HomeMy WebLinkAboutLOFTS AT CAMPUS WEST (THE) - PDP/FDP - 28-97 - CORRESPONDENCE - MEETING COMMUNICATIONAn additional 4,590 sq.ft. area of community space is located between the project and McDonald's. Cross -access to this pleasantly landscaped area was established in 1976 between the Elizabeth Center Co. (the Town Square owners) and McDonald's Corporation. This cross -access was legally extended to the developers of "The Lofts" by the Elizabeth Center Co., LLP in 1997 when the property was sold. The cross -access agreements specifically include "...employees, tenants, residents, contractors, and guests..." to "...walk on and to ride on..." the adjoining properties. The Elizabeth Center/Donaldson agreement specifically includes the Elizabeth Center/McDonald's agreement. The two community areas together afford over 621 sq.ft. of open area per unit. As we discussed, it would be unreasonable to expect a large active recreation area for a project of this size. I again submit that the parking we have planned will alleviate congestion of the local streets which will have more benefit than, say, a basketball court. I believe Eric Bracke made the comment that a residential use for this property would cause less traffic congestion than a commercial use. With the help from you and Eric we have satisfactorily resolved the interface between commercial and residential traffic. I believe the project has evolved into an excellent in -fill project that has the benefits of mixed -uses via cross -access while maintaining a desired level of separation. As with any in -fill project there are often compromises and - perhaps, a less -than -perfect solution. Ludwig City of Fort Collins 281 North College Avenue Fort Collins, Colorado 80524 -- Re: The Lofts at Campus West Condominiums Dear Mike: As a follow-up to our meeting today, I would like to submit the following comments to facilitate your informal presentation of the project to the Development Review Committee tomorrow. Our revised plan shows the elimination of fifteen parking spaces from the south-west side of the parking lot to create a directional island for the McDonald's drive - up traffic. I believe we have a consensus between the city, the developers, and McDonald's that this is an acceptable solution provided that other aspects of the plan are acceptable. As we discussed - and as the plan reflects, the building has been reduced from five modules to three modules. This reduces the number of units from the original 26 to 18 units. We have reconfigured the units to make the 12 units on the ground floor and the second floor to each have four -bedrooms. The two end -units on the third level would be two -bedrooms each, and the four remaining units on the third level would each have three -bedrooms for a total of 64 bedrooms. By taking this approach we are requesting an increase in the allowable number of unrelated persons living in two-thirds of the units. Our site plan has 61 parking spaces plus three handicapped spaces for essentially a one- to-one ratio. We feel this is the most direct resolution for a part of Fort Collins that is obviously deficient in parking. It places the majority of our parking at the east end of the property - away from the street and serving as a buffer to the less -desirable back -side of the Town Square Shopping Center. The trees that would be displaced would be replaced with mitigating landscaping both on the drive -up island and the west end of the property. Also, our civil engineer, Brian Shear, has reviewed the plan and feels the handling of storm -water will be an easier proposition than with the original design. A 3,300 sq.ft. community area has been placed in an intensely landscaped area on the west end. Decorative landscaping walls would transition the grades from the high spot at 215JEFFERSON the north-west corner of the property to the entrance drive. The building has been slid to FORT COLLINS. cc 1 80524.2412 the east to eliminate the right-of-way infringement of the west entry stairs. The entrance would be augmented by a white picket fence, street -trees, and a sea of perennial and annuals.
