21.. Note number one on the Landscape Plan indicates that the landscape contractor will
provide manual irrigation. A letter must be provided to the City from the landscape
contractor, acknowledging this obligation and describing the frequency of the manual
irrigation.
22. Note number three on the Landscape Plan should note be expanded. The City requires
that soil preparation shall be at a minimum.of three cubic yards per 1,000 square feet of
area.
23. Please add the following two notes to the Landscape Plan:
A. "All landscaping must be installed prior to issuance of a Letter of Completion by the
Building Inspection Division."
B. "U.S. West Corporation shall ensure that the landscape plan is coordinated with the
construction documents so that the proposed grading, storm drainage, or other
construction does not conflict nor preclude installation and maintenance of landscape
elements on this plan."
C. "All plant material shall be in accordance with AAN specifications for Number One
Grade."
D. "All trees to be balled and burlapped."
This concludes our comments at this time. No administrative hearing has been scheduled as of
yet. The hearing will be scheduled after a review of the comments by the applicant.

7. On the Lot Plan, please indicate property lines. It is not clear who owns the "existing
metal building." Also, please indicate the setback of the tower enclosure to the north and
east property lines.
8. On the cover sheet, please add "Wireless Telecommunication Facility - Administrative
Review -.4620 South College Avenue." This should be in bold type.
9. Please label the frontage road.
10. On the vicinity map, please label Harmony Road.
11, Please correct the zoning.to "C," Commercial.
12. The property is part of the Fairway Estates Subdivision but this is not indicated on the
legal description. This plat was recorded in 1962 and provides no detail on the parcel of
land on which the U.S. West facility sits. The parcel is not designated as a lot or tract.
An Assessor's parcel number is not a legal description. Consequently, we recommend that
the property be replatted for clarification purposes. A one -lot subdivision can be
processed administratively.
13. Please include the landscape plan in the plan set and re -label the sheets as sheet one of,
three, two of three, etc. Be sure to modify the sheet index accordingly.
14. Please redo the signature blocks as per the enclosed sample.
15.. On the elevation sheet, please indicate that the pole and antennas will be painted a medium
brown. Please provide a color chip.
16. The cedar fence must be reduced to six feet in height. Please add that the fence will be
"solid."
17. Please indicate that the PCS cabinets are the "Base Transceiver Station."
18. Please indicate that the tower will contain an array of 9 antennas in 3 groups of 3.
19. Please indicate what G.P. S. represents. Is this a Global Positioning Station? This
apparatus is not shown on the photo -simulation. Perhaps you can provide an actual photo
of what these look like mounted on similar tower. This should also be painted brown to .
match the tower.
20. Please add a general note that there will be no additional lighting or advertising associated
with this monopole.

Dear Bob:
Staff has reviewed the request for a wireless telecommunications facility (monopole) at 4620
South College Avenue. The following comments are offered:
1. Under "General Notes," note number two should be expanded to reflect the language in
the Telecommunications Ordinance. The note should be expanded to read as follows:
"U.S. West Corporation, its successors or assigns, or lessee or employee thereof,
shall not act to exclude or attempt to exclude any other wireless
telecommunication services provider from using this facility. U.S. West
Corporation, its successors or assigns, or lessees, or employees thereof, shalt
cooperate in good faith to achieve co -location of wireless telecommunication
services facilities and equipment with other wireless telecommunication service
providers."
2. The planting bed for the Austrian Pines needs to be expanded to a minimum width of 12
feet. Otherwise, the base of the trees will overhang the parking lot causing conflicts. The
edge of the planting bed should be protected by a raised vertical curb. If this causes
problems for the parking lot circulation, then the tower needs to be set back further to the
north.
3. If the expanded planting bed takes up partial space within a parking stall, then the entire
parking stall must be striped out with white or yellow paint.
4. More detail is needed on the retaining wall. Please provide information on height,
material, and the gradient of the slope back to the north away from the wall. Contour
lines should be provided. A profile is suggested.
5. Is a connection needed from the stairs, around the planting bed, to the parking lot on the
south? Or, is there access from the east?
6. How will the site drain? Will the new enlarged planting bed cause a change in the
drainage pattern of the. parking lot? If so, then drainage must be addressed.
