Harmony Road Fort Collins, CO 80525 Dear Property Owners: RE: Electric Service to the Proposed Connell -Rogers Annexation The City of Fort Collins Utilities has received a copy of the proposed Connell -Rogers Annexation from the City's Current Planning Department. Poudre Valley Rural Electric Association (PVREA) currently provides electric service to this area. The City of Fort Collins Utilities will assume responsibility for providing the electric service following annexation. In most cases, the transfer of electric service territory will take place within one year of annexation. To compensate PVREA for the loss of territory, Colorado State law requires a payment of service rights fees to PVREA. The fee is equal to 25% of the City's revenue for electric service for all customers within the annexation at the time the territory is transferred to Fort Collins Utilities. A 5% service rights fee is applicable to new customers added within the annexation boundaries after the transfer of the service territory. All service rights fees terminate ten years after the electric customers and facilities are transferred to the City. It is important you knowthat service rights fees will apply to this annexation because the fees are collected from annexed customers through the City's electric rates. However, the City's electric rates are among the lowest in the State and will help mitigate the impact if the service rights fee. The issues that need to be resolved at this meeting in order to determine proper zoning include: • Feasibility of re-routing the floodway — At staff review Stormwater mentioned that FEMA approval would be required in order to re-route the floodway. • Gateway — Advance Planning would like the gateway concept as specified in the Harmony Corridor Plan to be the vision for the eastern portion of the property. • I-25 Corridor Plan — We need to resolve how this subarea study will affect the ultimate zoning of the property. We encourage you to get involved in the planning process of this corridor plan. • Transportation Issues — Relationship to I-25 Interchange plans; Harmony Transportation Center Plans; Harmony Road Access Control Plan; and Harmony Road bikeway plan. It is recommended that the property owner contact Marsha Hilmes, City Floodplain Administrator to enquire about potential issues associated with developing this property. 5. Engineering Department: a. The developer is encouraged to consider a Master Plan type of development for the overall site. b. Further comments will be generated upon receiving development plans. 6. Zoning: a. Any prohibited signs on property must be removed within 60 days of annexation date (LUC 3.8.7 [A][3][d]). b. Any non -conforming signs on property must be brought into conformance within 5 years of annexation date, except that this does not apply to any off -premise signs located within 660 feet of Harmony or I-25 (LUC 3.8.7 [A][3][c]). 7. Police: a. As area is developed there is a need to ensure adequate access to Harmony Road. b. Full development will require additional police resources. 8. Light & Power: a. This area is currently within Poudre Valley REA's electric service territory. b. Following the annexation, PVREA service rights fees will apply to the electric service of existing and future customers. The fee terminates 10 years after transfer of service. c. Please see the attached letter to the property owners. 9. City Attorney: a. Attorney certifications should be fixed as shown on attached "marked up" copies. 10. Mapping/Drafting: a. The northwest corner of the plat does not match the existing annexations. b. Legal doesn't match plat. Contact Jim Hoff for more information on this (221- 6605 x7741) 11. Transportation Planning, Right of Way Planning, Publie Service, City. Clerk, State Highway Department: a. I'm still waiting on comments from these departments. b. I will send them on to you as soon as I receive them. 12. Current Planning: a. The "developable" portions of the site should be HC, and the remainder of the site should be either RC, T, or HC. b. A meeting is currently being set up between staff and TST to determine the specific locations for the "developable" portions of the property. I will contact you when we have a date and time set up that works for all staff. 01 Commu. j Planning and Environmental ; vices Current Planning City of Fort Collins Mary Harnett 748 Whalers Way Building D Fort Collins, CO 80525 STAFF REVIEW COMMENTS April 20, 1999 Staff has reviewed the submittal of the Connell -Rogers Annexation, and would like to offer the following comments: COMMENTS: 1. Water and Sewer Utility Department: a. The City of Fort Collins has committed to provide sewer service to this site. b. Ft. Collins/Loveland water district will most likely provide water service. c. A lift station will be needed (paid for by the developer) to lift waste to the existing services in Harmony Road at the top of the valley wall. 2. Park Planning: a. No comments at this time. 3. Advance Planning: a. The gateway concept specified in the Harmony Corridor Plan is meant to act as the "front door" to our community. This will be the first view of Fort Collins if approaching from the south. It is important to establish a well planned and attractive gateway. b. The 1-25 Corridor Plan is scheduled to begin in July of 1999 and will be completed in 18 months. This property is within the area to be included in that subarea plan. 4. Stormwater Utility Department: a. The site is in the Poudre River Floodplain/Floodway. No rise is allowed within the floodway. b. Prior to any development activity or reclaiming/regrading the developer shall go through a FEMA LOMR. c.
