6. Fire Department:
a. There was no representative from Poudre Fire Authority at the conceptual review, but
there are some relevant requirements that need to be addressed. Please contact Ron
Gonzales at 970.221.6570 to discuss the requirements.
7. Alan Rutz from Light and Power offers the following comments:
a. There is an existing electric main in Lupine Drive.
b. The normal electric development charges will apply to this project.
c. The clubhouse is subject to commercial fees.
d. Coordinate all utility locations with Light and Power.
8. Janet Meisel -Burns from Parks and Recreation offers the following:
a. Neighborhood Park and Community Park fees will apply to this development, fees based on
unit size will range from $543 - $1,306. Please note Article 4 of the LUC since it relates to
park location, accessibility, facilities, et cetera. Please contact to discuss the requirements.
9. The Current Planning Department offers the following comments:
a. This development request will be subject to the Development Review Fee Schedule that is
available in the Current Planning Department office. The fees are due at the time of
submittal of the required Project Development Plan and compliance phases of the
development review by City staff and affected outside reviewing agencies.
b. This development proposal is subject to the requirements as set forth in the City's Land Use
Code (LUC), specifically: Articles 2. Administration (Development Review Procedures);
Article 3. General Development Standards; and, Article 4. (Zoning] Districts.
c. A neighborhood meeting should be held for this development proposal prior to formal
submittal of the request (Section 2.2.2 of the LUC). Please contact Ron Fuchs of this office
to assist you in the scheduling of this meeting.
d. All modifications to code standards, such as density requirements, would need to be
reviewed by the Planning and Zoning Board.
b. Please modify the location of the detention pond to agree with existing grades. Detention is
required on the site with an allowed release rate of 0.27 cfs/acre according to the
Greenbriar/Evergreen Master Plan.
c. This project will need to submit under the new rainfall/precipitation ordinance currently
under development by the City.
d. Drainage shall be directed to the northeast and the channel across the adjacent property to
the east should be built with this project
e. The outfall pipe in the existing convenience store at the corner of Lemay and Conifer needs
to be up sized by the City or can be done by this developer as a developer repay. This will
have to be done in conjunction with this development proposal.
f. The site shall provide a water quality feature as required by the new Land Use Code.
g. The standard drainage and erosion control reports and plans are required and they must be
prepared by a professional engineer registered in Colorado.
h. Any grading within the ditch easement would require ditch company signatures. Any
portion of the site within the 100 year floodplain shall be elevated at least 18" above the
Base Flood Elevation for Dry Creek as designated in the Dry Creek FIS for this area. No
rise shall be allowed in the floodway, in case any portion of this site is in a designated
floodway. Further, basements are not allowed in a floodplain, for additional information,
please contact Marsha Hilmes at 970.224.6036.
3. Mark McCallum of the Engineering Department offered the following comments:
a. Street oversizing fees will apply to this development. The street oversizing fees will be as
follows:
• Residential - $1,021 per dwelling unit
Please contact Matt Baker for additional information regarding the actual fees related to
your proposed development.
b. A Transportation Impact Study (TIS) is required with your Project Development Plan (PDP)
submittal. To coordinate the perimeters of this study, please contact Eric Bracke, the City's
Traffic Engineer, and Kathleen Reavis, the City's Transportation Planner.
c. In order to create a viable public street system and meet current street standards, a second
point of access to create connectivity will be required through Lupine Drive and Bellflower
Drive. -
d. The standard utility plan requirements must be submitted to the City for review and
approval.
e. A development construction permit is required.
4. Roger Buffington of the Water & Wastewater Utility offers the following comments:
a. Need to loop infrastructure system at a minimum of two (2) points.
b. Existing sanitation system may have grading limitations.
c. All applicable water rights, conservation standards, et cetera apply to this development.
d. Coordinate infrastructure needs through the Water and Wastewater Utility Department.
5. Kim Kreimeyer the Natural Resources Development Planner offers the following comments:
a. You will need to file a fugitive dust control permit and coordinate this through the Larimer
County Environmental Health Department. Please contact them directly.
b. Provide adequate dumpster and trash enclosure area to accommodate a recycling
container(s).
c. One trash hauler should be used to minimize traffic impact as well as impact on the roads.

1. Gary Lopez of the Zoning Department offered the following comments:
a. The site is located in the LMN, Low Density Mixed -Use Neighborhood District and the
project will be regulated under the Land Use Code.
b. The proposed use(s) are subject to Type 1 review and if a modification to the density
requirement is proposed it will then be a Type II review .
c. This development must comply with the applicable General Development Standards as set
forth in Article 3 of the Land Use Code, including but not limited to the requirements for
vehicle and bicycle parking, parking, building setbacks, landscaping, et cetera.
2. Basil Hamdan of the Stormwater Utility offered the following comments:
a. This site is located within the Evergreen/G reen briar basin where the new development fees
are $10,000/acre and they are based on the amount of imperviousness generated by this
site.
