A. Project Name: Connell -Rogers Annexation & Zoning. B. Project Number: City File #2-99 C. Request: Annexation and Initial Zoning to the Harmony Corridor District (HC) of approximately 137.71 acres, located south of Harmony Road west of Interstate 25. D. Type of Annexation: 100% Voluntary E. Petition and Legal Description Attached: Yes (legal description forwarded 12/21 /98) F. Planning and Zoning Board Hearing Date: May 6, 1999 Recommendation: Approval by a Vote of Conditional Approval by a Vote of Denial by a Vote of G. Public Hearing Dates before the City Council: Resolution Finding Significant Compliance — May 18, 1999 Public Hearing and First Ordinance Readings — July 6, 1999 Public Hearing and Second Ordinance Readings — July 20, 1999 Effective Date of Annexation (10 days after Second Reading) — July 30, 1999 I $,rructure Plan Area Map 4/6/99 N Connell -Rogers Annexation 1" = 1000' This is the Les Kaplan annexation, and is voluntary. When Kaplan applied for annexation, the petition denoted the two (2) parcels of land as the "Harmony Technology Center". Since that time, Kaplan has learned there is another annexation to the west of his property known the "Harmony Technology Park." In order to avoid confusion about the two annexations, Kaplan is requesting to rename his petition to "Johnson/Harmony Annexation". There were no objections to this request There are a couple of other issues that Greg raised. He has drafted a letter to Hewlett Packard, Les Kaplan, Electric Equipment & Engineering/Prof Sharing, Chateau Development Company and H H Investment. These are the owners -of -interest on parcels of ground surrounding Kaplan's. Greg's letter asked affected property owners south of Harmony Road and east of County Road 9 about coordination of infrastructure in that area. Greg outlined certain things that the City will be willing to do to help. We will await their response. Harmony Technology Center ��1i1101 1**43 Greg Byrne Joe Frank Ron Phillips Tom Vosburg MINUTES: ** Six Month Planning Calendar ** Bob Blanchard Troy Jones Mark Virata Tom Shoemaker Ron Fuchs Patty Storm (recorder) We did not review the Council Growth Management Committee Six Month Planning Calendar due to the fact that elections are coming up and we did not have a full committee. ** Lead Team Planning Calendar ** We did not review the Lead Team Planning Calendar. ** Connell -Rogers Annexation ** This parcel of ground is located at the 1-25 — Harmony Road Interchange. There are active gravel mining operations going on, but the applicant met with the City Manager, Greg and Tom Shoemaker a few months back with a preliminary conceptual plan of how they plan to develop this parcel of ground. Initially, the meeting resulted in the City verbally stating that their plan seemed appropriate. The applicant recently applied for Harmony Corridor Zoning. It is currently zoned on the eastern and southern half as Open Space/Rural Lands. Troy asked if there needs to be a Structure Plan change. Joe really had strong feelings about not zoning this parcel as Harmony Corridor. There was a long discussion, which included facts such as ❑ The conceptual plan does not depict the changes to the 1-25 improvements and new boundaries. ❑ They will need to address the "rainfall standard" changes. ❑ The Poudre River Floodway. ❑ The plan will require City-wide review. Next Steps ❑ Inform John Fischbach of the new information. ❑ Joe suggested either HC, RC and/or T — Transition Zoning or a combination thereof ❑ Draft a letter to the applicants informing them of new information — Greg and John to review b/4 mailing. ❑ Include in the annexation agreement that the City insists on the City of Fort Collins will provide the sewer service.
