HomeMy WebLinkAboutMAPLE HILL AMENDED FIRST REPLAT - PDP - 29-00H - CORRESPONDENCE - CITIZEN COMMUNICATION (3)Traffic concerns and access to the Mountain Vista area has been a priority issue
in the development of the area. The City has taken a two phase approach to
adding the additional capacity needed.
1. The recent (last year and this year) construction of interim improvements on
Douglas Road, CR11, Mountain Vista, and Timberline south to Mulberry added
bike lanes and some left turn lanes to the existing narrow rural roadway.
Although these improvements will not carry all the traffic expected at full build
out, it has added capacity and safety to the area. This will allow the first phases
of developments in the area to proceed now.
2. It will take a few years of building houses at current market absorption rates
for traffic to build appreciably. As capacity increases to the threshold of the
interim improvements just built, the full ultimate roadways will be constructed.
3. Traffic signals are planned at arterial/arterial intersections and at
Turnberry/Country Club at some point in the future.
4. Both the Timberline/Vine and Lemay/Vine intersections have problems. This
is due to a variety of factors. If some improvements are not made soon, the
City's Adequate Public Facilities Ordinance will be triggered which will halt further
development in the Mountain Vista area until improvements are made.
This would be similar to the Timberline/Prospect intersection which had an
impact on the timing of development at the northeast and northwest corners of
Timberline and Drake. The triggering of the Adequate Public Facilities Ordinance
required the adjacent developers to form a special improvement district to
remedy the intersection's lack of capacity.

Thank you for your quick response Ted, I wasn't sure you would remember me!
Matt Baker's explanation was helpful. Since I travel these roads 5 days a
week, if not more, I see close calls a lot (usually at Mountain Vista and
Timberline), and the intersection of Vine and Timberline is becoming an 8
way stop as my fellow travelers have lost, or are about to loose any
patience they once had. I also fear for the old folks (older than me!) who
use Turnberry and Mountain Vista to walk in the am.

I received a mailing on the upcoming administrative hearing on the
above development proposal. My main concern with the development, and
my question to planning is what plans have been made to handle an
additional 527+ automobiles on Turnberry Road. As the Replat shows, the
only road leaving the area to the south is Turnberry, then either
Country Club Rd. or Mountain Vista. This seems like an extrodinary
number of automobiles to be added on these local roads. Will there be a
signal at Turnberry and Country Club, or at Mountain Vista and
Turnberry, or Mountain Vista and Timberline, or at all three
intersections, and I haven\'t even brought up the nightmare of
Timberline and Vine!?
