanitary sewer line that
follows the Lemay north -south alignment, but continues north and bisects parcel
A at the point where Lemay curves to the west.
15. On parcel H, please include "trail parking" as a potential land use.
16: - Enclosed please find a letter from the Downtown Development Authority
regarding the use of "Towne Center" as part of the name. Staff supports the
of the D.D.A. on this issue. You are sincerely advised that a little.
creativity on this issue will go a long way.

Dear Mark:
Staff has reviewed the request for Lemay Town Center Overall Development Plan and
offers the following comments:
1. The 100-year floodplain of the Poudre River crosses the southern portion of the
site. The draft of the Poudre River Master Drainage Plan proposes as an
alternative to raise Lemay Avenue to act as a levee. The raising of Lemay would
eliminate the floodplain across the proposed site. In its present vertical
alignment, Lemay has not been recognized by the Federal Emergency
Management Agency as a levee as meeting their minimum requirements. The
City of Fort Collins Storm Drainage Utility is of the understanding that an
additional two feet of height is required for Lemay Avenue to act as a levee that
meets F.E.M.A. minimum requirements.
If it is determined that raising Lemay Avenue is the best alternative, then the
preliminary design of the roadway would be needed with the preliminary submittal.
Also a Conditional Letter of Map Revision from F.E.M.A. would be needed by the final
submittal. If the site is to remain in the floodplain, then all floodplain regulations will
apply. Floodplain issues related to this site should be addressed. "
2. The O.D.P. shows detention at the south and of the site, with the pond
discharging directly to the south. The outlet from the site to the river must be
within a drainage easement. Letters of.intent from the affected property owners
to grant the easement for the outlet will be needed with the preliminary submittal.
The base flood elevation of the river should be considered in the design of the
outfall pipe.
3 There are concerns with t e traffic study an the proposed access points to the -
center. Access points on erate at level of service F. There needs
- to be consolidation of these curb cuts. Access off Lemay between parcels E and
H must be shown as restricted to right-in/right-out only. Please indicate on the
O. D. P.
