Dear Basil,
This letter serves as the formal request for a variance from the City of Fort Collins Stormwater
Utility regulations. Specifically, a variance is requested for the following items;
1. A variance from the City of Fort Collins Standard that all detention ponds provide a
minimum of 1.0 foot of freeboard.
a. The pond volume has been maximized in the parking area considering the constraints and
ADA requirements.
b. The nature of the development requires that the ponding depth not exceed 1.0 foot
because it is a residential project. This makes it impossible to both provide the storage as
well as freeboard.
c. The surrounding development prohibits revising the detention grading to increase the
elevation of the berm.
d. The parking lot is used as an access to the neighboring lots. This also prohibits
increasing the elevation of the top of the berm.
2. A variance from the City of Fort Collins Standard that the maximum depth of ponding in the
parking area of a residential site be restricted to 1.0 foot.
a. The volume requirement could not be met using a depth of 1.0 foot due to site grading
constraints and ADA requirements.
b. The maximum depth in the pond is 1.2 feet.
c. The area at which the flow will be 1.2 feet deep is in the southeast corner of the site. This
is well away from any parking areas.
