HomeMy WebLinkAboutRIDGEVIEW CLASSICAL SCHOOL, REVISED PHASE IV ADDITION - SITE PLAN ADVISORY REVIEW - 16-01B - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVES3.4.9 Promotion of Conservation N/A DIVISION 3.5 BUILIDNG STANDARDS The new two-story building addition will be primarily brick with a small amount of EFIS. A columnar pattern will incorporate the original building design of vertical slit windows. A stone or masonry base is planned with a brick soldier course cap. The angle portion of the building will have a focal point bell tower. The existing EFIS will be painted a darker brown to lessen the contract between it and the brick. DIVISION 3.6 TRANSPORTATION AND CIRCULATION Existing curb cuts to remain. A traffic update letter to the traffic report completed in 2004 is included with this submittal. DIVISION 3.7 COMPACT URBAN GROWTH STANDARDS Adequate water, sewer exists at the site. Electrical service will be upgraded. Existing services are shown on the site plan. In that no new utilities will be brought into the site, no engineered utility plans are submitted. A storm drainage letter is included with this submittal. DIVISION 3.8 SUPPLEMENTARY REGULATIONS A new G and 12' high chain link fence is proposed around the play area. Development Schedule Construction of this facility is planned for Spring and Summer 2006. NEIGHBORHOOD MEETING NARRATIVE It seems that responses to comments and questions were provided at the neighborhood meeting. These are included with the documentation by the City Planner. 3.3.1 Plat Standards This lot is currently not a platted lot. 3.3.2 Development Improvements No off site improvements are planned. 3.3.3 Water Hazards None. 3.3.4 Hazards None 3.4.1 Natural Habitats and Features This lot is not located near any wetlands or natural areas. 3.4.2 Air Quality No noxious, toxic or corrosive particles created. 3.4.3 Water Quality Impervious surface on the site will be decreased by removal of the pavement in the area to the northeast of the existing building. 3.4.4 Noise and Vibration None created. Band, orchestra and music will be located at the comer of the addition and will be treated for sound attenuation. 3.4.5 Hazardous Materials No hazardous materials are stored here. 3.4.6 Glare or Heat No additional exterior lighting is planned. Exterior lighting that exists shall be cut off at property lines. No other glare or heat should affect neighbors. 3.4.7 Historic and Cultural Resources N/A 3.4.8 Parks and Trails N/A fence is to prevent balls from being kicked or thrown into the street, therefore, portions of it will be 12' high. One tree will need to be removed, but three new mitigation trees will be planted. New foundation plantings are planned around the new addition. Vines will be planted at the new chain link fence locations to provide additional screening. 3 2 2 Access Circulation and Parkins A new sidewalk will be constructed at the south and east sides of the new addition to connect the school entrance to the sidewalk along Stuart Street. Since the turn signal on Lemay and Stuart has been installed, the traffic has improved An updated traffic letter is included with this submittal. Currently 151 parking stalls are provided on this site. This includes 146 stalls plus 5 handicapped stalls. No additional parking is planned. Schools require 1 parking space per 4 seats in the auditorium. There is a 400 seat auditorium which equals 100 stalls or 1 space per 1,000 s.f., 58,777/1,000 = 59, which ever requires the greatest number of parking spaces. 101-150 stalls require 5 handicap stalls. Bicycle parking requires 5% of total auto stalls, 151 x 5% = 8 bicycle parking spaces required. 17 spaces are provided. 3 2 3 Solar Access Orientation. Shading The existing entrance is located at the south, taking advantage of the solar access to keep sidewalks clear in winter. The planned addition will not cast shadows on adjacent properties. 3.2.4 Site Li tins Existing site lighting is by wall packs. This will remain the same. No additional site lighting is planned. RIDGEVIEW CLASSICAL SCHOOLS PHASE IV ADDITION SITE PLAN ADVISORY REVIEW Legal Description of the Site A tract of land situated in the Northwest 1/4 of Section 19, Township 7 North, Range 68 West of the 6`h P.M., Fort Collins, Colorado, which considering the West line of the said Northwest 1/4 as bearing due North and with all bearings contained herein relative thereto is contained within the boundary lines which begin at point on the West line of the said Northwest 1/4 which bears North 873.40 feet from the West 1/4 corner of said Section 19, and run thence North 445.00 feet along said West line; thence East 535.00 feet along the centerline of Stuart Street; thence South 30.47 feet; thence West 30.00 feet; thence South 139.53 feet; thence along the arc of a 180.30 foot radius curve to the right a distance of 97.55 feet, the long chord of which bears S 15' 30' W 96.37 feet; thence South 31 ° 00' W 308.00 feet; thence N 59" 00' W 158.96 feet; thence West 184.36 feet to the point of beginning, containing 5.0000 acres, more or less, and being subject to rights of way for Lemay Avenue over the Westerly 50.00 feet thereof and for Stuart Street over the Northerly 40.00 feet thereof. The lot is within the Low Density Residential District (R.L.) zoning. Public and private schools for elementary, intermediate and high school education is a permitted use subject to review by the Planning and Zoning Board. Ridgeview Classical School is a charter school for kindergarten through 126' grade. The total allowed enrollment by their Charter is 810 students. Current enrollment is 649 students. This addition is not intended for increasing allowed enrollment but for providing adequate physical facilities for current students. Classrooms presently are being used for two separate classes or functions. Orchestra, band and music practice rooms and karate are current functions occurring in the existing building but need to be more isolated for sound purposes. These are to be located in this proposed addition. The large garage at the south side of the property will be removed so as to not be included in the allowed square footage of the site. The small garage of 590 s.f. will remain to fit within the allowed 720 s.f of garage area. The asphalt northeast of the existing building will be removed as well as the modular trailer. Grass will be installed here with a new chain link fence around for a new playground. The
