Facilitation of Creativity. City Plan recognizes that there are a variety of means of implementation — such as alternative ways to create unifying public spaces - and states that, it is not the intent of City Plan to limit such creativity. WEERRr•fRlf A R C H I T I C T S Bella Vista has been designed with key City Plan concepts including compact infill development, quality landscape and building architecture, higher density, mixed -use, access to transit, pedestrian orientation, underground structured parking, special gathering spaces, etc. These concepts have been given higher priority than some regulatory criteria intended for conventional suburban development has. Completion of a superior urban Place at this irregularly shaped infill site requires creativity of both the applicant's design team, and the City's review staff. Choices, Fairness, Sustainability, and Fulfillment -•2 YRR6RT•FR►F ARCH IT[ CTS The extensive urban design effort — coordinating site planning, architectural design, and landscape/hardscape design — at Bella Vista is resulting in a plan with a higher quality urban character architecture, and more inviting social gathering places than can be found in other development in this area. While Bella Vista is designed with more "urban" elements than the surrounding — more conventional development — the design does reflect elements of the surrounding area, including the "sawtooth" street -front pattern of the adjacent Stanford Plaza office building and the "stair step" vertical massing of the Marriott. Bella Vista will create housing choices and urban design elements not currently available in this area. The increased density, contextural height, mixed -use, structured parking, urban character, and unique pedestrian features are all characteristic of sustainable development and clearly represent the intent of City Plan. However, fairness may not be achieved if this proposal is reviewed in the same manner as more conventional, sprawling, suburban, "greenfield" projects. The Land Use Code, and other regulatory guidelines should not be used as a barrier to the implementation of City Plan at this site. CO®C o urban design, inc. City Plan and Bella Vista 4. Increased "Contextural Height" Bella Vista is adjacent to the lot containing the existing six -story Marriott Hotel, and proposes a combination of four, five, and six story buildings. Note: In 2000, the Land Use Code was clarified to confirm applicability of the "Contextural Height" criteria to this site. 5. Transit Served Activity Centers 6. De-emphasizing Parking & Garages 7. Pedestrian Emphasis and Central Gathering Spaces YAQ6RT•FRYE ARCHITECTS The site is adjacent to a "High Frequency" transit route, and within walking distance of the major Transfort transfer point at the Square Shopping Center. Resident parking is planned in an underground structure. Limited patron, employee, and guest parking is located in the interior of the block. Bella Vista provides a variety of patios, plazas, and other gathering places integrated with un-interrupted pedestrian circulation between buildings, and to the adjacent public streets. Vertical Mixed Use, and Larger MMN Buildings Near Commercial Uses 3. More Complete Neighborhoods, Including the Integration of Neighborhood Commercial into the Surrounding Medium Density Mixed - Use Neighborhood vAusxr•FRYE ARCHITECTS Bella Vista is intended to implement City Plan as follows: Higher than typical suburban density is proposed on this infill site with a carefully coordinated group of multi -story mixed -use buildings, located at the edge of a major activity center. The Structure Plan indicates that Bella Vista is located at the transition between "Community Commercial" and "Medium Density Mixed -Use" areas. Bella Vista seeks an appropriate zoning pattern — combining MMN with C or CC — in order to provide some Neighborhood services not found in the immediately adjacent, existing, commercial/office development. The adjacent C — Commercial zoning and the character of the existing adjacent office development make implementation of the intent of City Plan at this location impractical without multiple zones on the subject property.
