sensitive area, and is not in a larger development under construction. Therefore, no submittal of
erosion control material is needed. However, the site still must be swept and maintained to prevent
dirt, saw cuttings, concrete wash, and other pollutants from entering the storm sewer at all times or

A free-standing monument or signage fixed to the building shall provide way -finding for all units. A plan
shall be submitted for review and approval no later than at time of permitting. Code language provided

2012 IFC 505.1: New and existing buildings shall have approved address numbers, building numbers
or approved building identification placed in a position that is plainly legible, visible from the street or
road fronting the property, and posted with a minimum of six-inch numerals on a contrasting
background. Where access is by means of a private road and the building cannot be viewed from the

site plan puts the building approximately 26' out of access. I would ask the project team to find a way
of minimizing the out of access condition. Reducing the length of the bike storage structure and
moving the rear duplex toward the street would achieve this goal. If we can get the out of access
condition under 20', that would be acceptable. Otherwise, a fire sprinkler system will be required.

Building Permit Pre -Submittal Meeting
Pre -Submittal meetings are offered to assist the designer/builder by assuring, early on in the design,
that the new commercial or multi -family projects are on track to complying with all of the adopted City
codes and Standards listed below. The proposed project should be in the early to mid -design stage
for this meeting to be effective and is typically scheduled after the Current Planning conceptual review
meeting. Applicants of new commercial or multi -family projects are advised to call 416-2341 to
schedule a pre -submittal meeting. Applicants should be prepared to present site plans, floor plans,
and elevations and be able to discuss code issues of occupancy, square footage and type of
construction being proposed.

Energy Code Use

Fort Collins Green Code Amendments effective starting 1-1-2012. A copy of these requirements can

Whitcomb duplex — project specific concerns:
1. Fire -sprinkler systems are required. A new code amendment effective in 2014 will require a
residential sprinkler system.
2. Bedroom egress windows required below 4th floor regardless of fire -sprinkler.
3. All windows above the 1st floor require minimum sill height of 24"
4. If the duplexes are connected then it changes to a 4-plex multi -family building under the IBC and
must be sprinkled with a 13 system and the project scope will change.
5. New Green Code requires:
a. Upgraded insulation is required for buildings using electric heat or cooling..
b. Low -flow Watersense plumbing fixtures (toilet, faucets, shower heads) are required.
c. Special combustion safety requirements for natural draft gas appliances.
d. Low VOC interior finishes.

indicates they are declining and it warrants further review of their condition. Please have these two
cottonwoods evaluated by an International Society of 'Arboriculture certified arborist to determine this

recommendation to the City Forester. Please modify the plan as necessary to incorporate the certified

For the Sugar Maple shown offsite at the NE corner of the site it is recommended that the species be
changed to a more adapted tree to the area and this site. Skyline Honeylocust or Kentucky Coffeetree
would be good choices for this location. Please evaluate the need to provide some form of barrier
curbing around this tree to protect it from vehicle movement. This could even be done with wooden
ties.
Please review the Minimum Species Diversity standard found in LUC 3.2.1 D 3. Based on this standard
for jobs that have fewer than 20 trees no more than 50% should be one species. Change some of the
Autumn Brilliance Serviceberry so as to meet this standard. These are a couple of species to consider
as replacements for some of the Serviceberry.

Place the tree 7 protection notes found in LUC 3.2.1 G on sheet 2a of 12 that is titled Tree Protection
and Mitigation Plan.
(G) Tree Protection Specifications. The following tree protection specifications should be followed to
the maximum extent feasible for all projects with protected existing trees.
(1) Within the drip line of any protected existing tree, there shall be no cut or fill over a four -inch depth
unless a qualified arborist or forester has evaluated and approved the disturbance.
(2) All protected existing trees shall be pruned to the City of Fort Collins Forestry standards. This
includes any off -site trees on the north property that are shone on this plan.
(3) Prior to and during construction, barriers shall be erected around all protected existing trees with
such barriers to be of orange fencing a minimum of four (4) feet in height, secured with metal T-posts,
no closer than six (6) feet from the trunk or one-half ('/2) of the drip line, whichever is greater. There
shall be no storage or movement of equipment, material, debris or fill within the fenced tree protection
zone.
(4) During the construction stage of development, the applicant shall prevent the cleaning of equipment
or material or the storage and disposal of waste material such as paints, oils, solvents, asphalt,
concrete, motor oil or any other material harmful to the life of a tree within the drip line of any protected
tree or group of trees.
(5) No damaging attachment, wires, signs or permits may be fastened to any protected tree.
(6) Large property areas containing protected trees and separated from construction or land clearing
areas, road rights -of -way and utility easements may be "ribboned off," rather than erecting protective
fencing around each tree as required in subsection (G)(3) above. This may be accomplished by
placing metal t-post stakes a maximum of fifty (50) feet apart and tying ribbon or rope from
stake -to -stake along the outside perimeters of such areas being cleared.
(7) The installation of utilities, irrigation lines or any underground fixture requiring excavation deeper
than six (6) inches shall be accomplished by boring under the root system of protected existing trees
at a minimum depth of twenty-four (24) inches. The auger distance is established from the face of the
tree (outer bark) and is scaled from tree diameter at breast height as described in the chart below.

10107/2014: Information in the drainage letter indicated the use of permeable paver for the parking lot
on the northeast portion of the site. The civil plans provide a typical section of porous gravel pavement
in the detail sheet, but doesn't appear to identify and depict the limits of the porous pavement on the
plans. Depending on the proximity of the use of porous pavement abutting City right-of-way, the use of
a concrete cut-off wall may be needed. Under the premise that a 5 foot buffer is implemented from the
right-of-way to the edge of the permeable paver area, a cut-off wall would not be needed. Is it certain
that the permeable pavement system will not utilize an underdrain and stay on site?

proposed? It is difficult to ascertain beyond what is specifically labelled, what is existing infrastructure
and what is new infrastructure. Additionally, proposed contours and existing contours are shown with
the same lineweight and not all proposed contours show to tie into existing contours at the property
boundary, making it uncertain whether any offsite construction is needed with the project. Please
provide additional clarity for verification.

around. For four, 2-bedroom units, a minimum of 5 spaces are required. One parking space could be
removed, shifting the western -most parking stall further to the east to provide a hammerhead -like
turnaround space when backing out.
If the length of the bicycle parking space is reduced to meet fire access, this may also provide the
necessary space to provide maneuvering without the need to eliminate a parking stall.

To meet Land Use Code standards, the walkway should be concrete.

combination of vines and switchgrass on the landscape plan.

10/06/2014: In addition to the landscaping elements shown, a 6' fence is needed along the northern
and southern property lines in the parking area to meet Land Use Code perimeter screening standards
for parking lots. If the cottonwood trees north of the parking area on the neighbors lot are to be
removed, new trees will also be needed north of the parking stalls to meet Land Use Code standards.

10/06/2014: The standard width for a two-way drive aisle is 24'. As additional space for increasing this
width is limited, a modification of standard should be requested. Standard parking stall lengths are 19'
but 20' is shown. A foot could be reduced from each parking stall's length and devoted to the parking
aisle, increasing it's width to 21'.
