CONCLUSIONS This study assessed the impacts of Eagle Cliffs on the short range (2005) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: ' The development of Eagle Cliffs is feasible from a traffic engineering standpoint. At full development, Eagle Cliffs will ' generate approximately 353 daily trip ends, 30 morning peak hour trip ends, and 35 afternoon peak hour trip ends. - Currently, the South Lemay/Southridge Greens intersection operates 1 acceptably with stop sign control. In the short range (2005) future, a signal will not likely be ' warranted at the South Lemay/Southridge Greens intersection. Signal warrant analyses should be conducted periodically. In the short range (2005) background traffic future, the South Lemay/Southridge Greens intersection will operate acceptably. In the short range (2005) future, given full development of Eagle Cliffs and an increase in background traffic, the South Lemay/Southridge Greens and Southridge Greens/Eagle Cliffs Access intersections will operate acceptably. The short range (2005) ' geometry is.shown in Figure 8. Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi -modal transportation guidelines. 19 some time. Two approaches were considered. One was that since acceptable pedestrian LOS would be achieved when the South Lemay/Southridge Greens intersection was signalized, this would satisfy the pedestrian LOS requirement. The second considered the fact that, while this area is in a "school walking area," there will not be any student crossings of South Lemay Avenue since the service area of Werner Elementary School is not east of South Lemay Avenue. Therefore, consideration could be given to the fact that the area type for all other land uses would be "other." The minimum level of service for "other" is C for all measured categories. As such, the level of service C for street crossings is achieved without signalization at the South Lemay/Southridge Greens intersection. The Pedestrian LOS worksheet is provided in Appendix G. A crosswalk should be painted across South Lemay Avenue in order to achieve level of service C for street crossings without a signal. When the South Lemay/Southridge Greens intersection is signalized, the street crossings level of service will be B. It is concluded that acceptable pedestrian level of service is/will be achieved. Bicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there are two destination areas within 1320 feet of Eagle Cliffs. These are Fossil Creek Park and the trail adjacent to Fossil Creek Park. Eagle Cliffs will have direct connectivity to bike lanes on South Lemay Avenue and Southridge Greens Boulevard. The bicycle LOS worksheet is provided in Appendix G. With bike lanes on both of these streets, level of service A connectivity is achieved. Transit Level of Service Currently, there is no transit service in the area. In the future, transit service will be improved. In the future, there will be 30 minute transit service on South Lemay Avenue. It is anticipated that the level of service will be in the D category with implementation of the City's Transit Development Plan. The key intersections will operate acceptably. The short range (2005) geometry is shown in Figure 8. The South Lemay/Southridge Greens intersection was analyzed as a roundabout using the short range (2005) total peak hour traffic (Figure 7). The single -lane roundabout analysis technique, as contained in the 2000 Highway Capacity Manual, was used. Calculation forms are provided in Appendix F. This technique does not calculate level of service or delay to the entering traffic. Instead, it provides a volume/capacity (v/c) ratio for each entering leg. The capacity is expressed as an upper and lower bound. In the case of this intersection, the v/c ratios would indicate acceptable levels of service (C or better) for all legs in the morning and afternoon peak hours. Emissions analyses of other intersections indicate that in all cases, the roundabout alternative will result in lower emissions. This conclusion is easily applied to this intersection, since, in most cases, the entering vehicles on all legs will not be stopped. Data indicates that the accident rate at the roundabout will be less than that at a stop sign controlled or signalized intersection. Accidents at roundabout intersections are typically much less severe than those at conventional intersections. Since there is not a signal, nor is a signal warranted at this intersection, pedestrians will find that speeds will be much slower at a roundabout. However, there will be some out of direction pedestrian travel, since they will not be crossing any of the streets right at the intersection itself. All of the streets in this area are "finished" to their intended respective cross sections. The roundabout will likely require additional right-of-way in all four quadrants of the intersection, depending upon the ultimate design. This may have a negative impact on the existing homes in the northwest and southeast quadrants of the intersection. It may also have a negative impact on the Eagle Cliffs property. In light of the above considerations, this intersection is not a likely candidate for conversion to a roundabout intersection. Pedestrian Level of Service Discussions were held with Fort Collins Transportation Planning staff regarding pedestrian and bicycle level of service analysis. Appendix G shows a map of the area that is within 1320 feet of Eagle Cliffs. There will be five pedestrian destinations within a quarter mile of Eagle Cliffs. These are: 1) future Fossil Creek Park, 2) Miramont, 3) St. Elizabeth Ann Seton Church, 4) Southridge Greens Golf Course, and 5) Southridge Greens residential area. Werner Elementary School is within one mile of Eagle Cliffs. This site is in an area termed "school walking area." The minimum level of service for "school walking area" is B for all measured categories, except for visual interest and amenities which is C. In the pedestrian LOS scoping meeting it was determined that level of service B for "street crossings" could not be achieved without signalization. Background traffic projections for the short range future horizon was obtained by reviewing the NFRRTP, the Fossil Creek Park Transportation Impact Study, and contacting Fort Collins Transportation Planning staff. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 6 shows the site generated peak hour traffic assignment. Figure 7 shows the total (site plus background) short range peak hour traffic at the key intersections. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. Based upon the short range peak hour traffic forecasts, a signal will not be warranted at the South Lemay/Southridge Greens intersection. Appendix D contains the peak hour signal warrant analysis. The City of Fort Collins conducted a comprehensive signal warrant study at this intersection in Fall 2001. The results of this analysis is also provided in Appendix D. This analysis indicates that Warrant 7-System Warrant is met at the present time. This warrant will continue to be met into the future. The major street volume is met for a number of warrants, however the minor street volume is not met for enough hours of the day. This intersection should be monitored and additional periodic signal warrant studies should be conducted. Operation Analysis Capacity analyses were performed at the South Lemay/Southridge Greens and Southridge Greens/Eagle Cliffs Access intersections. The operations analyses were conducted for the short range analysis, reflecting a year 2005 condition. ' Using the traffic volumes shown in Figure 5 and the existing geometrics, the South Lemay/Southridge Greens intersection operates in the short range (2005) background traffic future as indicated in Table ' 3. Calculation forms for these analyses are provided in Appendix E. The South Lemay/Southridge Greens intersection will operate acceptably. PROPOSED DEVELOPMENT ' Eagle Cliffs is a proposed residential development, located west of South Lemay Avenue and south of Southridge Greens Boulevard in Fort Collins. Figure 3 shows a site plan of Eagle Cliffs. The short range ' analysis (Year 2005) includes development of Eagle Cliffs and an appropriate increase in background traffic. Since this is an intermediate level transportation impact study, a long range analysis is not required. The site plan shows two public accesses to Eagle Cliffs. The primary access will be from Southridge Greens Boulevard at a T- intersection, approximately 400 feet west of South Lemay Avenue. There will also be an access to Southridge Greens Boulevard, approximately 200 feet west of South Lemay Avenue. This access will be a right-in/right- out access. There is an existing median that will enforce the operation of this right-in/right-out access. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contained in Trip Generation, 6th Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site. Table 2 shows the expected trip generation on a daily and peak hour basis. Trip generation equations ' were used to calculate the estimates shown in Table 2. Figure 4 shows the trip distributions used for the short range (2005) analysis future. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in ' Appendix C. The South Lemay/Southridge Greens intersection operates acceptably during both the morning and afternoon peak hours. This analysis assumes a painted center median in South Lemay Avenue, but no ' vehicle storage in that median for left -turning vehicles from Southridge Greens Boulevard. In the morning peak hour, the calculated delay is within three seconds of the average stopped delay that was observed at this intersection. In the afternoon peak hour, the calculated delay on ' the westbound leg is approximately four seconds higher than the average stopped delay that was observed, and the calculated delay on the eastbound leg is approximately 14 seconds higher than the average stopped delay that was observed. It would appear that minor street vehicles (left turns) are utilizing the center painted median of South Lemay Avenue to execute two-step left turns. If the analysis is run ' with provision of vehicle storage (one vehicle) in the center painted median area of South Lemay Avenue, the calculated delay is reduced and the level of service improves for the minor street movements. In the morning peak hour, the calculated delay is less than the observed delay. In the afternoon peak hour, the calculated delay is higher than the observed delay, however with the one vehicle storage, it is much closer to it. In order to present a range of delays, both analyses will be presented in this report. The City of Fort Collins recently conducted a signal warrant study ' of the South Lemay/Southridge Greens intersection. The systems warrant was satisfied, but no other signal warrants were met. It is not likely that a signal would be installed based solely on this single warrant. ' However, as traffic volumes increase on both South Lemay Avenue and Southridge Greens Boulevard, other warrants may be met in the future. Pedestrian Facilities Sidewalks exist along South Lemay Avenue adjacent to and to the ' north of the Eagle Cliffs site. It is expected that there will be sidewalks on both sides of South Lemay Avenue when the Fossil Creek Park development is completed. There are sidewalks along Southridge Greens Boulevard, both east and west of South Lemay Avenue. Bicycle Facilities There are bicycle facilities along South Lemay Avenue. There are ' bike lanes on the west leg of Southridge Greens Boulevard, even though it is classified as a local street. EXISTING CONDITIONS The location of Eagle Cliffs is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. ' Land Use Land uses in the area are primarily recreational, institutional, and residential. Southridge Greens Golf Course is near to the site to the southeast, across South Lemay Avenue. The proposed Fossil Creek Park is south of the site, across Fossil Creek. St. Elizabeth Ann Seton Church is in the northeast quadrant of the South Lemay/Southridge Greens intersection. Werner Elementary School is located to the northwest of Eagle Cliffs. Residential uses exist throughout the area. The center of Fort Collins lies to the north of Eagle Cliffs. Streets The primary streets near the Eagle Cliffs site are South Lemay Avenue and Southridge Greens Boulevard. South Lemay Avenue is to the east of Eagle Cliffs. It is a north -south street designated as a four - lane arterial in the Fort Collins Master Street Plan. In this area, South Lemay Avenue currently has a four -lane cross section. Just south of this site, South Lemay Avenue narrows to a two-lane cross section. It will be widened to a four -lane arterial cross section with the Fossil Creek Park development. Widening will likely occur on the west side of South Lemay Avenue. This will minimize the existing horizontal curve on South Lemay Avenue. It will also maximize the distance between South Lemay Avenue and the 14`h hole on Southridge Greens Golf Course. South Lemay Avenue is posted at 40 mph. Southridge Greens Boulevard is north of Eagle Cliffs. It is an east -west street designated as a collector to the east of South Lemay Avenue on the Fort Collins Master Street Plan. To the west of South Lemay Avenue, it is designated as a local street. Southridge Greens Boulevard has stop sign control at its intersection with South Lemay Avenue. There are raised medians on Southridge Greens Boulevard, both east and west of South Lemay Avenue. ' Existing Traffic ' Recent peak hour traffic volumes are shown in Figure 2. These counts were obtained in January 2002. Raw count data is provided in Appendix B. ' Existing Operation ' The South Lemay/Southridge Greens intersection was evaluated using techniques provided in the 2000 Highway Capacity Manual. Using the peak 1 2 I. INTRODUCTION ' This transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed Eagle Cliffs residential development. Eagle Cliffs is located west of South Lemay Avenue, south of Southridge Greens Boulevard in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project planning consultant (VF Ripley Associates), the Fort Collins Transportation Planning Staff, and the Fort Collins Traffic Engineering Staff. The Transportation Impact Study Base Assumptions form is provided in Appendix A. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines.
