The reduction of residential intensity would allow a reduction in the need for new residential parking causing previously encumbered land to become available. This would create more flexibility for the placement of building and parking which would allow the new residential parking to be separated from the existing commercial traffic patterns. This may also help address additional staff concerns regarding pedestrian connections and the lack of outdoor spaces. Jefferson Street Fort Collins, CO 80524 Dear Carl, Thank you for attending the City's Transportation Coordination Meeting held on January 15, 1998. The City staff has considered and discussed the concerns you expressed regarding the December 3, 1997 Lofts at Campus West Project Development Plan comment letter. Staff has determined that the routing of McDonald's drive thru traffic and Campus West commercial traffic through a proposed private parking lot for a 100% residential project (The Lofts at Campus West) violates (at a minimum) Article 3.2.2 - Access, Circulation and Parking of the City's Land Use Code. The applicant's proposal to mix the commercial traffic and residential parking creates significant conflicts that endanger the public's safety and welfare. Staff will not support a request for a modification to Article 3.2.2 as it appears there are multiple options for redesigning the project to address this conflict. Staff suggests the following options (the applicant may identify other options): Re-route the McDonald's drive thru traffic and Campus West commercial traffic within the existing Campus West commercial property and completely separate the existing commercial traffic from the proposed residential parking; or 2. Reduce the residential intensity of The Lofts at Campus West. This would decrease the amount of new residential parking required. It would create more flexibility for the placement of buildings and parking which would allow the residential parking to be separated from the existing commercial traffic patterns. This may also help address additional staff concerns regarding pedestrian connections and the lack of outdoor spaces; or 3. Propose a mixed -use commercial and residential project on the property.
