HomeMy WebLinkAbout(REDWOOD) MODIFICATION FOR CONCORDE CAPITOL - MOD - 15-99 - CORRESPONDENCE - RESPONSE TO CITIZENCommu y Planning and Environmental -vices Current Planning City of Fort Collins August 11, 1999 Dear Resident: An invitation was mailed to you and your neighbors inviting you to a neighborhood meeting to discuss an affordable housing apartment complex that a developer is intending on building in your neighborhood. By mistake, the invitation was mailed out with the wrong meeting date on it. As a result, some neighbors came to attend a meeting that did not occur. On behalf of the planning staff of the City of Fort Collins, I hereby apologize for any inconvenience this may have caused. I would also like to ensure you that this neighborhood meeting will be rescheduled. You will receive an invitation in the mail as soon as a new date for the meeting has been finalized. The purpose of a neighborhood meeting is to open a line of communication between the developer and the neighbors. This is the forum through which the neighbors can express their concerns, city staff can explain the development review process, and the developer can explain to the neighbors what he is intending to do with the project and answer questions from the neighbors. Meeting minutes are taken by city staff, and become part of the project file. Neighborhood meetings are typically scheduled early in the project, before any design decisions have been finalized so the flexibility still exists for the input of neighbors to perhaps be integrated into the design. Another invitation was mailed to you and your neighbors inviting you to attend the Planning and Zoning Board hearing on August 19, 1999 at 6:30 pm in the City Council Chambers. This invitation is correct and the hearing is still scheduled. The purpose of this hearing is much different than the purpose of the neighborhood meeting. The purpose of this public hearing is for the developer to request a modification be granted to Section 4.4(D)(1)(b) of the Fort Collins Land Use Code. The code currently allows qualifying "affordable housing" projects in the LMN zoning district to be built at a density up to 12 units/acre on parcels 10 acres or smaller. This hearing is focused on the issue of increasing the threshold of allowable increased density acreage (for this qualifying "affordable housing" project) from 10 acres to 13.46 acres. This hearing is to resolve the modification request, which is only one issue of the development, prior to the development application being formally submitted. If the modification request is granted by the Planning and Zoning board, it does not give the developer the right to develop anything at this time. After this hearing, the neighborhood meeting will be conducted, the developer will design the project, then it will go through the normal development review process. Any comments you have on the specific issue of the modification request are gladly received at this hearing. Any other comments you have about the development project will be most appropriate at the neighborhood meeting. Again, sorry for the inconvenience.
