I received your letter regarding your project at 627 Whedbee Street. Thank you for taking the time to
write. The 627 Whedbee application to the City was for the conversion of a single family home into a
duplex. As per the City's Land Use Code, we are to charge development review fees to recover the costs
incurred by the City in processing, reviewing and recording applications for development. Because the fees are
adopted per Code City staff does not have the ability to waive or reduce fees.
The fees for a "Basic Development Review" like 627 Whedbee start at $2,000 and then may be increased from
there based on the number and type of dwelling units, amount of nonresidential square footage, and the size of
the development. When the fees were adopted by City Council they wanted to limit the cost to residential
projects so they also adopted a maximum fee per residential project of $500 per unit. Thus, the $1,000
Transportation Development Review Fee was the least amount that was able to be charged.
Your project is located in one of the older areas of the City. Many parcels, including 627 Whedbee, do not have
utility easements dedicated on the lots behind and adjacent to the City right-of-way. This is a standard for the
City and is important to ensure a place for utilities that will result in the lowest long-term costs for maintenance
etc. Thus, we are asking all developments to provide the standard utility easements behind the right-of-way. I
appreciate that the processing fees may seem high, but when we've tracked the time staff spends on each deed
of dedication document ensuring that the document language is acceptable and all legal descriptions are
reviewed etc. the fees work out to be correct to cover those costs incurred by the City.
