13. Magnolia and 12th Streets will require six foot on -street bike lanes and the drive
between Parcels A and B will need six foot on -street bike lanes.
We will comply and this will be shown on the Preliminary P.U.D.
14. An overall utility plan will be required.
We have prepared this plan and it is included in this submittal package.
15. On Parcel H include "trail parking."
Trail parking has been added to the parcel at the corner of Mulberry and
Lemay.
16. Respond to the letter from the Downtown Development Authority regarding the use
of "Towne Center."
We have changed the name of this project to Mulberry and Lemay
Crossings.
17. Owner's signature block must contain lines for the notary's signature and address.
The signature block has been revised to include this information and the
Owner's name.
Enclosed you will find the requested three sets of the revised Overall Development Plan
submittal package (3 sheets). We understand our hearing before the Planning and Zoning
Board is now scheduled for March 10, 1997. In light of this new hearing date, when will you
need the P.M.T.s, 10 prints and colored renderings?

4. Lemay access point into Parcel B.
This access point has been noted as right-in/right-out only.
5. Parcel A access points onto Lincoln Avenue.
These access points have been consolidated into one and will align with the
"possible future street" east of the Lincoln East P.U.D., refer to Lincoln East
O.D.P.
6. Traffic signal at Lemay and Magnolia.
This signal has been noted on the Overall Development Plan.
7. Mulberry access point and CDOT approval of a State Highway Access Permit.
The application for this permit will be submitted to CDOT.
8. Lincoln Avenue and 12th Street need to intersect at a 900 angle.
The Overall Development Plan has been revised to indicate a 90 degree
intersection.
9. Updated State Highway Access Permit for Lemay Avenue.
The application for this permit will be submitted along with the one for the
Mulberry access point.
10. Updated traffic impact study may be necessary.
An updated traffic impact study will be submitted with the Preliminary P.U.D.
11. Improvements to Lemay, Lincoln and Mulberry will require eight feet wide on -street
bicycle lanes and seven foot detached walks.
We will comply and these will be shown on the Preliminary P.U.D.
12. Improvements to Lemay, Lincoln and Mulberry need to be clarified in detail on the
Preliminary P.U.D.
These improvements will be shown on the Preliminary P.U.D. I will contact
you to arrange for a coordination meeting with the Planning, Engineering and
Transportation Departments.

RE: Mulberry and Lemay Crossings
Overall Development Plan
Dear Ted:
We have reviewed the comments offered by staff that you outlined in your letter of January
20, 1997, and have made the appropriate revisions/additions to the Overall Development
Plan documents.
The following is a summary of the staff comments and how our development team has
responded.
1. The 100-year floodplain of the Poudre River and the Lemay Avenue issue.
CLC has received a copy of the Poudre River Drainageway Master Plan from
the Stormwater Utility Department. In that report and on the current F.E.M.A.
map we notice that the southwest corner of our site no longer exists in the
floodway and approximately one-third of the site lies within the 100-year
floodplain. We realize that should these floodplain limits not change, we will
have to comply with applicable floodplain regulations. Also, given our
proposed improvements to Lemay Avenue, we want to participate in
discussions with the appropriate City and County agencies regarding the
Master Plan's recommendations for Lemay.
2. Letters of intent from affected property owners for any off -site drainage easements.
Should these be necessary, we will have them at the time of the preliminary
submittal.
3. Access points along Lemay Avenue.
The access point between Parcels E and H has been noted as right-in/right-
out only.
