Proposed development provides affordable housing that will help maintain proportional balance
to the wages of the City's labor force in addition to dispersing this type of development
throughout the Fort Collins urban area and the region.
PRINCIPLE AN-4: Design policies for residential buildings are intended to emphasize
creativity, diversity, and individually. The following design policies are based on the
premise that truly creative design is responsive to its context and the expressed
references of citizens, and contributes to a comfortable, interesting community.

The proposed Redwood Apartments development exemplifies many of the Principles and
Policies of the City Plan including:
PRINCIPLE LU-2: The city will maintain and enhance its character and sense of places as
defined by its neighborhoods, districts, corridors, edges.
Policy LU-2.2 Urban Design
This neighborhood will compliment the surrounding land uses and promote a compact
development with a unique identity.
PRINCIPLE T-1: The physical organization of the city will be supported by a framework
of transportation alternatives that maximizes access and mobility throughout the city,
while reducing dependence upon the private automobile

The site is located near the Conifer Street enhanced travel corridor. Proposed development is
to connect with existing street bicycle lanes as well as provide pedestrian and bike paths
through landscaped areas in order to provide connectivity to site amenities such as the
proposed 1 acre park.
PRINCIPLE CAD-1: Each addition to the street system will be designed with
consideration to the visual character and the experience of the citizens who will use that
street system and the adjacent property. Together, the layout of the street network and
the streets themselves will contribute to the character, form and scale of the city.

All of the streets in the Redwood Apartments development will be lined with canopy shade trees
to provide for a functional, safe and visually appealing layout. The majority of the tree plantings
will be canopy trees with a diversity of species represented.

in urban design.

Dear Troy Jones,
The Redwood Apartments project is comprised of 19.37 acres. The Redwood Apartments site
is located south of the Evergreen Park subdivision. Evergreen Park abuts the southern side of
Conifer Street and is near the eastern side of Redwood Street. The Meadows at Redwood
Village subdivision is located to the west of Redwood Apartments. A parcel of 16.11 acres shall
consist of affordable attached housing, and 3.26 acres has been designed for 22 single family
lots with three different housing types. The single family lot portion will have a density of 6.75
dwelling units per acre.
The Redwood site is zoned LMN (Low Density Mixed Use Residential) with a density
modification granted for a maximum of 150 units for the attached housing area. The residential
density is 9.31 dwelling units per acre for the multi -family. Proposed development for the site
includes 25 multi -family buildings and an office/clubhouse. Dwelling units are accommodated in
3 different building types: 6 unit ranch homes and 6 unit townhomes with and without garages.
All buildings will contain 2 and/or 3 bedroom units.
The diagonal southeast property line runs parallel to Lake Canal and is adjacent to an
undeveloped land parcel that fronts Lemay Avenue. A portion of the 100-year floodplain runs
through the site. The overall site grade is fairly flat.
Proposed open space is a 1-acre park in the southernmost portion of the site. A network of
pedestrian sidewalks as well as Bellflower Drive provides access to the park. Vehicular
circulation will be via a proposed extension of Lupine Drive and a section of the expired platted
Bellflower Drive per city recommendation in a February 29, 2000 letter. Emergency access is
provided at the northwest comer of the property. Site detention will be at the northeast corner of
the site directly adjacent to a City owned detention area.
A network of sidewalks will connect the site providing for enhanced pedestrian access. All units
will be landscaped with foundation plantings, ornamental and over story trees, and evergreens.
These landscaped areas will create a series of small open spaces throughout the project. Open
grassy areas will provide children with space to play and nun. The centrally located club house
will provide a range of recreational opportunities for the neighborhood.
