HomeMy WebLinkAboutCONNELL-ROGERS ANNEXATION & ZONING - 2-99 - CORRESPONDENCE - (5)MEMO April 19, 1999 To: Greg Byrne From: Troy Jones Re: Setting up meeting for Connell -Rogers Annexation We left off on this project with the decision that the "developable" portions of the site should be HC, and that the remainder of the site should be either RC, T, or HC. The applicant (Mary Hamet of TST) would like to include her team in the discussions to determine the "developable" portions of their property. It seems that the appropriate staff for this meeting would be you, me, Mark Virata, Glen or Basil from Stormwater, Joe Frank, and Tom Shoemaker. Does this list sound complete? Do you think we are ready to set this meeting up soon? I'm available this week all morning Thursday, all day Friday, and next week all afternoon on Monday, Tuesday, and Wednesday, and all day Thursday. Let me know when you are available, and I'll start to set the meeting up. The issues that need to be resolved at this meeting include: 1) Feasibility of re-routing the floodway — At staff review Stormwater mentioned that FEMA approval would be required in order to re-route the floodway. 2) Gateway — Joe Frank had serious concerns about their conceptual scheme, particularly in the north-east comer of the site, and also with proposing some fill of the lakes on the east part of the property. Joe mentioned that the gateway area is the "front door" to the community, and that it is important to establish a well -planned and attractive gateway entry. 3) I-25 Corridor Plan — The plan is scheduled to begin in July 1999 and will be completed in 18 months. This may be a good reason to zone the undevelopable areas T in order to allow the plan to address the ultimate zoning for the T areas. 4) Water Corridor — Half of the property is designated as ROL on the structure plan, and is part of a network of "water corridors" that link the Poudre River Corridor to the Fossil Creek Reservoir. 5) Ownership of Natural Areas — Is there any chance of public purchase and management of all or part of the property. What is the priority for its purchase? 6) Tools at city's disposal — An annexation agreement and/or conditional zoning may be used to address the issues that the Land Use Code does not, particularly in the "open lands" portion of the property. 7) Transportation Issues — Relationship to I-25 Interchange plans; Harmony Transportation Center Plans; Harmony Road Access Control Plan; and Harmony Road bikeway plan. (Are these factors that need to be discussed now, or are they ODP/PDP issues?)
