The requested zoning for this annexation is Urban Estate (UE), which is consistent with the City of Fort Collins
Structure Plan and the Fossil Creek Reservoir Area Plan. The existing use of the enclaved parcels is single-family
detached residential. The Urban Estate (UE) district allows for a limited number of uses when compared to the
adjacent Low Density Mixed -Use Neighborhood, zone district. Uses permitted in the UE zone district are subject
to Basic Development Review (BDR), Administrative review, or Planning and Zoning Board review. The Land Use
Code describes this zone district as follows:
The Urban Estate District is intended to be a setting for a predominance of low -density and large -lot
housing. The main purposes of this District are to acknowledge the presence of the many existing
subdivisions which have developed in these uses that function as parts of the community and to
provide additional locations for similar development, typically in transitional locations between more
intense urban development and rural or open lands.
Public Outreach
An outreach process is not required by Colorado Revised Statues or the City of Fort Collins Land Use Code.
However, on February 23, 2017, City staff held a stakeholder meeting to answer questions and inform residents
of any changes that may result from being annexed into the City. Representatives from Planning Services and
Utilities were present to explain any potential difference in electrical rates, services, zoning and future public
improvements. Attachment 4 is a FAQ sheet provided to residents who attended the meeting or forwarded as an
email to any party of interest. During or after outreach efforts, city staff has not received any complaints of the
anticipated enclave annexation.
Findings of Fact Conclusion:
In evaluating the request for the Blehm-Homestead Enclave Annexation, Staff makes the following findings of
fact:
The annexation of this area is consistent with the policies and agreements between Larimer County
and the City of Fort Collins as contained in the amended Larimer County and City of Fort Collins
Intergovernmental Agreements.
The area meets the eligibility requirements included in State law to qualify for a involuntary
annexation to the City of Fort Collins.
3. The requested zone district of Urban Estate (UE) is in compliance with the City of Fort Collins
Structure Plan, the Fossil Creek Reservoir Area Plan, and with the policies of the City's
Comprehensive Plan.

The properties became an enclave upon annexation of the Kechter Farm Annexation on May 16, 2014. The
surrounding incorporated land consists of 10 previous annexations:

Blehm-Homestead Enclave annexation is a 28-parcel enclave that was surrounded by the City of Fort Collins upon
annexation of the Kechter Farm Annexation on May 16, 2017. The enclave annexation is located in southeast Fort
Collins and is situated to the north and south of Kechter Road and between S. Timberline and Ziegler Roads.
Please note that two parcels, 2522 and 2524 Kechter Road, are included in this Annexation although not a part of
the Blehm Subdivision. And, 2521 Kechter Road is included as well although not a part of the Homestead P.U.D.
This annexation represents a continuation of the City's policy to annex enclaves as such parcels become eligible
per State Statutes.

RECOMMENDATION: Staff is recommending approval of the Blehm-Homestead Enclave annexation
and zoning.
EXECUTIVE SUMMARY
This is an involuntary annexation for 28 parcels located within the Growth Management Area. The annexation
satisfies the requirements for involuntary annexation by being wholly surrounded by property within the City limits
and has been so for more than three years. The recommended zoning is Urban Estate (LIE), which is based on the
Structure Plan and Fossil Creek Reservoir Area Plan. The item is scheduled for First Reading by City Council on
July 18, 2017.

PROJECT INFORMATION
PROJECT DESCRIPTION: This is a City -initiated request to annex and zone an approximately 109-acre, 28-
parcel enclave into the City of Fort Collins. The parcels became an enclave with
the annexation of the Kechter Farm Annexation on May 16, 2014. As of May 17,
2017, the City became authorized to annex the enclave in accordance with State
Statue 31-12-106, The enclaved parcels are located to the north and south of
Kechter Road between S. Timberline and Ziegler Roads. During and after
outreach efforts, city staff has not received objections from residents of the
Blehm-Homestead Enclave Annexation. The City of Fort Collins recommends
placing the enclaved property into the Urban Estate (UE), zone district.
