Collins, CO 80521 Re: Connell -Rogers Annexation Dear Troy, As we discussed on Tuesday, March 27`6 I am sending you the following information regarding the Connell -Rogers Annexation. You had expressed a concern that the Harmony Corridor (HC) zoning which the petitioners are requesting for this parcel was not in agreement with the City Structure Plan, the latest version of which shows the eastern and southern half of this site in the Open Space/Rural Land Use area. It is the petitioners' view that HC is the appropriate zoning for this entire parcel. This view is based upon the following: 1. The site's proximity to the 1-25 & Harmony interchange, within the I-25 Transportation Corridor, makes it an ideal location for a mixed -use district. 2. Of the 137 acres included within the annexation petition, approximately 35-40% will be allocated to ponds and open space. The ponds, which are the result of gravel mining activity, have been in existence for many years, and are located on the eastern and southern portions of the site. The location of these ponds is similar to the areas shown as Open SpacelRural Land Use areas on the City Structure Plan. It is likely that these areas ultimately will be used as Open Space, however at this stage of planning it is impossible to define the edge between open space and other land use areas within the site. 3. It is the petitioners' understanding that the location of the Open Space/Rural Land Use area along the eastern side of their property is there in order to provide a pedestrian/bikeway link between the Poudre River Corridor & the Fossil Creek Open Land areas_ Much of this area is currently being used for sand and gravel mining activities and any future use as a public right of way will require negotiations with the property owners_ The existing county road which runs along the west side of the H.W. Rogers parcel could also provide a link to the Fossil Creek Area. 4. In August of 1998, the petitioners met with City Officials to discuss the future development of this site. During these discussions, attended by Ben Connell, Will Welch, Don Taranto, Bill Lauer, John Fischbach, Bob Blanchard, Tom Shoemaker, Greg Byrne, Paul Eckman, and others, the petitioners were instructed to request the HC zoning when they petitioned for annexation into the city. It is the request of the petitioners that you present the above outlined information to the Growth Management Committee when you meet with them on Monday, April 6, 1999. It
