Senior Consultant Rocky Mountain Market Engineering Group Enclosures F7 SUBMITTAL REQUIREMENTS The following information, pursuant to our pre -application meeting on March 31, 1998, is included and made a part of this Application submittal: 1. Twenty-three (23) copies of the Plan, prepared and based upon the "sample" I acquired from the City's Mapping Department, at a size of 24-inches by 36-inches, are folded and included. 2. Three (3) copies of each of the two photosimulations, discussed above, each at a size of 8 1/2-inches by 11-inches, are included. 3. One (1) copy of an annotated Assessor's Map with a radius of 800-feet from the Holiday Inn property depicted upon it, to allow a 11500 foot adjacent property owners notification" radius exclusive of public rights of way, is included along with a mailing label for each of the property owners included within the depicted radius. 4. One (1) originally -signed, completed, Application Form is included. 5. One (1) copy of the Title Commitment related to Nextel's Lease Agreement which confirms the property ownership as stated on the Application Form, is included. 6. Twenty-three (23) copies of this memorandum, intended to serve as the Project Narrative, are included. we will "post" the property as directed by the City when the hearing notification sign is provided. Additional information will be provided upon request. A check made payable to the City of Fort Collins in the amount of $ 200.00 is included as the Application fee. Nextel is interested in proceeding with the approval process for the proposed Facility as soon as possible. Whatever can be done to expedite the process would be greatly appreciated. Based upon our above -referenced discussion, I understand that the Application will be sent out for referral responses for about 3 weeks; then a "Hearing Notice!' will be published and the property will be posted for about 2 weeks; then the Planning Director will conduct a public hearing to consider the Application. I, also, understand that the Planning Director has 10 days from the hearing date to annouce his decision and that his decision is subject to a 2 week appeal period and may be appealed by any interested party. 4 related maintenance, passenger vehicles per month visiting the Facility. All of Nextel's equipment will be located on the roof of the building and, as such, there will be no change to the property resulting from the Facility. In addition to the Plan, we have included two photosimulations of the Nextel Facility, one from the northwest and one from the northeast. Note, referring to the north west view, that Nextel's "penthouse" and its antennas, mounted on the existing penthouse, would not be visible from the photosim vantage point. Further, note, referring to the northeast view photosim, that the'proposed Nextel antennas that would be located on the southeast corner of the roof would be visually - similar to the U.S. West Wireless antennas and the Sprint antennas, also support structure mounted, located on the north elevation of the building. Once the Facility is placed, the Facility will not be manned and therefore, there is no need for water or sanitary sewer services., Electrical and telephone services are required and are available on the property. The Facility will have no significant impact on air or water quality and will not generate intrusive noise. PROPOSED NEXTEL COMMUNICATIONS TELECOMMUNICATIONS FACILITY FORT COLLINS LAND USE APPROVAL PROCESS The subject property is zoned E. Employment, according to City Zoning Map. The City`s Zoning Regulations, indicates that "wireless telecommunications equipment" is a Principal Permitted Use in the Employment zone district, subject to the additional provisions of Article 3.8.13. That Section states that "whenever a wireless telecommunication antennas is attached to a building roof, the height of the antennas shall not be more than fifteen (15) feet over the height of the building." The proposed Facility as depicted on the Plan complies with this provision of Section 3.8.13.(C)(3) of the Article. Nextel believes that its Facility proposal complies with Section 3.8.13(A) of the Article by proposing to locate on an "existing building or structure" and with other Article provisions by achieving architectural compatibility with the host building by using an appropriate design, materials and color. 3 first -activated its digital network to provide commercial service to the general public along the Front Range of Colorado on June 30, 1994. The referenced, proposed Facility will be a part of Nextel's Front Range Network and will improve Nextel's services in the areas of South Fort Collins. Nextel's advantages include: its own national all -digital network, the elimination of roaming charges, one second billing after the first minute on digital cellular calls, flat rate long distance and a unique Direct Connect feature for instant contact with other communications group members in the customer's home market, at the touch of a button, and at a fraction of the cost of cellular. Nextel's services include an enhanced form of fully-duplexed telephone interconnection to the public switched telephone network, called "digital cellular;" instant conferencing within a number of subscriber -specified talk groups in a digital 2-way radio "push -to - talk" mode, with both one-to-one and group communications functions; four -line alphanumeric paging with 140-number memory; call waiting and call forwarding; caller identification; guaranteed message delivery and one -touch call back; voice mail with on screen notification of new messages; and, soon, wireless data transmission and laptop computer connection capabilities. What is really new and unique is that all of the listed services are provided by Nextel to its subscribers with the "PowerFone," a single, easy -to -use handset that weighs only 8.7 ounces. PROPOSED NEXTEL COMMUNICATIONS TELECOMMUNICATIONS FACILITY GENERAL DESCRIPTION AND FACILITY OPERATIONAL CHARACTERISTICS Nextel Communications proposes to install a new "penthouse" like structure on the roof of the existing, referenced building that will completely contain Nextel's radio -related equipment. Nextel's "penthouse" will be west of and at a lower elevation than the existing mechanical/elevator penthouse. Nextel will attach six of its required nine panel antennas to the existing penthouse and place the remaining three antennas on a gravity mounted structure on the roof of the building near the southeast corner. The ground elevation of the property, when combined with the height of the existing building and the height of the existing penthouse, meets Nextel's engineering needs. Nextel's proposed Facility is depicted on the included Wireless Telecommunications Equipment, Administrative Review, Plans ("Plan"). Note that new "penthouse" will be stucco finished and colored to match the existing building. All of Nextel's nine antennas will, also, be painted to match the building. Box 580 Fort Collins, CO 80522-0580 ATTN: Mr. Ted Shepard Senior Planner RE: Small Project Development Application; Nextel Communications' Proposed SOUTH FORT COLLINS COMMERCIAL MOBILE RADIO SERVICE ("CMRS") Telecommunications Facility; HOLIDAY INN BUILDING; 425 West Prospect Avenue; Fort Collins, CO Ladies and Gentlemen: Nextel West Corp., a Delaware Corporation, d/b/a Nextel Communications ("Nextel"), formerly known as OneComm Corp., provides Commercial Mobile Radio Services, referred to as "personal wireless services" within the meaning of Section 704 of the Telecommunications Act of 1996, to the general public. Nextel hereby formally submits the included Small Project Development Application and support information ("Application") to the Fort Collins Planning Department ("Department") for formal review of the proposed, described facility ("Facility") by the Department. It is our understanding that the Facility proposal, as "Wireless Telecommunications Equipment," will be processed as a "Small Project" and will be subject to "administrative review" and the provisions of Article 3.8.13 of the City's Zoning Regulations which addresses such facilities. NEXTEL COMMUNICATIONS Nextel Communications, formerly providing services in Colorado as OneComm Corporation, is the nation's leading provider of fully integrated, all -digital wireless communications services benefiting both individual consumers and a growing number of businesses, government agencies and service organizations that require instant communications among teams of mobile workers. Nextel is in the process of replacing the Specialized Mobile Radio ("SMR") system it owns and manages and expanding its system coverage with digital mobile networks. The new, Enhanced Specialized Mobile Radio ("ESMR") networks use a digital technology, Integrated Dispatch Enhanced Network ("iDEN"), developed by Motorola, Inc. Wireless telecommunications equipment is permitted in this district subject to administrative review. Section 3.8.13 of the Land Use Code permits wireless telecommunications equipment to be attached to or mounted on any existing building or structure located in any zoning district in the City. Wireless telecommunications equipment shall not, however, be permitted to be attached to or mounted on any residential building containing four or fewer dwelling units. C. Standards The request meets the following applicable standards for wireless telecommunication equipment as found in the Land Use Code under Section 3.8.13: 3.8.13 (C) (3) - Height: The proposed antennas do not exceed the height of the structure. 3.8.13 (C) (3) - Color: The color of the antennas will match the existing structure. All other standards are non -applicable. 2. FINDINGS OF FACT: In review and consideration of this request, Staff makes the following findings of fact: A. The proposed antennas are defined as wireless telecommunications equipment. B. Wireless telecommunications equipment is permitted in the E, Employment, Zone District. C. The proposed equipment would be flush -mounted on the north and west elevations of the existing rooftop penthouse structure and sled -mounted on the roof along the east elevation of the University Park Holiday Inn. D. The proposed equipment meets the applicable standards of Section 3.8.13 (C) of the Land Use Code. RECOMMENDATION: Staff finds that the request to mount an array of nine antennas, in three groups of three, for wireless telecommunications equipment on the north, west and east elevations of the existing University Park Holiday Inn is in compliance with the City's Land Use Code. Staff, therefore, recommends approval of 425 West Prospect Road (University Park Holiday Inn), Wireless Telecommunications Equipment, (Nextel Communications) Administrative Review, #11-97F. ITEM NO. Hammons Parkway, Suite 300 Springfield, MO 65806 PROJECT DESCRIPTION: Request to mount wireless telecommunications equipment on to the north, west and east elevations of the University Park Holiday Inn located at the southeast corner of Prospect Road and Centre Avenue. Installation would be a total of nine antennas, in three groups of three. Request includes construction of a roof -mounted equipment building. COMMENTS: I. LAND USE: A. Definition The Land Use Code defines "wireless telecommunications services equipment" as any equipment used to provide wireless telecommunication services, but which is not affixed to or contained within a wireless telecommunication services facility (monopole or tower), but is instead affixed to or mounted on an existing building or structure (or substantially similar replacement structure) that is used for some other purpose. Provided, however, such equipment shall also mean a ground- mounted (or roof -mounted) base station used as an accessory structure that is connected to an antenna mounted on or affixed to an existing building.
