The Windmill Condominiums are located in the northeast quadrant of the Stanford/Monroe intersection. The cited TIS did not include the Windmill Condominiums in the pedestrian LOS, analysis, since the pedestrian affinity between the Windmill Condominiums and Bella Vista would be very small. However, staff indicated that this did not matter and concluded that the pedestrian LOS, namely directness, did not meet the level of service B necessary for a "transit corridor" or "school walking area." Figure 1 shows the location of the Windmill Condominiums and Bella Vista. The pedestrian LOS worksheet for this analysis is provided in Appendix A. The latest site plan shows a pedestrian crosswalk on Stanford Road near the north portion of the Bella Vista site. There will be "bulb -outs" on the east side of Stanford Road which will provide a shorter crossing distance of Stanford Road. From the northeast corner of the Stanford/Monroe intersection (a common starting point for a pedestrian) to the Bella Vista site, the shortest measured distance is approximately 1000 feet. This is measured along the east side of Stanford Road, along the frontage of the Aspen Leaf Apartments, where there is no sidewalk. The route that currently has sidewalks would require crossing to the west side of Stanford Road, then proceeding south to the aforementioned pedestrian crosswalk, and then crossing Stanford Road back to the east side to the Bella Vista site to the same point. Since Stanford Road is approximately 60 feet wide, this route would be 1120 feet. The directness standard is calculated by dividing the actual (A) distance by the minimum (M) distance. For LOS B, the A/M ratio is 1.2 to 1.4. The calculated ratio for the two routes described above is 1120/1000 or 1.12. The directness standard is determined to be at LOS A with the pedestrian crosswalk on Stanford Road, near the north portion of the Bella Vista site. It is concluded that the pedestrian LOS will meet the criteria for "transit corridor" and "school walking area."
