Subject: Kastein's Questions regarding CC item #18 - Resource Recovery Farm Rezoning
Councilperson Kastein asked:
1. Who currently owns the 137 acres that is being rezoned?
Response: The City's Natural Resources Department' Open Lands Program, purchased the 150 acres of
the Resource Recovery Farm along 1-25 from Utilities in 2003.
2. Has the value of the 137 acres been appraised?
The 150 acres appraised for $1,860,000, which is what NRD paid Utilities.
3. What is the current inventory in acreage of (E) Employment zoning?
Vacant Land Inventory (2/2/04):
Employment: 1,009 Acres
Industrial: 897 Acres
Harmony Corridor: 523 Acres
Please note that the current inventory of 1009 acres of employment zoned land does not include the 137
acres of land being rezoned. And, staff has not been considering the employment zoned lands in the
Resource Recovery Farm in our analysis of existing inventory of "buildable lands" for purposes of
projecting future land needs since the Council decision was made purchase the property as open lands
during the preparation of the 1-25 Subarea Plan.
4. What is the setback from I-25 to the eastern -most and western -most boundaries of the property in
question?
The Eastern Boundary is the western edge of the 1-25 frontage road, so the setback is zero, and the
western boundary varies in distance from the edge of the 1-25 ROW, from 1,500' on the south end
transitioning to 3,000' then transitions back to about 2,400' on the north end, with the average setback
being about 2,600'.
