IV. CONCLUSIONS
This study assessed the impacts of the Bella Vista development on
the short range and long range street system in the vicinity of the
proposed development. As a result of this analysis, the following is
concluded:
The development of the Bella Vista is feasible from a traffic
engineering standpoint. At full development, the Bella Vista will
generate approximately 1097 daily trip ends, 93 morning peak hour
trip ends, and 88 afternoon peak hour trip ends.
Current operation at the key intersections is acceptable.
Additional signals will not be warranted at any of the key
unsignalized intersections.
- In the short range future, given development of the Bella Vista
' and an increase in background traffic, the key intersections will
operate acceptably, with the recommended short range and long
range geometry shown in Figure 11.
- In the long range future, given development of the Bella Vista,
the key intersections will operate acceptably during the peak
hours.
' - Acceptable level of service is achieved for pedestrian, bicycle,
and transit modes based .upon the measures in the multi -modal
transportation guidelines.

Pedestrian Level of Service
Appendix H contains a map of the area that is within 1320 feet of
the Bella Vista site. There will be four pedestrian destinations within
1320 feet of the Bella Vista. These are: 1) the office/commercial area
(Stanford Plaza, Marriott, etc.) west of the site, 2) the residential
area (Landings Neighborhood) south of the site, 3) the residential area
southeast of the site, 4) the residential area east of the site
(including the Aspenleaf Apartments), and 5) the office buildings
(commercial) to the southwest of the site. This site is in an area type
termed "transit corridor" and "other." The Pedestrian LOS Worksheet is
provided in Appendix H. The minimum level of service for "transit
corridor" is B for all categories, except for the visual interest &
amenities category where it is LOS C. With the assumed future
pedestrian facilities adjacent to the site, the pedestrian level of
service will be acceptable.
This site is within one mile of Boltz Junior High School,
designated as 6 on the pedestrian influence area map in Appendix H.
The pedestrian level of service to Boltz Junior High School will be
acceptable via a route to the east along Horsetooth Road or a route to
the north along Stanford Road.
Bicycle Level of Service
Appendix H contains a map of the area that is within 1320 feet of
the Bella Vista. Based upon Fort Collins bicycle LOS criteria, there
is one destination areas within 1320 feet of the Bella Vista. It is
the commercial area in the vicinity of the Square Shopping Center.
Since there are no bike lanes on Horsetooth Road west of Stanford Road,
safe bicycle access would be via the sidewalk or through private parking
lots. A bicycle LOS worksheet is provided in Appendix H.
Transit Level of Service
Currently, this area is served by Routes 1, 5, 6, 7, and the
South Side Shuttle. The Fort Collins 2015 Transit System Map shows
that Horsetooth Road will have high frequency (20 minute) transit
service in the future. A future transit level of service worksheet is
provided in Appendix H. Transit level of service will be acceptable.

Appendix F. The key intersections will operate acceptably during the
peak hours.
Geometry
The short range and long range geometry is shown in Figure 11. A
detailed striping plan for Stanford Road is provided in Appendix G.
Since Stanford Road is oversized for a collector street, there is the
opportunity to have a continuous two-way left -turn lane north of
Horsetooth Road, adjacent to this site. This will provide a refuge
(turn lane) area for northbound vehicles entering the Marriott Access,
which also serves the office building at 3555 Stanford Road. This
center lane will provide the ability for southbound left turns destined
to Bella Vista to get out of the through lane. This striping will
provide safer operation in this area.
Also shown on the graphic in Appendix G, are bike lanes on each
side of Stanford Road. It is recommended that on -street parking be
eliminated from just north of the proposed full -movement access to Bella
Vista, to Horsetooth Road. This accomplishes a number of things:
provision of the bike lanes, provision of the center -turn lane, and
better sight lines from the existing Marriott Access and the proposed
full -movement access to Bella Vista. To the north, the City should
determine whether to retain the existing on -street parking on Stanford
Road.
Landings Neighborhood
The south leg (Landings Drive) of the Horsetooth/Stanford/Landings
intersection enters an area that is primarily residential. There are
some commercial uses along Landings Drive. Residents in this area are
sensitive to the amount of traffic on Landings Drive. It's location,
with termini at Horsetooth Road and Boardwalk Drive, make it attractive
as a "cut -through" street. A Fort Collins postal facility is located on
the south side Boardwalk Drive, across from Landings Drive.
Current traffic volumes on Landings Drive are in the range of
5000-6000 vehicles per day. Minor (2-lane) arterial streets are
expected to carry 3500-15,000 vehicles per day according to Fort Collins
Street Standards. Therefore, Landings Drive functions as it is
intended. Prior to the completion of JFK Parkway from Boardwalk Drive
to Horsetooth Road, the traffic volumes on Landings Drive were higher
than the current traffic, although still within the anticipated minor
arterial traffic volumes. The completion of JFK Parkway caused a
reduction in volumes on Landings Drive.
There will be some traffic that will be generated at the Bella
Vista site that will use Landings Drive. It is expected that the impact
of site generated traffic on Landings Drive will be less than one
percent of the traffic on the street. Landings drive will continue to
function as intended in the Fort Collins Master Street Plan.

Background Traffic Projections
Figures 6 and 7 show the respective short range and long range
background traffic projections. Background traffic projections for the
short range and long range future horizons were obtained by reviewing
' the NFRRTP and reviewing historic count data for this area of Fort
Collins.
Trip Assignment
Trip assignment is how the generated and distributed trips are
' expected to be loaded on the street system. The assigned trips are the
resultant of the trip distribution process. Figure 8 shows the site
generated peak hour traffic assignment. Figure 9 shows the total
(site plus background) short range peak hour traffic at the key
intersections. Figure 10 shows the total long range morning and
afternoon peak hour traffic at the key intersections.
Signal Warrants
As a matter of policy, traffic signals are not installed at any
location unless warrants are met according to the Manual on Uniform
Traffic Control Devices. Additional signals will not be warranted at
' any of the key unsignalized intersections.
Operation Analysis
Capacity analyses were performed at the key intersections. The
' operations analyses were conducted for the short range analysis,
reflecting a year 2006 condition. The long range analysis reflects a
year 2020 condition.
Using the traffic volumes shown in Figure 6, the key intersections
operate in the short range background condition as indicated in Table 3.
Calculation forms for these analyses are provided in Appendix C. The
key intersections will operate acceptably during the peak hours.
Using the traffic volumes shown in Figure 7, the key intersections
operate in the long range background condition as indicated in Table 4.
Calculation forms for these analyses are provided in Appendix D. The
key intersections will operate acceptably during the peak hours.
Using the traffic volumes shown in Figure 9, the key
intersections operate in the short range total condition as indicated
in Table 5. Calculation forms for these analyses are provided in
Appendix E. The key intersections will operate acceptably.
Using the traffic volumes shown in Figure 10, the key
intersections operate in the long range total condition as indicated

III. PROPOSED DEVELOPMENT
' Bella Vista is a mixed -use development with office and retail land
uses on the first floor of the buildings, and condominium residential
land uses on the upper floors. Bella Vista is located in the northeast
' quadrant of the Horsetooth/Stanford/Landings intersection in Fort
Collins. Figure 4 shows a site plan of Bella Vista. The short range
analysis (Year 2006) includes development of Bella Vista and an
' appropriate increase in background traffic, due to normal growth and
other potential developments in the area. The long range analysis year
is considered to be 2020.
The site plan shows three accesses to the Bella Vista site. One
access is a full -movement access to Stanford Road that will provide
primary access to the site. The second access to Stanford Road is a
right-in/left-in only access which is an ingress only access to the
parking garage. The third access is a right-in/right-out access to
Horsetooth Road.
Trip Generation
Trip generation is important in considering the impact of a
development such as this upon the existing and proposed street system. A
compilation of trip generation information contained in Trip Generation,
6th Edition, ITE was used to estimate -trips that would be generated by
the proposed/expected uses at this site. Table 2 shows the expected
trip generation on a daily and peak hour basis. It was assumed that 10
percent of the residential trip generation would remain internal to the
site; that is, residents would work in either the office or retail land
uses within Bella Vista. The internal trip reduction amounted to four
vehicle trips in each peak hour.

Trip Distribution
Directional distribution of the generated trips was determined for
the Bella Vista. Future year data was obtained from the NFRRTP and
other traffic studies. Figure 5 shows the trip distribution used for
the Bella Vista.

Existing Traffic
Recent peak hour traffic counts at the key existing intersections
are shown in Figure 2. Raw traffic data is provided in Appendix A.
The traffic data for the Horsetooth/ Stanford/Landings intersection
was collected by the City of Fort Collins in January 2000, and the
traffic data for the Horsetooth/Stover and Stanford/Marriott Access
intersections was collected in July 2001. Since the count data was
collected on different days, the traffic volumes were averaged and
balanced between the key intersections. The adjusted recent peak hour
traffic is shown in Figure 3.
Existing Operation
The counted intersections were evaluated using techniques provided
in the 2000 Highway Capacity Manual. Using the peak hour traffic shown
in Figure 3, the peak hour operation is shown in Table 1. Calculation
forms are provided in Appendix B. A description of level of service for
signalized and unsignalized intersections from the 2000 Highway Capacity
Manual and a table showing the Fort Collins Motor Vehicle LOS Standards
(Intersections) are also provided in Appendix B. The key intersections
operate acceptably during both the morning and afternoon peak hours.
Acceptable operation at signalized intersections during the peak hours
is defined as level of service D or better. At unsignalized
intersections, acceptable operation is considered to be at level of
service F for any approach leg for an arterial/local intersection.
Pedestrian Facilities
There are pedestrian facilities along Horsetooth Road, Stanford
Road, Landings Drive, and Stover Road, except adjacent to the Bella
Vista site. Sidewalks are/will be incorporated within this
development.
Bicycle Facilities
Bicycle lanes exist on Stanford Road, Landings Drive, and Stover
Road. Horsetooth Road has no bicycle lanes adjacent to and west of
the Bella Vista site. The existing cross section is too narrow to
have on -street bike lanes. There is little that can be done to add
bike lanes, since Horsetooth Road cannot be easily widened in this
section. East of the Bella Vista site, Horsetooth Road has bicycle
lanes.
Transit Facilities
Transfort currently serves this area of Fort Collins with Routes
11 5, 6, 7, and the South Side Shuttle. These routes serve the South
Transit Center at the Square Shopping Center. Routes 1 and 7 provide
30 minute service, Routes 5 and 6 provide 60 minute service, and the
South Side Shuttle provides 90 minute service.

II. EXISTING CONDITIONS
The location of Bella Vista is shown in Figure 1. It is important
that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily either residential or
commercial/office. Land adjacent to the site is flat (<2% grade) from a
traffic operations perspective. The center of Fort Collins lies to the
north of the proposed Bella Vista.
Roads
Appendix A contains a current condition drawing of the Horsetooth/
Stanford/Landings intersection. The primary streets near the Bella
Vista site are Horsetooth Road, Stanford Road/Landings Drive, and Stover
Road. Horsetooth Road is adjacent to the south side of the Bella Vista
site. It is classified as a four -lane arterial on the Fort Collins
Master Street Plan. Currently, Horsetooth Road has a four -lane cross
section near the Bella Vista site. At Stanford Road/Landings Drive,
Horsetooth Road has two travel lanes in each .direction, eastbound and
westbound left -turn lanes, and limited bike facilities. At Stover Road,
Horsetooth Road has two travel lanes in each direction, an eastbound
left -turn lane, and limited bike facilities. The existing speed limit
in this area is 40 mph east of Stanford Road/Landings Drive and 35 mph
west of Stanford Road/Landings Drive. The Horsetooth/Stanford/Landings
and Horsetooth/Stover intersections are signalized.
Stanford Road is adjacent to the west side of the Bella Vista
site. It is a north -south street designated as a collector street on
the Fort Collins Master Street Plan. Currently, it has a two-lane cross
section adjacent to the site. At Horsetooth Road, Stanford Road has a
southbound left -turn lane, a southbound through lane, and a southbound
right -turn lane. Stanford Road lines up with Landings Drive, south of
Horsetooth Road.
' Landings Drive is south of the Bella Vista site. It is a north -
south street designated as a minor arterial street on the Fort Collins
I ' Master Street Plan. Currently, it has a two-lane cross section near the
site. At Horsetooth Road, Landings Drive has a northbound left -turn
lane, a northbound through lane, and a northbound right -turn lane.
' Stover Road is east of the Bella Vista site. It is a north -south
street designated as a collector street on the Fort Collins Master
Street Plan. Currently, it has a two-lane cross section in the area of
' the site. At Horsetooth Road, Stover Road has southbound left -turn and
right -turn lanes. The Horsetooth/Stover intersection is signalized.

I. INTRODUCTION
' This transportation impact study addresses the capacity,
geometric, and control requirements at and near the proposed development
of Bella Vista. The proposed Bella Vista site is located in the
' northeast quadrant of the Hors etooth/Stanford/Landing s intersection in
Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made
with the project planning consultant (Cityscape Urban Design), the Fort
Collins Traffic Engineering staff, the Fort Collins Transportation
Planning staff. This study generally conforms to the format set forth
in the Fort Collins transportation impact study guidelines contained in
the "Larimer County Urban Area Street Standards." A Base Assumptions
Form and related information are provided in Appendix A. The study
involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key
intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and
transit modes of transportation.
