Member Colton asked if the school district would come to the Board for advisory review
of any pole to be built.
Ted Shepard responded that the City had not found that to be necessary.
Paul Eckman, Assistant City Attorney, reviewed and explained the City statute
concerning school district structures.
Member Gavaldon asked if there was a way to monitor the process of development of
the telecommunications equipment.
Troy Jones reminded the Board that the applicant did try to obtain a building permit, but
was told that one was not needed.
Member Gavaldon moved to approve the project as recommended.
Member Torgerson seconded the motion.
The motion was approved 6-0.

Telecommunication Equipment (US West Wireless) —
Project Development Plan
Project Description: Request to mount wireless telecommunications
equipment as a co -location on an existing ballfield
light fixture on the grounds of Poudre High School.
The property is zoned RL, Low Density Residential.
Recommendation: Approval with Conditions
Hearing Testimony, Written Comments and Other Evidence:
Ted Shepard gave a presentation of the project and the location of the pole.
Lisa Morian, US West Wireless, gave a presentation describing the reasoning for the
placement of the telecommunications equipment. The applicant did feel that they were
minimizing impacts on the neighborhood due to co -locating on an existing light pole.
Member Craig asked if the applicant was aware that if the light pole came down, then
the equipment would come down also.

Development Plan
Project Description: Request to mount wireless telecommunications
equipment as a co -location on an existing ballfield
light fixture at French Field, located on the grounds of
Rocky Mountain High School.
Recommendation: Approval
Hearing Testimony, Written Comments and Other Evidence:
Member Gavaldon asked Troy Jones to address the issue of the mounting equipment
being placed on the light pole prior to approval.
Troy Jones, Current Planning, deferred to the applicant for an explanation of the
difference between the mounting equipment and the actual equipment.
Member Gavaldon commented that it was important to follow the appropriate process
for development.
Troy Jones commented that the applicant had tried to get a permit to build the pole but
because the pole was on school property, the City had no jurisdiction to regulate the
development through a permit.
Justin Robinson, Nextel Communications, apologized for the mistake made by the
contractors and explained the equipment.

Discussion:
Member Colton had a question about the difference between the school district and the
City for regulation of the project.
Ted Shepard, Current Planning, stated that it was an issue of land use. A light pole is
necessary for the function of the athletic field, but the telecommunications equipment
was not. The District regulates the projects necessary for the functioning of the school.
The City would regulate the non -necessary functions.

Staff continued the March 2 and March 16, 2000 Planning & Zoning Board Minutes. A
citizen pulled item 8 and Member Gavaldon pulled items 7 and 9 for discussion.
Member Gavaldon moved for approval of Consent items 1, 2, 3, 4, 5, and 6.
Member Craig seconded the motion. The motion was approved 6-0.
